Reauthorization - House/Senate Conference Committee Report -
Improving Head Start Act of 2007
The House and Senate Conference Committee conferred on November 8th and came to agreement on final bill language. NHSA Legislative Update (11/9/07) offers the following -
Authorization $ 7.35 billion in FY '08
- $7.65 billion in FY'09,
- $7.9 billion in FY'10,
- As such sums are necessary in FY '11 & FY'12
Migrant and Indian Funding
- Prioritize funding for all five years of authorization
- $100 million after funding current level s of funding for
TA, monitoring, and research and evaluation
- Provide $20 million and full COLA to existing grantees, with 10% of available funds dedicated for expansion
Income Eligibility
- 100% of poverty
- 10% over 100% are eligible
- 35% of children between 100-130% of federal poverty
- Homeless children deemed to meet low-income eligibility
- Expansion funds prioritized to applicants serving children under poverty
Program Governance
- Collaborative governance between governing board and policy council
- Defines roles and responsibilities
State Expansion Formula
- Sets out a funding schedule, to states based on poverty
- Funding range 30% of new funds to serves 60% to 55% to 60% for FY'08-FY'12
Teacher Qualification
- 50% of teachers nationwide must have at least a B.A. in early childhood or related field
- No penalty for not meeting national requirement
Voter Registration
- Prohibits use of Head Start funds for voter registration
- Head Start facilities may be utilized during regular hours of operation by non-partisan organizations to conduct activities to increase the number of eligible voters
On the Appropriations Front:
The Labor, HHS, Education, and Related Agencies Appropriations, which funds Head Start and other programs, was passed by both the House and Senate and sent to the President for his signature or veto.
The President has indicated that he will veto the bill because it surpasses his Fiscal 2008 budget proposal.
The Labor, HHS, Education, and Related Agencies Appropriations bill includes $153,600 million for Head Start in fiscal 2008.
Contact the White House:
The President needs to hear from the Head Start community that his support of Head Start is tied to his signing into law the Labor, HHS, Education, and Related Agencies Appropriations.

Urge the President to sign into law the Labor, HHS, Education, and Related Agencies Appropriations bill and to support Head Start and Americas' children and families.

Appropriations: Increase for FY2008 Proposed:
On November 5th House report provides a $154 million increase or 2.2 percent over fiscal year 2007, and $254 million over the President's budget, for the Head Start program. In contrast, the $100 million or 1.5 percent reduction in the President's budget could deny Head Start preschool and nutrition services that help ensure school success to as many as 13,500 low-income children.

California Preschool Study, Rand Corporation, Part 1 & 2 Released
The first two parts of the Rand Corporations comprehensive four-part review and evaluation of California's system of preschool services has been released. Studies 1 & 2 are now available to print on the web at rand.org. According to the Rand studies, "about 80 percent of the 3- and 4-year-olds participating in publicly subsidized programs are enrolled in programs focused on child development and school readiness rather than simply providing child care. But researchers found program quality is uncertain because some program requirements are below nationally recognized quality benchmarks and there is little incentive for providers to exceed minimum standards. The remaining 20 percent of 3- and 4-year-olds are in publicly supported programs with even lower standards or are in subsidized, but unregulated license-exempt care, according to researchers." CHSA Awards - Nomination Deadline December 3rd
Nominations for CHSA's Awards are now being accepted through December 3rd. You may obtain a copy of the awards nomination form on-line or from the association office. Nominations are being accepted for Administrator of the Year, Teacher of the Year, Support Staff of the Year, Parent of the Year, Friend of Head Start and unique for this year, Building Bridges for Success Award. This special honor is to be awarded to an outstanding example of a local project designed to help children an families make a successful transition to elementary school.

California's Preschool Learning Foundations: Final Public Comment The purpose of California's Preschool Learning Foundations is to provide the child development field with research-based competencies-knowledge and skills-that we can expect most children to exhibit in a quality program as they complete their first or second year of preschool.
The foundations have been developed over a three-year period using an inclusive and deliberative input process, including four statewide stakeholder meetings, 53 public input sessions held throughout the state, four public hearings, and public comment in April and May through the California Department of Education's (CDE) Web site. Since then, input from the various review opportunities has been considered and incorporated as appropriate. Considerable input was also received regarding implementation issues. Those are being addressed in the curriculum framework that is being developed as a companion to the foundations. It will be completed in winter 2009. The revised Preschool Learning Foundations are available for final comment at http://www.cde.ca.gov/sp/cd/re/psfoundations.asp until November 30, 2007.
