Reauthorization - House/Senate Conference Committee Planning - Improving Head Start Act of 2007

Subsequent to the passage of Head Start legislation in both the House and Senate, the Senate named the following conferees Kennedy (D-Mass.), Dodd (D-Conn.), Harkin D-Iowa), Mikulski (D-Md.), Bingaman D-N.M.), Murray D-Wash.), Reed (D-R.I.), Clinton (D-N.Y.), Obama (D-Ill.), Sanders (I-Vt.), Brown (D-Ohio), Enzi (R-Wyo.), Gregg (R-N.H.), Alexander (R-Tenn.), Burr (R-N.C.), Isakson (R-Ga.), Murkowski (R-Alaska), Hatch (R-Utah), Roberts (R-Kan.), Allard (R-Colo.), and Coburn (R-Okla.) to the conference committee to negotiate differences with the House bill. The House Education and Labor committee indicated that they were hopeful in naming the House conferees this week.

 
A key provision in the House bill, and not included in the Senate version, is Policy Council as a viable vehicle for parent involvement in the education of their children and shared governance of Head Start programs. NHSA has been working closely with Representatives Danny Davis, Donald Payne, and Mark Souder's offices in securing members of Congress to sign on to a Dear Colleague letter urging the House conferees to support the Policy Council provision - so far there are 72 signatories to the letter. NHSA urges you and your network of friends and family to call your member of Congress (202-224-3121) to encourage them to sign on, and if they have signed on, thank them for their continued support. Office of Head Start - Leadership Change

 

In an un-expected announcement August 15th, from the Office of Head Start - Associate Commissioner, Mr. Channell Wilkins will now Chair Task Force on Native Youth; Ms. Patricia Brown will be Acting Director of Office of Head Start.  Ms. Brown recently received an appointment to be the Regional Administrator for Region VII.  Ms. Brown is a recognized leader in developing partnerships for Early Head Start, and in creating innovative methods for improving Head Start grantee performance. 

 

Miller, McKeon Unveil Major Bill to Reauthorize No Child Left Behind

 

As Congress returned from the August 2007 recess, members interested in the future of K-12 education had the opportunity to review a bipartisan package of measures introduced by the top Democrat and Republican on the Education and Labor Committee -- both of them Californians; Committee Chairman George Miller (Vallejo) and Ranking Republican Buck McKeon (Santa Clarita). California Legislature Restores $5 Million for PKFL

 

According to CDPI's Information Bulletin, in August the Governor vetoed the $5 million for the Pre-kindergarten Family Literacy (PKFL) program's full-day child care.  In doing so, however, he left an opening.  He set aside the funds, allowing for subsequent legislative enactment which would prioritize the $5 M million for the PKFL program.  CCDAA has taken the lead to advocate for the restoration of the set aside funds.  CCDAA offered its sponsored bill, AB 1080 (Mullin), for that purpose.  Legislative staffers were supportive and have added the language desired by the Governor to a Budget clean-up measure.  That bill, AB 194, was heard and passed (29-7) by the Senate today.

On August 21, 2007, California State Assemblywoman Laura Richardson won a special election in the heavily Democratic 37th Congressional District, Richardson will replace the late Rep. Juanita Millender-McDonald, who died of cancer in April at age 68.
