"Oral Health During Pregnancy and Early Childhood: Evidence-Based Guidelines for Health Professionals" has been made available for download.

The document contains guidance for care providers dedicated to prenatal health, oral health, and child health. In addition, guidelines are included for community-based programs to encourage oral health in their client education efforts. These easy-to-follow guidelines are supported by a significant body of evidence that was rigorously reviewed by the project's advisory committee and panel of experts.

Early CMH Developmental Screenings Website

The First 5 Association of California, in collaboration with the California Statewide Screening Collaborative, has developed a website to help navigate early childhood developmental screening resources.

A message from California Smokers' Helpline
 
In an effort to help achieve compliance with the smoke free-car with minors lawthe California Smokers' Helpline has created a  Making Your Home and Car Smoke-Free handout. Download and share it now!
The Helpline offers a choice of services: self-help materials, a referral list of other programs, and one-on-one counseling over the phone.The Helpline has been in operation since 1992.

Over one thousand Head Start members from California and beyond converged on Long Beach for CHSA's annual winter conference.  Thanks to Long Beach Head Start as Host, Planning Committee members and many other volunteers for a very successful event.

5th Annual Health Institute

April 27-28 in Burbank


The Program Committee for CHSA's 5th Annual Health Institute has announced plans for its most ambitious event ever, with over 35 breakout sessions, panels, intensive strands and plenary sessions.  The opening keynote speaker will be Dr. Linda Carson, one of the creators of the "I am Moving I am Learning" curriculum.

This year's Institute is expanding content around pregnancy, infants and toddlers.  The event targets staff working across the spectrum of health issues: nutrition, behavior, disabilities, oral health, pregnancy, exercise and more. It is also a great resource for activity coordinators, managers and directors.

Policy Update

President Obama energized child development advocates last month with the release of his proposed budget for FY 2011.  He is proposing almost $1 billion in increased funding to the regular budget, which would enable continuation of the HS and EHS expansion which was funded by ARRA.  It would also support continuation of expansion in the Child Care Development Fund.

The challenge now is to convince Congress to adopt the budget as proposed.  Supporters of early childhood education need to communicate with their local Congressional Members over the next few months to emphasize the importance of this funding for quality child development.

On the State level, the Governor's solution to California's budget crisis includes severe cuts to the safety net.  A good analysis of this is available through the California Budget Project, at: Governor's Proposed Budget.

Planning for the longer term, California's Early Learning and Quality Improvement Systems (ELQIS) Advisory Council continues to move ahead on a rating system and quality standards for California child development programs.  This process has welcomed child development staff through subcommittees meeting throughout the state.  ELQIS posts information on their work at:  ELQIS Resources.

Preschool California has collaborated with several local Head Start programs to profile successful program expansions.  These stories can be viewed at: Preschool Perspectives. 

These stories are important in communicating the value of Head Start to our elected leaders and the media.  If you have information that you can share regarding your local program success, please let us know.


Interest in Head Start Outcome Bulletin

We have received great feedback on a recent study conducted by Child Care Results on behalf of CHSA.  The Bulletin is a resource for local school boards, legislators, agency governing boards and other policy makers.

The California study found a significant improvement for Head Start participants across various developmental areas, including language and literacy, math, motor skills, self regulation and several other domains. 

While child assessment data has been collected for years through CDE's Desired Results Developmental Profile (DRDP), for the first time ever many California Head Start programs combined their information to allow for the broad analysis of program effect.

The analysis compared preschool children of the same age who had participated in Head Start for varying lengths of time.  The results documented that children who had participated in the program for longer periods of time had higher levels of development in all areas.

Director Transitions

Juanita Santana recently announced her retirement from as director of Head Start/Early Head Start at San Francisco State University.

Denise Lee has been promoted to the role of Director of Head Start/Early Head Start at the Sacramento Employment and Training Agency.


Condolences

Jo Anne Aiallo, former Head Start Director from Yuba/Butte County Head Start, passed away on March 8.

Mary Summer Lewis, a long time Head Start leader on the local and federal level, passed away on December 31.  A public memorial service for her will be held Saturday, April 17 at 1:00 pm at the United Universalist Church of Palo Alto.  Details are available at:  Mary Lewis Memorial.

Collaboration Office

The collaboration office (CHSSCO) is working on the following activities intended to build bridges between Head Start and important State partners. Current activities include:

 

California Statewide Screening Collaborative

 

This group representing a number of state departments, First 5, the CHSSCO and others, works to promote and deliver effective and coordinated health, developmental and early mental health screenings for young children, birth to five. Their website, www.first5ecmh.org, has a wealth of information on best screening practices, tools, and referrals. You will also find information on obtaining discounts on screening tools on the site.

 

Collaboration Barriers Focus Group

 

We invite you to attend a focus group to assist the CHSSCO determine the primary barriers Head Start programs face in their collaborative activities, so we may focus our assistance where it is needed most. The focus group is scheduled for February 4, 2010 at the CHSA Annual Conference in Long Beach.

 

Head Start - Community Care Licensing Workgroup

 

A Q&A document with questions from the 2008 Community Care Licensing Roundtables is now undergoing final review at CCL. Look for this document later this winter.

 

Center on the Social and Emotional Foundations for Early Learning

 

The California CSEFEL "Train-the-Trainer" events begin in Sacramento March 11-12 and April 15-16. You should have already received sign up information. Trainers must attend all 4 days. Train-the-Trainer event information for Southern California will also be out soon, scheduled for late spring, early summer 2010.

 

Part B Interagency Agreement

 

Don't forget to mark your calendar for March 16, 2010, when we will bring together Head Start and Local Education Agency staff from across California to introduce the new Part B - Head Start interagency agreement. Video viewing will be available at select County Office of Education sites; more information will be out soon.

 


Update from the Head Start
State-Based T/TA Office for California

 

Collaborations-Partnerships:

The SBO Manager participated in the Head Start State Collaboration Advisory Meeting in February which was focused on updating the Collaboration Office's annual priorities.  As part of the process, the needs from the SBO Annual TTA Plan and impact on collaborations were considered.
 
The SBO will participate in the First Five Conference to be held on March 9th and 10th entitled "Investments in Early Learning: Making an Impact."  Along with Head Start grantees and Head Start Collaborative partners, SBO staff will facilitate and participate in two panel discussions, "Importance of Engaging Families" and "Positive Impact of Comprehensive Early Learning Programs on Child's Health".  In addition to the upcoming panel activities, the SBO supported First Five in identifying and connecting with potential panelists from the Head Start community.
 
The SBO continues to support the rollout of the California CSEFEL as part of the statewide leadership team.  The first Training of Trainer events are scheduled to begin this month in Northern and Southern California and will be attended by SBO and GPSSs staff (along with selected grantee and statewide ECE staff).  The TTA staff will be available following this rollout to provide and support CSEFEL training throughout the State.
 
SBO and GPSSs staff, along with SEEDS TTA staff, will facilitate the "Working Together - Developing Local Agreements to Serve Children with Special Needs" video conference developed by the California Inclusion Committee.  The first video conference is scheduled March 16, 2010 and will be will be streamed from CDE to approximately nine County Offices of Education throughout California.  The goal of this training is to support Head Start programs in developing interagency agreements with their local LEAS.
 
The SBO staff is supporting CHSA in developing the agenda and identifying workshop presenters for the upcoming CHSA Spring Health Institute scheduled for April.  This Institute will include an EHS track and training strands focused on oral health and developing community partners.
 
SBO Staff continues to participate in the ELQIS sub-committees either in person or via the web.  The SBO will work with the Head Start Collaboration Office to review the proposal for ECE professional development opportunities in California to ensure these changes support achieving Head Start staff qualification requirements.
 
SBO Staff is collaborating with the CA Screening Initiative's sub-committee for Young Children's Mental Health Day on May 9th.  The staff will be working with EHS/HS programs and their community partners focusing on the awareness of Mental Health for young children.
 
As the result of several ongoing partnerships to address emergency preparedness, the SBO is supporting efforts to establish a state-wide workgroup which will discuss emergency preparedness specific to child care settings in California.

 

 

Resources for Head Start/ Early Head Start programs:

Training Events:

  • In February, the SBO held three workshops at the CHSA Conference to support new and expanding EHS programs.  Topics included:  "Common Compliance Pitfalls", "Integrating EHS Into the Existing Agency," and "Learning from Programs Who Have Walked This Road Before."  Many EHS programs attended this event.
  • The SBO staff supported the delivery of the Region IX EHS Orientation, provided by the Federal staff.  The orientation was offered to new EHS grantees in Region IX (CA and AZ).
  • The SBO is continuing to provide training opportunities for new Early Head Start staff.  SBO staff will offer three EHS Modules over the next few months.  New EHS grantees have been invited to attend the first EHS Module entitled: "Start Up and Critical Tasks" which is scheduled for three sessions in March and April.  One session will occur in Northern California and two in Southern California.

 

Other Resources:

The SBO continues to post resources on the STG Listserv.  SBO staff also works with grantees to provide phone and email support upon request from and in partnership with the GPSSs. 

 

The SBO staff - upon request - provides training for local clusters of grantees and/ or grantee and partners (two or more) on all aspects of service delivery and system development.
