Free Preschool Sun Protection Education Module
Skin cancer, chiefly caused by ultraviolet (UV) radiation
from the sun, is epidemic in California
and across the entire nation. Skin
cancer is by far the most common cancer in the state.
Overexposure to UV rays during childhood sets the stage for
adult onset of skin cancer. Children
need to learn at an early age why and how to protect themselves from harmful UV
rays.
Child care staff are in a unique position to teach and otherwise
encourage young children to keep a barrier between themselves and the sun. Recommended prevention behaviors include
wearing: 1) a hat with a wide brim, 2) longer clothing (weather permitting),
and 3) UV-protective sunglasses. Both
children and adults can also benefit by staying under shade, when possible, and
by application of sunscreen to exposed skin.
Remember to protect young children and yourself from the
sun's harmful UV rays. Child care staff
should model sun-safety practices whenever they engage in outdoor activities
with children. To support integration of
sun-protection measures within child care and preschool sites, California's Skin Cancer
Prevention Program offers a no cost skin
cancer prevention education module. The
module includes an activity curriculum, video, poster, and a policy template
for teaching sun-protection behaviors to children, ages three to five.

Early Head Start Expansion
As a result of the passing of the American Recovery and Reinvestment Act
there are new expansion dollars for Early Head Start. The Office of Head Start
will soon issue a Request for Proposals (RFP) for the creation and expansion of
Early Head Start programs throughout the nation. California Head Start
Association in partnership with First 5 California, WestEd and Preschool
California is offering training and technical assistance to organizations planning
to respond to the RFP. The goal of the information and training is to help
organizations develop strong EHS funding proposals, which will result in more
quality services for California children 0 - 5.

Five
one-day regional workshops have been scheduled to help organizations develop
effective proposals that emphasize effective quality programming for infants
and toddlers.

These workshops will assist organizations currently serving low income
infants and toddlers, or current Head Start grantees who have the capacity to
implement an EHS program to develop effective proposals. The trainings are designed to help organizations and
grantees to assess their current practice as it relates to EHS performance
standards; identify and address any existing program weaknesses; think through
necessary modifications; decide which EHS program option(s) they will adopt;
understand the 2009 EHS RFP once released; and, understand the EHS requirements
and determine if the organization is a good match to pursue the RFP.

Preparing
for Expansion, Renovation, and Conversion

Passage of the American
Recovery and Reinvestment Act resulted in new expansion dollars for Early Head
Start (EHS). The Office of Head Start will soon issue a Request for Proposals
(RFP) for the creation and expansion of Early Head Start programs throughout
the nation.
The Low Income Investment
Fund in partnership with the California Head Start Association is conducting Head Start/Early Head Start Facility Information Sessions
for organizations planning to respond to the RFP. The information
sessions will help organizations planning for HS/EHS services prepare to expand,
renovate, or convert their facilities so they meet the unique needs of young
children and Head Start performance standards.

I am happy to share that the new Head Start State-Based T/TA Office for California is now up and running.
As our first task on this contract, the Head Start State-Based T/TA Office for California just completed its required Training and Technical Assistance Needs Assessment. We are enthusiastic about our California Grantees'
response to the Needs Assessment totaling a return rate of 78% . The Office
is in the process of analyzing results and will begin working on a
Training and Technical Assistance Plan that will address the priority
needs identified.
On behalf of the entire California State-Based T/TA
Team, I would like to thank you for your participation and support of
this process. We look forward to sharing our results with you in the
near future.
