Critical Insight - How To Reduce

 Officer Fatalities In 2010
 

THE OLD PARADIGM

Many of us have been conditioned to believe the old paradigm that when officers are involved in a shooting, there's a high probability that their accuracy will be impaired and misses will occur.  In accepting this principle, we are saying that we are anticipating human error.  In reality, sports psychologists have determined that there will always be the potential for a 3% variance in human behavior.  Excepting that there could be a 3% margin of error; our officers hit rate on the street should be 97% with only three shots out of every100 shots having the potential to miss their intended target.  The average hit ratio for Law Enforcement on the street is only 12% to 25%?  (Depending on which study you read.)  A 12% to 25% hit ratio seems to be on the edge of borderline incompetence.  This represents a huge liability to any department and to the lives of the officers working the streets.

 

Many police departments still have a qualification requirement of 70%.  This implies that they accept 30 misses out of every 100 shots fired in a sterile controlled environment on the shooting range.  Some departments have scooted around this issue with a pass/fail scoring system which requires 70% to pass.  This implies that they are willing to accept 30 misses out of every 100 shots fired as a passing score.  Other departments have elected to require 100% qualification scores and have made the score ring on the target so big a blind man could qualify.  This suggests peripheral hits are acceptable.  They are calling this "Tactical or Combat Accuracy".  If the best an officer can do in qualification is 70% what do you think is going to happen on the street when all hell breaks loose?  Is their accuracy going to improve or degrade?

The authorities on terminal ballistics confirm that the only way to assure a one-shot stop is to sever the spinal column or get the bullet to midbrain.
 
FBI STUDY

Let's take a look at an FBI study of the Pennsylvania officers involved in a shooting on Nov. 29th, 2006.  The Gunfight lasted 3.5 minutes, 107 rounds were fired by two officers, and 26 rounds were fired by subject.  The first officer on scene seriously wounded and was unable to return fire.  The 18 year old subject was hit 17 times by officers with .40 cal pistols and .223 carbines.  Eleven of those rounds exited the subject's body.  To finally subdue the subject, the officers had to "fight" the assailant in order to get him handcuffed.  The FBI determined individuals can sustain many gunshot wounds in areas that produce great pain and continue to fight a long time, even without the aid of drugs or alcohol. Their conclusion was "Shot placement is everything in a gunfight and always the key to stopping a threat effectively."

WHY ACCURACY IS SO IMPORTANT
If you shoot and hit the assailant and the bullet does not sever the spinal cord or the bullet doesn't get to midbrain the perpetrator will have the ability to return fire.  According to Col. David Grossman in his book "On Combat" it can take several minutes to bleed out to the point where one goes unconscious.  You can lose over a half of gallon of blood before unconsciousness will occur.  Even if you shoot the assailant in the heart, and their heart "stops" they can continue to fight and stay conscious up to 7 seconds.  Consider this: It only takes 4 seconds to completely unload and shoot 15 rounds from a semi automatic pistol. 
 
Every shot that is not a precision shot to the spinal column or midbrain gives the assailant time and the opportunity to shoot you, and I'm not about having our officers sucking-up bullets.

ACCEPTABLE ACCURACY

The acceptability of what qualifies as acceptable accuracy has long been debated.  We seem to be a lot less excepting of an error made in our own paycheck then we would be if we miss our intended target.  This complacency to acceptable standards is rampant in every area of our lives.  Below are just a few of the accepted standards we take for granted: 
  • There are 20,000 articles lost in the US mail every hour
  • There are 120,000 accidental deaths caused by physicians every year
  • 2 million documents will be lost by the IRS this year
  • 12 babies are given to the wrong parents each day
  • Over a quarter million defective tires will be shipped this year
  • In the passing of every three days a police officer will be killed in the line of duty
  • Officer deaths were up by 24% in 2009

Let me ask you: 

If you were in a gunfight would you want more than a 25% chance that you would hit the suspect?

If you had someone shooting at you would you want to stop them "instantly" with a single shot?  (I'm not suggesting you only shoot 1 shot.  You shoot until the threat has been stopped; which a shot to the spinal column or midbrain will do the quickest.)

Who has a better chance of placing an accurate shot on the street?

            a) An officer who's accuracy is out of control during qualification and can barely qualify and doesn't like to practice out of performance anxiety?

            b) An officer who has learned to control their emotional state, and can shoot consistent qualification scores of 97% or better, and has absolute confidence in his ability?

THE PSYCHOLOGICAL TRAINING PROCESS FOR CONSISTENCY AND TRANSFERRING THE SKILL TO THE STREET
There are psychological processes called "Recursion".  This means that every time an officer fires a shot in training, that experience gets fed forward into the next experience and we continue to reinforce that process with either positive or negative results.  With every reiteration and recursion we strengthen the neuro networks and pyramidal pathways.  We are creating more than just associations.  Based on the Quantum Zeno Effect, what PET Scans (Positron Emission Topography i.e. pictures of our brains) have shown that when a person keeps thinking the same thing over and over again or continually repeats a process, it makes the nerves in the brain grow stronger.  The axon gets thicker, the cell body gets bigger, and the dendrites arborize (creates more branches).  What the new science is showing us is that we can exercise our brains the same way we exercise our muscles.   This is why it is so important that we structure a successful learning experience with the very first shots and throughout the training process.  In using the traditional methods of teaching marksmanship and qualifying our officers, you actually reinforce all the bad habits making inaccuracy the norm.  It's no wonder that Law Enforcement has such a low hit rate on the street.  Every time we allow an officer to shoot anything less than a precision shot we are conditioning them to be inaccurate through the process of "recursion".   Until we change from a production mentality of "Just Getting Them Qualified" to an attitude of having a "You Will Shoot with Precision Accuracy to Qualify" we will continue to have our fellow officer's survival dependant on their assailant's inaccuracy or incompetence. 

Every officer that was hired by your department has the physical skills, and mental skills to shoot with 97% to 100% accuracy in qualification and have the ability to have that accuracy transfer to the street.  You may say "never happen!"   (Review our Testimonials.  It's a reality and is available to you now.)  This powerful new teaching process can yield an average score of 97% on the typical police qualification course using less than 500 rounds of ammunition within the first 24 hours of training.  It will give anyone, regardless of their previous firearms experience the ability to shoot 1-1/2 inch groups at 15 ft. using less than one box of ammunition in less than 1-hour.  Typically the trainee is also able to keep 3 inch groups at 30 ft. within the first two hours on the range, using less than 100 rounds of ammunition.  By the end of the first day each trainee will have achieved a level of accuracy that will enable them to split a business card on edge at 15 feet.  (Splitting a business card on edge is NOT trick shooting.)  It is used to validate that they have a high degree of skill to achieve precision accuracy.  It's a great confidence builder!  By the end of the third day each trainee is able to hit 8 inch pop-up falling "head" plates with consistency that appear and disappear at reactive speeds of 50/100 of a second.  By this time the skill has been programmed to the unconscious and can be applied into Man-Against-Man and Shoot / Don't Shoot Simulations or into any context or situation without degrading performance.  If properly structured, you can program the student's unconscious so that the greater the perceived threat, the more detached and machine like they become.  This will enhance peak performance and precision accuracy even under the most extreme conditions.

Most firearms training budgets are under-funded.  Ok, that's an understatement !  You will find that this new methodology will reduce your ammunition usage by over 50%.  It will reduce the amount of time required to achieve precision accuracy by over 70%.  This new training process is the least expensive and most cost-effective way to reduce liability, provide your community with a safer environment and provide your officers with life saving skills so they can go home to their families safe and sound after every shift.

About the InstructorsGavel
Matt Seibert is a former law enforcement officer and has been training law enforcement in the use of firearms since 1976.  He is currently the President of Insight Firearms Training Development.  He is a former Instructor and General Manager for Gunsite Training Academy.  He has been a member of the International Academy of Sports Vision.  He is a trained hypnologist specializing in the use of hypnosis and has spent the last 15 years researching the visual skills and neuro psychology required to achieve peak performance in the use of the pistol and carbine.
