State Budget Signed

CalWORKS Stage 3 Child Care Eliminated


The California Legislature finally approved a State Budget and the Governor signed it on Friday.  While a relief to pre-school contractors who can expect to see reimbursement resuming the next two weeks, the agreed upon cuts and the Governor's surprise line item veto create a serious blow to children and families.

The negotiated cuts include a 50% cut to Local Planning Councils, a 21% cut to CARES, a 44% cut to License-exempt training, and smaller cuts to a number of other preschool programs and services.  Perhaps the biggest blow, however, was in the Governor's unanticipated line item vetoes, which included wholesale elimination of CalWORKS Stage 3 child care, effective November 1, 2010.  The program served more than 81,000 children in 2008-09 and represents an attack on working, poor families.

Community Care Licensing Suspension

Last month, California's Community Care Licensing Division announced that due to serious staffing cuts, it would be limiting its office hours and immediately suspending several services, including the processing of applications and of provider appeals.   This has serious implications, including for HS and EHS programs attempting to open new centers.

CCL's action reflects the severity of the cuts to their funding in recent years and their effort to continue to fulfill their core mission of protecting the health and safety of children.  CCL had proposed a streamlined monitoring process to help address staffing shortfalls, but that has not yet been approved by the Legislature.  CHSA is in communication with CCL leadership on these issues.  It is unclear at this point whether an augmentation in CCL's funding in the current budget will resolve the immediate issue of suspended services.


Federal Funding, Re-Competition

The clock continues to tick, regarding whether the new Head Start and Early Head Start positions created through ARRA funding will continue after September of 2011.  While the 2011 federal fiscal year began October 1, the federal government is operating through a continuing resolution, meaning that the increase from ARRA has not been incorporated into the ongoing budget.  This issue will need to be revisited after the elections and before the end of the calendar year.

Meanwhile, the Office of Head Start recently proposed rules for re-competition of low performing grantees. The proposed regulations would require that the lowest performing 25% of grantees would be required to re-compete for their grants, and the regulations identify seven triggers to identify low performing grantees.   A copy of the announcement can be found at Head Start Program Proposed Rule.

Politically, there is strong support for re-competition on Capitol Hill, in the White House, and among educational policy makers.  The key question issue is how it is to be implemented.   Local programs are strongly encouraged to review the proposed regulations and to make comments.  ACF will be accepting comments until December 21.  In the weeks ahead, both NHSA and CHSA will be holding webinars, to help programs to think through the proposal.  We will notify program directors of webinar dates and call in details.

The  Easy Voter Guide is a quick nonpartisan guide to statewide elections  are now available for download in English, Spanish, Chinese, Korean and Vietnamese.


Easy Voter Guide Project Videos:

Nonpartisan voter education and engagement resources are available  at: easyvoterguide.org. New to the web site are voter engagement videos.   "Why Vote" and "Are you Ready to Vote" are great tools for voter registration efforts.  The Easy Voter Guide Project also has a YouTube Channel with additional voter engagement videos.

Easter Seals of Southern California for EHS in Carlsbad, Ramona, Escondido, Poway, Borrego Springs, Solano Beach, and Encinitas service areas.

The CHSSCO has been working on the following activities in support of California's Head Start programs:

 

MCAH Home Visiting Initiative

 

The Maternal, Child & Adolescent Health Program (MCAH) at the California Department of Public Health has submitted its supplemental needs assessment to the federal Department of Health and Human Services, thereby continuing to meet the requirements for eventual service funding for the initiative.

 

As we reported earlier, the State MCAH staff do not yet know which home visiting models they will support via funding, but did tell us that the program funds will not be available in every area of the state, instead they will be targeted to areas with pockets of vulnerable families.

Center on the Social and Emotional Foundations for Early Learning (CSEFEL) Train-the-Trainer and Coach Events SAVE THE DATES:

 

The California CSEFEL "Train-the-Trainer" and "Coach" events scheduled for next year have been announced:

 

The CSEFEL State Leadership Team is partnering with the National Center on the CSEFEL to bring the Pyramid Model framework to our children and communities.

Trainers from the National Center will be providing two more Train the Trainer events for our state this spring. This training series is four full days.

Please feel free to share this information with others you know that may be good candidates for this opportunity. Unfortunately, there is not funding available to pay for people's registration fees or travel costs.

 

Individuals who are interested in learning about how to support implementation of this training through a coaching model might want to consider attending the additional two Coach training days. The application is available with the ToT application.

Braided Funding Workgroup

 

The CHSSCO, in cooperation with the CHSA, California Department of Education and Region IX Head Start and Child Care offices, will be facilitating the first workgroup meeting on October 15, 2010. The workgroup charge is to develop recommendations to Region IX and CDE regarding fiscal and programmatic guidance to Head Start grantees and CDE Child Development Division contractors braiding state and federal funding. We anticipate a series of meetings over the next few months with written guidance and/or training provided later next year.

 

Early Learning Advisory Council and Early Learning Quality Improvement System Committee meetings and activities

 

The next meeting of the ELAC, appointed in response to language in the 2007 Head Start Reauthorization, is scheduled for November 20, 2010. The next meeting of the ELQIS, which is finalizing its recommendations to the Governor and Legislature on a Quality Rating System, is scheduled for November 3rd. Head Start - Community Care Licensing Workgroup

 

The workgroup met in September and is preparing a document to assist Early Head Start programs navigate the various licensing options for the infant-toddler license. The group has also been working with the CHSA, Region IX Office and CCL to expedite the license requests for grantees needing new licenses, particularly those working with ARRA funding. They are planning also planning a workshop for the CHSA conference this February.
