25th Millionth Head Start Child Alejandra Cortez-Andrade, 4, Lindsay CA
In September, NHSA and Head Start programs around the nation celebrated the enrollment of our 25th millionth Head Start child. In California, we selected Alejandra Cortez-Andrade as our honoree. Her Head Start story embodies a family's hope, a child's potential and is testament to the great work Head Start staff do every day.
Alejandra Cortez-Andrade was very shy
and wouldn't talk when she entered Head Start. Her mother worked hard in the
fields and had little time for her family or to go to school, so she started
working part-time in a Mexican restaurant instead. A friend told her about Head
Start. The mother was worried that Alejandra would not learn to talk or
would have speech problems. But her teachers realized she was just shy. The
teachers had to talk to her in a very soft voice so they wouldn't startle her.
The teachers got Alejandra to repeat things after them and to do things in
front of the class.
Today, her speech is perfect. She is learning words in
English and is very motivated to read. The mother is taking GED and ESL classes
when they don't interfere with her work schedule. She wants to work at the
center but realizes she needs to speak better English before she can begin
substituting. The mother has taken child development classes taught in
English and Spanish at a community college. Teachers at the center help the
mother with her community college homework when she doesn't understand the
English instructions. Now that her daughter is doing so well, Alejandra's
mother hopes to also improve her own skills and achieve some of her dreams.

The California Head Start Association's annual Parent and Education Conference will be in San Diego this coming January 2009 at the Marriott San Diego Mission Valley. The two conferences along with a number of special events will provide a wide variety of Head Start staff and community partners training events, networking opportunities and contact with key resources. Policymakers Celebrate the Signing
of preschool legislation
October 3, 2008 - Preschool reform legislation authors Senator Darrell Steinberg (SB 1629) and Assemblymember Dave Jones (AB 2759) joined State Superintendent of Public Instruction Jack O'Connell and leaders from supporting organizations at a press conference at a Sacramento preschool to celebrate signing of SB 1629 and AB 2759. SB 1629 establishes the Early Learning Quality Improvement System Advisory Committee to propose recommendations on how to evaluate and improve the quality of child development programs providing services from birth to age five, including preschool. The bill also establishes a framework for future resources necessary to achieve and maintain higher quality programs.
AB 2759 establishes the California State Preschool Program (CSP), which consolidates all the early childhood education programs in the state. Specifically, CSP streamlines funding which will expand preschool options, increase program availability and reduce administrative costs. |

Nearly 2,000 early childhood professionals
from across the country will gather in Los Angeles in early December at ZERO TO
THREE's 23rd National Training Institute (NTI) to discuss how to
best support the health and development of babies and toddlers. America's
Pediatrician Dr. T. Berry Brazelton, a founder of ZERO TO THREE, will open the
conference as he shares his groundbreaking work in the field of infant
development.
The National Training
Institute, held Dec. 4-7 will

Who are America's Poor Children? The Official

Over 13 million American children live in families with incomes below the
federal poverty level, which is $21,200 a year for a family of four in 2008. The
number of children living in poverty increased by 15 percent between 2000 and
2007. There are 1.7 million more children living in poverty today than in
2000.
Not only are these numbers troubling, the official poverty measure tells only
part of the story - it is widely viewed as a flawed metric of economic hardship
(see box). Research consistently shows that, on average, families need an income
of about twice the federal poverty level to make ends meet.
Children living in families with incomes below this level - for 2008, $42,400
for a family of four- are referred to as low income. Thirty-nine percent of the
