Keep Head Start Funded at $2.1b
California Leadership on House/Senate Conference Committee - Call
The
US Senate has approved an historic economic recovery package which funds Head
Start/Early Head Start at $1.1b. This is
half the amount identified in the House economic recovery package.
It
is critical for the Head Start Community to speak out, call Congress, and write
letters to your local newspapers. Keep
Head Start in the economic recovery package at $2.1b
Here's
what we need to tell Congress:
1)
Head Start creates jobs in communities and, depending on how the $2.1 billion
is allocated; it could create 60,000 new Head Start jobs for teachers,
teacher aides, and staff. In California this means we
would have over 7200 new jobs.
2)
Head Start should be included in the economic recovery package at the
House mark of $2.1 billion because America's hardest hit communities
need this infusion of funds now. Close to $100 million of "shovel ready" projects are waiting to be
funded in California alone. Head Start programs located in every county in California is uniquely positioned to
stimulate local businesses.
3)
Head Start also supports hundreds of thousands of parents--it allows them to
maintain their current jobs, begin working in new jobs, and obtain access
to job training and employment services. Today, over 20,000 Head Start and Early Head Start staff urgently needs
a raise or we risk loosing talented staff who can no longer afford a career in
early education. It is estimated that $364m of the total funds will go directly
into cost of living adjustments for staff.

Not only does Head Start need the funds to serve increasing numbers of
families in poverty and create and retain jobs, but Head Start is a
great stimulative vehicle. Its funds flow directly from federal to
local; as a result, Head Start funds can flow very quickly and rapidly get into
the communities where they are needed most.
In California every county is positioned to benefit from program
expansion in both Head Start and Early Head Start. When passed the $2.1b level may result in new services to 5564
Infant/Toddlers and their families in California alone. Over 46,000 children and families could be
enrolled nationally in Early Head Start.
