Harvard-Pilgrim  wins  their appeal

In the last newsletter we announced that  Neighborhood Health Plan reached an agreement with the Division of Insurance (DOI) regarding 2nd quarter rates (April-June).  Here again is the story from the Boston Globe.  As of today, there is no resolution with the other carriers and they continue to appeal the decision to reject 2nd quarter rates. 
 
Last week Harvard-Pilgrim, however, won their appeal. 
Their original rates, which were rejected by the DOI, are now final.   

1) When will Harvard-Pilgrim start billing at these new approved rates?
2) Will Harvard-Pilgrim bill retro-actively for the prior months? 
Nobody knows the answer yet!
 
These latest developments are spelled out succinctly in this story from the Boston Business Journal.

Blue Cross, Tufts and Fallon are awaiting their decisions from the appeals panel.  One would anticipate the same result as Harvard Pilgrim.    We will keep you posted and communicate any progress to you immediately!

3rd Quarter Rates
July-September
All of the discussions have centered around 2nd quarter rates for employers renewing between the months of April-June.     The 3rd quarter is here, July-September, and the DOI must rule on whether or not to accept the rates filed by the insurance companies.    They advise that a decision will be made by July 1st.

Again, one would anticipate 3rd quarter rates to be accepted, based upon the recent events, but, at this point, anything can happen.    Another good story from the Boston Globe.  
COBRA Subsidy
May 31st current deadline
Employees involuntarily terminated after May 31st, are not eligible for the COBRA subsidy.  
 
This month the major discussion in the House and Senate will be the extension of unemployment benefits.  Neither the House or Senate bill contain an extension of the COBRA subsidy past the May 31st deadline.    Looks like this may actually not be extended.
