Report from the California Head Start-State Collaboration Office

The CHSSCO has been working on the following activities in support of California's Head Start programs:
MCAH Home Visiting Initiative
The Maternal, Child & Adolescent Health Program (MCAH) at the California Department of Public Health has submitted its supplemental needs assessment to the federal Department of Health and Human Services, thereby continuing to meet the requirements for eventual service funding for the initiative.
As we reported earlier, the State MCAH staff do not yet know which home visiting models they will support via funding, but did tell us that the program funds will not be available in every area of the state, instead they will be targeted to areas with pockets of vulnerable families.

Center on the Social and Emotional Foundations for Early Learning (CSEFEL) Train-the-Trainer and Coach Events SAVE THE DATES:
The California CSEFEL "Train-the-Trainer" and "Coach" events scheduled for next year have been announced:
The CSEFEL State Leadership Team is partnering with the National Center on the CSEFEL to bring the Pyramid Model framework to our children and communities.
Trainers from the National Center will be providing two more Train the Trainer events for our state this spring. This training series is four full days.
Series 1: January 18 & 19 and February 15 & 16, 2011

Applications for the first two in the series of trainings are open now. Please review the information provided and, if you are qualified and available on the dates listed, apply. Please feel free to share this information with others you know that may be good candidates for this opportunity. Unfortunately, there is not funding available to pay for people's registration fees or travel costs.
Individuals who are interested in learning about how to support implementation of this training through a coaching model might want to consider attending the additional two Coach training days. The application is available with the ToT application.

Braided Funding Workgroup
The CHSSCO, in cooperation with the CHSA, California Department of Education and Region IX Head Start and Child Care offices, will be facilitating the first workgroup meeting on October 15, 2010. The workgroup charge is to develop recommendations to Region IX and CDE regarding fiscal and programmatic guidance to Head Start grantees and CDE Child Development Division contractors braiding state and federal funding. We anticipate a series of meetings over the next few months with written guidance and/or training provided later next year.
Early Learning Advisory Council and Early Learning Quality Improvement System Committee meetings and activities
The next meeting of the ELAC, appointed in response to language in the 2007 Head Start Reauthorization, is scheduled for November 20, 2010. The next meeting of the ELQIS, which is finalizing its recommendations to the Governor and Legislature on a Quality Rating System, is scheduled for November 3rd. Head Start - Community Care Licensing Workgroup
The workgroup met in September and is preparing a document to assist Early Head Start programs navigate the various licensing options for the infant-toddler license. The group has also been working with the CHSA, Region IX Office and CCL to expedite the license requests for grantees needing new licenses, particularly those working with ARRA funding. They are planning also planning a workshop for the CHSA conference this February.
