-----WARNING-----
Inspector falls 12 feet
Do you own an Xtend & Climb
Type 1 Telescoping ladder?
It's handy to have a ladder that's easy to stow. Until it breaks. Which is always when you're on it.
"It absolutely shocked me. I'm looking down as I'm falling and the ladder is in two pieces. I couldn't believe it. It's a little less than two years old," the inspector said.
This $290 ladder broke about 6 steps from the top, up at least 10-12 feet, with the inspector on it. Natch. The inspector looks like he weighs maybe 185-190 lbs.
And maybe you don't have workers comp, do you? Or business interruption insurance either, right? At least this PLI alum had a friendly lawyer to help.
PLI Rule 1: No home inspection is worth an EMS ride. Safety first.
This inspector wins PLI's monthly $25 tuition credit coupon for photo of the month.

Consumer Product Safety

The Consumer Product Safety Commission (CPSC) went social, as the article below details. Grilling is fairly new. It got popular between the world wars. House fires are not. Those fires are one target of this summer's CPSC social networking. Home inspectors have a lot to be proud of here. Together with our fellow professionals in code enforcement, first responders, and home builders, we've helped drive home fire deaths and injuries to below half their mid-'80s peak! Let's keep the heat on! |

You Light Up My Life, or
Another Enviro Haz Bites the Dust
Detailed filter analyses from 12 RadNet air monitor locations across the nation identified trace amounts of radioactive isotopes consistent with the Japanese nuclear incident, the U.S. Environmental Protection Agency (EPA) reported (3/28).
Our RadNet sniffers were set up to pick up the tiniest tickles of radiation, to catch bad guys illegally testing nukes anywhere in the world.
Some of the filter results show levels slightly higher than those found by EPA monitors last week and a Department of Energy monitor the week before. These types of findings are to be expected in the coming days. We are still far below levels of public health concern, the EPA said. Of course, the EPA also famously said blowing up the World Trade Center twin towers wasn't bad for the air New Yorkers were breathing either. Not that anyone we know would ever doubt the government.
EPA's samples were captured by monitors in Alaska, Alabama, California, Guam, Hawaii, Idaho, Nevada, Saipan, Northern Mariana Islands and Washington state over the past week and sent to EPA scientists for detailed laboratory analysis. No sample grabs from Kentucky got reported. And we have no nuclear plants, though there's always Paducah. Detailed information on this latest round of filter results can be found at: http://epa.gov/japan2011/

If a few telemarketing calls to your cell phone won't bother you in a crawl, skip this article.
Otherwise, Heads Up: All cell phone numbers get "phone booked" - made public - this month.
It's good for phone companies. They get to charge for the calls by the minute.
You can stop most of the calls.
Call 888-382-1222 from your cell phone. The call must come from your cell phone, or the number you want protected. Calls from different phone numbers do not count.
That will block your number (though only for five years). If your number changes, you have to register the new number. If you get telemarketing calls more than 31 days after registering any number, you can file a complaint at www.donotcall.gov.
It's the FTC's National Do Not Call List. Details at donotcall.gov. If your friends like a little peace & quiet too, help them by passing this along. We haven't seen any phone companies taking out ads to remind people. So here's your reminder. |

Radon Certification All Over Again:
Is Third Time the Charm?
Kentucky's new radon "certification" law, HB 247, kicks in on July 1.
It requires certification, after January 1, 2013, for any person or business that does radon measurement, mitigation, or lab analysis.
This time, certification might actually happen.
The law keeps Kentucky one of 19 states that require "certification" for radon measurement and mitigation.
If you just read the law books, Kentucky has required certification for years. In 1992, the General Assembly first enacted laws requiring state certification for radon measurement and mitigation. That was the old KRS 211.855. This law replaces it. However, basically nothing happened under it. KRS 211.855 was amended in 2005. Basically nothing happened then either.
The new legislation picks up the old KRS 211.855, amends it, and parks it at a new KRS 211.9135. It sets out the powers and duties of the Cabinet for Health & Family Services (CHFS) "for the control of radon in Kentucky."
It looks like this certification law might work, for real. The big difference is details.
Radon is outside home inspector SOPs. Yet home inspectors bring radon testing to homes more than any other group. It's a "win-win:" good for the public and good for business.
The first radon certification course authorized by CHFS since the new law will be given by Professional Learning Institute(PLI) on July 16th & 17th. A second class is set for September. Sorry, but if you want to get certified, you must register right away. Materials and tests have to be ordered in advance.
The time between now and January 1, 2013 is to set up the rules for getting certified, and getting together an "Advisory Committee" to oversee the process. It seems pretty clear NRSB and NEHA national certification will be accepted for Kentucky certification then. It has been before.
CHFS is charged with getting it done.
You can get natoionally certified immediately by either National Radon Safety Board (NRSB) or National Environmental Health Association (NEHA) at PLI's class. The NRSB and NEHA national exams will be given immediately after the class.
If you are already certified, the course is good for your CEs. As usual, tuition is a better deal with the Professional Learning Institute. And there's no "membership" or "dues" either - just a good deal on a good (but tough) course that every home inspector can use.
HB 247 also establishes a new "Kentucky Radon Program Advisory Committee" to help implement the law. Details on the Advisory Committee appointment and meeting procedures, and its powers and duties are part in the Whole Story Library when you click below.
Details about the new radon law, HB 247, are in Professional Learning Institute's (PLI) Alum Newsletter's annual "New Laws" issue, published in July (catching the effective dates of new laws). Link to Professional Learning Institute's Library by clicking below for updates until you get yours.

Feds Pumps It Up
with New U.S. "Radon Action Plan"
The new "Federal Radon Action Plan" was announced at this year's National Healthy Homes Conference at "mile high" Denver, Colorado, June 20-23, 2011.
Each year's Healthy Housing Conference is like America's "summit conference" on home building.
It is, by far, the nation's biggest and broadest "cross-sectional assembly" of national, state and local partners in housing and health. To give you some idea of the mix, the spread of professions at this year's Conference included Home Inspectors; Homebuilders, Designers, Remodelers; Environmental Public Health and Safety Professionals; Energy and Weatherization Professionals; Philanthropic, Faith-Based and Non-Profit Organizations; Federal, State, and Local Health and Housing Organizations; Community and Urban Planners; Physicians and Medical Professionals; Educational Institutions/Students; and Manufacturers and Retailers.
The core of the Federal Radon Action Plan focuses on: · Launching a cross-government outreach initiative to educate families about the health risks associated with radon exposure and the solutions to address the risks.

President Proclaims - Build Safely
A Proclamation
"Building safety is a critical component of our homeland security, our personal and public safety, the protection of property, and our economic well-being. While disasters have had devastating and heartbreaking effects in our country and around the world, modern building safety standards and fire prevention codes help us withstand, mitigate, and rapidly recover from hurricanes, winter storms, tornadoes, earthquakes, and floods.
"It is our collective responsibility as a Nation -- nonprofit organizations and the public and private sectors -- to implement effective standards and codes that sustain safe and resilient structures. We need innovation and partnerships at all levels of society to develop transformative breakthroughs in building materials and construction techniques that strengthen the integrity of our homes, workplaces, and commercial facilities.
