Aetna: Revised Policy on H1N1 Vaccine
In recognition of the pandemic situation, Aetna
has made the policy decision to provide first-dollar coverage for H1N1 flu
vaccine administration for all fully insured medical plan members and all
self-funded plan members unless the plan sponsor decides otherwise. We will
provide this coverage regardless of
whether their plan includes preventive benefits or has limits on preventive
benefits, and regardless of whether the member has met a plan deductible. We
will pay for the administration of one or two doses of the H1N1 vaccine, based
on recommendations of the Centers for Disease Control and Prevention (CDC).

Horizon: American Recovery and Reinvestment Act
Bulletin
On February 17, 2009, President Obama signed into law the American
Recovery and Reinvestment Act of 2009 (ARRA), commonly known as the "economic
stimulus bill." Among its more important provisions are those impacting health
information privacy and security, also referred to as the Health Information
Technology for Economic and Clinical Health (HITECH) Act. This act makes
significant changes to the existing Health Insurance Portability and Accountability
Act of 1996 (HIPAA) rules. Most of the changes are effective 12 months from the
date of ARRA's enactment, (February 17, 2010); although the breach notification
and reporting requirements will be effective by mid-September 2009.

Independence Blue Cross: Adult Children Rider Update
As
previously communicated in the below release concerning two recently passed
laws, Independence Blue Cross has announced that they are changing their
originally proposed policy that groups can only offer the health insurance
coverage rider for adult children on the group's anniversary. Independence Blue Cross will now allow
clients to add the rider at any time during the year once a dependent becomes
eligible and chooses to enroll.

Independence Blue Cross: Medicare Secondary Payer Reporting Update
As we shared with you earlier this year, to meet the initial
requirements of the Centers for Medicare and Medicaid Services (CMS) concerning
Social Security numbers (SSNs), we identified employees, spouses, and domestic
partners (if applicable) enrolled on or after January 1, 2009, for whom an SSN
was not provided on the enrollment materials. We sent those customers a
letter, along with a listing of their members' missing SSNs, this past summer.
The customers were asked to review the list, provide the correct SSN
information, and either fax the form back to IBC or use ibxpress.com to update
the information. Since then, we've made great progress with collecting missing
SSNs and throughout the remainder of 2009 and 2010 will work to ensure that we
have SSNs for all employees, spouses, and (where applicable) domestic partners
enrolled January 1, 2009, and moving forward.
