Federal Fiscal
Year 09 Appropriations
In February 2008, the Administration marked $148m increase
in FY09 for Head Start. The Senate and
House Budget Committees marked $300m increase in FY09 for Head Start. It is estimated to meet inflation, Head Start
needs $242m. Given the tenor of the
national election, it is anticipated that Congress will not pass a spending
plan for the Federal Fiscal Year 2009 (10/01/08). Instead it is rumored that federal programs
will continue to operate at FY09 level (reminder for Head Start - this is $10.6m
less than FY07). The new Head Start Act allows
for programs to negotiate with the regional offices to reduce the number of
children served with certain budget conditions.
It is estimated by the Bush Administration that over 14,000 fewer children
will be served in FFY09. Office of Head Start, Region IX has reported that a
number of programs have submitted for a reduction in April & May 2008.
Senate Appropriations Committee expects to mark-up the FFY09
budget mid-late June 2008. House
appropriators will follow shortly.
National Head Start Association has established an
appropriations goal of $842m for FY09.
CHSA has been reaching out to members of the House and Senate
Appropriations Committee to articulate the impact of ongoing cuts to our
children and families. Combined with the
turn down in the economy, reduced access to health and social services
resulting from State budget cuts, and inflation pressure of every-day expenses,
these can be very difficult times for low income families.

areas with a specific focus this year on Fiscal Services, Governance &

networking, keynotes and updates from our regulatory partners. This is a
wonderful opportunity to meet and visit with senior managers and directors from
all over California.

July 31st- Ms. Robin Denise
Johnson - Dr. Robin Johnson, founder of EQUEST, Inc. is a Harvard Business
School trained Ph.D., and
wrote an award-winning dissertation on diversity, work-life balance and
empowerment. Dr. Johnson has been an executive educator, mentor, and
author in leadership development for women, LBGT and African-American managers
for over 20 years. She works with individuals, corporations, non-profits
and entrepreneurs to help them enhance their effectiveness and empowerment in
our multicultural world. Her presentation will be Dance of Leadership.

California Preschool Study - RAND
In
the first comprehensive statewide look at early care and education in California, researchers
from the RAND Corporation surveyed a representative group of 2000 parents with
preschool age children from more than 700 providers, and observed and evaluated
about 250 child care and preschool centers including Head Start. The findings of this report will be released
on June 18, 2008. Copies of the report

CHSA 2008 Garden Grant Applications
Application Deadline July 31, 2008
The Head
Start Garden Project sponsored by Western Growers Charitable Foundation, and
with additional financial support from Lakeshore Learning is now accepting
applications. We are excited to promote this opportunity to help children learn
more about nutrition and agriculture and to make their vision of a fully
operational fruit and vegetable garden a reality.
Each Growing
with Children Grant recipient will receive:
- $200
check for supplies needed to install a fruit and vegetable garden (Wood, nails,
soil, fertilizer, irrigation, garden tools, etc.) and additional resources that
have been donated by our partners.
