House/Senate Celebrate Passage of - Improving Head Start Act of 2007. (From NHSA - GAD) On Wednesday, December 5, 2007 the Speaker of the U.S. House of Representatives, Nancy Pelosi, Senator Edward Kennedy, Congressman George Miller, Congressman Kildee, Congressman Castle and a host of other members of congress, held a send-off ceremony for the "Improving Head Start Act of 2007" . The Speaker, Senator Kennedy and Congressman Castle acknowledged the support of the Head Start community in making this reauthorization a reality. The Speaker signed the bill and it was sent to President Bush for his signature into law. The President has 10 days to sign the bill into law.
The ceremony in the United States Capitol was covered by the press and well attended by coalition partners and members of the Head Start community, including Early Head Start, American Indian/Alaskan Native, and Migrant/Seasonal Head Start representatives.

Head Start FY08 Appropriations In Trouble
Congress and the Administration are headed for a showdown in the coming weeks over a number of FYO8 Appropriation Bills including those that fund Head Start and Early Head Start services. According to the Center for Budget & Policy Priorities (cbpp.org)
- The President insists that Congress cut overall funding for domestic appropriated programs to the level in his 2008 budget - which is $16 billion below the 2007 level, after adjusting for inflation.
- The President has vetoed the Labor-HHS-Education appropriations bill as excessive. Cutting that bill down to the President's level would require significant cuts in medical research ($1.4 billion), K-12 education ($1.3 billion), home heating assistance for the poor ($630 million), Head Start ($254 million, enough to serve nearly 34,000 children), and other programs.
- Similarly, if funding for the nutrition program for low-income pregnant women, infants, and young children, known as WIC, is cut to the President's level, the number of women, infants, and children receiving this assistance next year will be cut by more than 500,000.

California Preschool Study
RAND Corporation released in November the first two of four reports in its California Preschool Study. The research reveals that the achievement gap evident among California's K-12 students exists at the starting gate, when kids first enter kindergarten. The studies show that the school readiness gaps found in kindergarten closely match those gaps in achievement seen at the elementary school level, highlighting that groups of students who start school behind tend to stay behind.
According to RAND's analyses of California STAR test data, almost two thirds of third graders did not meet state standards in English-language arts and more than 40 percent did not meet standards in math. Some groups of students are falling short by even larger margins: English learners, students whose parents did not graduate high school, African Americans, Latinos and economically-disadvantaged children. Looking at assessments at kindergarten of early reading skills and social skills, the research found a similar pattern.
The research also examines rigorous studies of pre-k programs in other states that showed the substantial benefits of effective pre-k and concluded that effective pre-k helps narrow the achievement gap by addressing the readiness gap.

National Head Start Association Update
The press statement below was released from NHSA Friday, December 7, 2007. As noted NHSA's President & CEO Sarah Greene is no longer with the organization. CHSA thanks her for her hard work and commitment to Head Start's children and families. We wish her well in her next endeavor.
WASHINGTON, Dec. 7 /PRNewswire-USNewswire/ -- After waging a successful multi-year fight to reauthorize Head Start, the National Head Start Association (NHSA) announced today that it will bring in new leadership to deal with the "major challenges and opportunities" of the post-reauthorization period. NHSA is the national voice of the parents, children and educators involved in Head Start, which is America's premier preschool program.
NHSA Board Chair Ron Herndon, said: "The next few years will be critical to the success of Head Start and we want to make sure that our Association is headed up by the right team to tackle the major challenges and opportunities that we foresee. While everyone is glad to have the often bruising reauthorization process behind us, we are not easing up in our vigilance and efforts. We know that the next few years will decide the fate of this program that we all cherish so much." The National Head Start Association is currently seeking a new president. Michael McGrady, deputy director of NHSA, is now serving in an interim capacity in that position. He replaces Sarah Greene, who is no longer working with the Association.

For the Lewis Family, Summer 2007 was much more than relaxing on the Beachs in Souther California.
The dynamic duo of sister - brother, Charlie (11) and Robbie (16) kicked off a virtual and real time Lemonade Fundraiser which resulted in donations to a number of Head Start programs in 11 different communities. Way to go Charlie & Robbie! We are all looking forward to next summer's adventure!
