Policy Update

Federal Budget

 

Two competing vehicles are moving through Congress right now to determine the Federal budget and Head Start funding into 2011.  In the House, a Continuing Resolution would increase HS and EHS funding to maintain expansion slots into FY 2012, but it is less than the President requested and would create a long term funding gap for HS unless a future Congress increased the allocation.  Now the Senate has to decide whether to accept the House proposal or to proceed with its own omnibus budget bill to maintain the expansion slots at the level the President requested.  NHSA support a Senate omnibus bill.  In any event, we have less than four weeks before the new Congress is sworn in and so Congressional action is increasingly urgent. 

 

 

California State Budget

 

Governor Schwarzenegger has declared California in a fiscal emergency and called the Legislature into Special Session to deal with this fiscal year's $6 billion Budget shortfall.  He has provided his mid-year "course correction," a proposal which recommends $7 billion in cuts, mostly from Health and Human Services.  This is in addition to his surprise $256 million veto of Stage 3 funding just two months ago.  He proposes to eliminate all Prop 98 support for child development, except for State Preschool and Stage 3, beginning next April, and to eliminate CalWORKs entirely next year.  In the meantime, he wants to reduce eligibility and reimbursement rates and institute error rate/fraud reforms.  While it is unlikely that his proposal will prevail in the Democrat led Legislature, the dire financial picture will continue to threaten child development and many critical services to children.

 

 

Re-Competition Comments

 

CHSA has been conferring with local programs regarding the proposed new federal regulations for re-competition.  While there is strong consensus around specific flaws in the proposal, including the arbitrary requirement that 25% of programs be forced to re-compete, our greatest concern is the proposed rule's failure to consider program strengths.  Over the last several years, there has been an emerging consensus among ECE leaders around the need to create rating and reward systems that foster quality.  While CHSA supports the concept of re-competition, the current ACF proposal does not advance an agenda for quality or even recognize high quality programs.  Instead, the proposed regulations focus on catching program weaknesses and mistakes which are oftentimes incidental or arbitrary (e.g. licensing revocation of a partner or a deficiency on a monitoring visit).   In addition to our comments on specific flaws in the proposed regulations, CHSA will encourage ACF to use criteria that acknowledge and rank high performers (e.g. using accreditation criteria or quality rating scales), as they seek to identify and cull out low performers.  This approach would be much more consistent with the Administration's and the State of California's efforts to encourage quality systems.


Calling all Head Start Parents!

As Congress and the White House determine funding for Head Start/Early Head Start for this coming year, we encourage parents to add their voices.  Please encourage your Head Start parents to sign a petition telling Congress to maintain funding for Head Start and Early Head Start.

2011 Head Start Garden Grant Applications


CHSA is accepting garden grant applications for the 2011 year.   The gardens provide a wonderful setting for Head Start programs to integrate math, science and literacy lessons and has proved to be a great venue for teaching nutrition and instilling positive attitudes about fruits and vegetables in a fun way.   The gardening work promotes social skill building as the children learn to work cooperatively with their classmates.

Student Loan Forgiveness

 After Ten Years of Payments

In 2007, Congress created the Public Service Loan Forgiveness Program to encourage individuals to enter and continue to work full-time in public service jobs. Under this program, borrowers may qualify for forgiveness of the remaining balance due on their eligible federal student loans after they have made 120 payments on those loans under certain repayment plans while employed full time by certain public service employers, including Head Start. Since the program began October 1, 2007, the first cancellations of loan balances will not be granted until October 2017.  For details on the  program, go to: Public Service Loan Forgiveness Program.

Report from the California Head Start-State
Collaboration Office

The CHSSCO has been working on the following activities in support of California's Head Start programs:


Partnership with the California Department of Public Health Childhood Lead Poisoning Prevention Branch and Department of Health Care Services Children's Medical Services Branch


Two years ago, the CHSSCO, in partnership with the (then) Head Start TTA network health specialist Cris Cochran, began a dialogue with health specialists across the state regarding the difficulties they had getting lead screenings done by Childhood Health and Disability Program (CHDP) providers. As many of you know, we recently sent out a "Lead Screening Survey" to Head Start directors with a request that every program have their health specialist staff complete it. To date we have received surveys from 60 grantee and delegate agencies from across California. We developed the survey collaboratively with the CDPH and CDHS staff that have responsibilities for ensuring that CHDP providers complete required screens. The CDHS has agreed to contact every CHDP provider identified by a Head Start program as one that does not complete the required lead screens on children. CDHS and CDPH staff have also developed several documents regarding best practices for obtaining screenings that we will be sharing with you soon.


Braided Funding Workgroup


The CHSSCO, in cooperation with the CHSA, California Department of Education (CDE) and Region IX Head Start and Child Care offices, facilitated the first meeting of the workgroup on October 15, 2010. The workgroup charge is to develop recommendations to Region IX and CDE regarding fiscal and programmatic guidance to Head Start grantees and CDE Child Development Division contractors braiding state and federal funding. The first meeting was attended by Jan Len and Bob Garcia, respectively the Head Start and Child Care managers at Region IX. The workgroup agreed upon a number of tasks to complete over the next few months to provide additional guidance to Head Start grantees that partner with CDE child care and state preschool programs. Early Learning Quality Improvement System Committee


The ELQIS, which is finalizing its recommendations to the Governor and Legislature on a Quality Rating System, met November 3rd in Yolo County. This was the next to last meeting of the ELQIS where action items were considered to complete the final recommendations. Center on the Social and Emotional Foundations for Early Learning (CSEFEL) Train-the-Trainer and Coach Events SAVE THE DATES


The California CSEFEL "Train-the-Trainer" and "Coach" events scheduled for next year are still accepting applications:


The CSEFEL State Leadership Team is partnering with the National Center on the CSEFEL to bring the Pyramid Model framework to our children and communities.

Trainers from the National Center will be providing two more Train the Trainer (ToT) events for our state this spring. This training series is four full days.
