Governor Signs Executive Order
for Early Learning Advisory Council
On November 9, Governor Schwarzenegger signed an executive order creating the California State Advisory
Council on Early Childhood Education and Care. The new planning body is
charged with promoting efficiency, effectiveness and accountability in
California's ECE system. Its creation is a necessary step for California
to apply for $10.7 million over three years in federal Recovery Act monies and
eventually to compete for a portion of the billions of federal dollars in
proposed "Race to the Top" quality improvement legislation.
The new
council will build on the work of the Early Learning Quality Improvement System
(ELQIS) committee, which was established by SB-1629 (Steinberg) to improve the
quality of early care and education programs. CHSA members have been
active in the ELQIS planning process, including drafting model quality rating
system recommendations. Under the Governor's executive order, ELQIS
committee members will join the newly created State Advisory Council and the
Governor will make additional appointments as outlined in federal legislation,
including the State Director of Head Start Collaboration and a representative
of Head Start agencies in California.
"This action will
help bring California funding to support our state's high-quality preschool
programs and help ensure our state's neediest children will be prepared for
success on their very first day of elementary school," according to Schwarzenegger.

Research Institute Call for Researchers
The Edward Zigler Western Research Institute provides practitioners with findings that can be used to improve Head Start and Early Head Start programs. We invite researchers to present results related to early childhood education, family development, and community collaborations.

News on Upcoming CHSA Events
 Long Beach Waterfront
CHSA is delighted to announce a special track devoted
exclusively to Early Head Start, to be held for the first time this year at
its upcoming Education Conference, Feb 3-5 in Long Beach, CA. Additionally, keynote speakers have been
confirmed for both the Conference and the Edward Zigler Research Institute (on Feb
2):
Opening KeynoteDr. Gerald Newmark, Founder of the Children's Project
-- Newmark's most recent book, How to Raise Emotionally Healthy Children,
has sold over 330,000 copies. He was
supported by the Ford Foundation in creating a model school in Los Angeles and
has experience in every level of education.
He is currently working with schools, districts and communities on
initiatives to create emotionally healthy environments. His background also includes experience in
civil rights and services for addiction treatment.
Closing KeynoteDr. Intisar Shareef -
An engaging a popular presenter, Shareef approaches
education as a transformative process, addressing personal beliefs, biases and
stereotypes. She is a professor of early
childhood education, has a special expertise on violence and trauma issues for young children, and co-authored Diversity
in Early Care and Education and Practice
in Building Bridges.
Research Institute Keynote
Dr. Debra Stipek is the Dean of the School of Education at Stanford
University. Her doctorate
is from Yale University in developmental psychology. Her
scholarship concerns instructional effects on children's achievement
motivation, early childhood education, elementary education and school reform.
In addition to her scholarship, she served for five years on the Board on
Children, Youth, and Families of the National Academy of Sciences.
Online registration for both events will open up by Monday,
Feb 16 on the CHSA website.

Invitation to Participate in California Preschool Curriculum Framework, Volume 2 - Review Focus Group
|
The
California Department of Education (CDE) has developed a draft
preschool curriculum framework in the areas of visual and performing
arts, physical development, and health. The focus groups are designed
to gather information from individuals working in preschool programs.

Update from the Head Start State-Based T/TA Office for California
CHSA Clusters and Local T/TA Needs
We are continuing our outreach to the CHSA Cluster to inform
them of our TTA priorities and opportunities for training and support. The
State Team plans to work with the local clusters to ensure all needs are
identified and establish a plan for meeting them at the local area. Members of the State-based T/TA Team were
invited to join the CHSA Executive Director on a conference call with CHSA
Cluster Leads. During this call all Leads were invited to contact the State
Office to begin planning for T/TA delivery in their areas. We have received updated OHS National T/TA
priorities. So, if you have not already
contacted us, this would be a great time to contact us to ensure that your
needs are equitably included in our workplan.
ECE Competencies
The
State T/TA Team is participating in the ECE Competencies stakeholder meetings
and providing feedback on this process.
These ECE Competencies will be aligned with the California
Preschool Learning Foundations and the Infant/Toddler
Learning and Development Foundations.
ELQIS and Water Cooler Meetings
The State T/TA Team is participating on the following ELQIS Workgroups:
Design, Workforce Development, Data, and Family Engagement. If you are not
already involved, this process offers grantees an excellent opportunity to be
involved in these processes that impact statewide services. We will be sharing
significant information with you via our listservs and other T/TA venues.
California Screening Initiative
The State T/TA Office is participating in the Statewide California
Screening Initiative and supporting the development of an online screening
toolkit for both pediatricians and ECE community.
Training Events
The State T/TA Team is delivering cluster trainings throughout the
state. Some of these events include:
Dual Language Framework, Challenging Behaviors, Oral Health, Male Involvement,
Head Start 101. In addition, we will be
presenting "Engaging Families in the Partnership Process" at the National HSA Parent Conference,
December 5, in San Jose.
Early Head Start
The State T/TA Team is working with OHS, the Regional Office, CHSA, the
GPSSs, and other partners to plan orientation, training, and technical
assistance for new and expanding Early Head Start programs.

Report from the California Head Start-State Collaboration Office
|
The CHSSCO has been working on the following activities in support of California's Head Start programs:
Center on Social & Emotional Foundations for Early Learning Train the Trainer Events
The California CSEFEL Collaborative team is currently conducting a series of "Essential CSEFEL" events around the state in which many of you have participated. These events are intended to introduce CSEFEL and describe the Collaborative's plans for "train-the-trainer" sessions and implementation sites across California over the next several years. We anticipate Head Start and Early Head Start program education and disabilities managers will be invited to participate in these events. Many of the Head Start Region IX technical assistance staff will also be trained so we will have a cadre of Head Start specialists across California that are available to bring this important framework to our programs. The tentative dates for northern California are March 10-13 and April 1-3. Dates for southern California will be scheduled soon.
Part B Interagency Agreement Training Event
The Head Start - Part B Interagency Agreement has been updated by the CDE Special Education Division and Disabilities TAN specialist and is undergoing final legal review at CDE. The Head Start Inclusion Workgroup is planning a statewide videoconference on March 16, 2009 to introduce the interagency agreement and facilitate local discussions between Head Start and Special Education staff at select County Office of Education sites. The local sites will include facilitation by the Region IX GPSS staff and SEEDS consultants.
Desired Results
SETA Head Start has completed a crosswalk of the new DRDP and the Head Start Outcomes Framework, which they have graciously agreed to share statewide once the new DRDP-R is released. SETA staff and the state based T/TA Office staff are also participating in a new alignment of the DRDP and California's Early Learning Foundations.
