Head Start Reauthorization - House Bill Passed, Senate Bill Pending
On May 2, 2007 the US House of Representatives, passed HR 1429 in a bipartisan manner, 365 to 48. The Improving Head Start Act of 2007 was amended slightly from the legislation reported out from the Education & Labor Committee. The final bill has been well received by Head Start advocates and lawmakers. CHSA will post on the website (caheadstart.org) analysis of HR 1429 coming weeks. Senate's Health, Education Labor & Pensions (HELP) have completed their work on legislation to reauthorize Head Start. The Senate bill (S.556) by Senator Kennedy, D-Massachusetts, was released to the public on February 13th. The CHSA Board has drafted a set of preliminary comments and response to Senator Kennedy. We anticipate the Senate Bill will come to the floor of the Senate for a vote in late May.

On Friday, May 4th the CHSA Public Policy Committee held a conference call to review the final bill adopted in the house, the committee has asked that we create a sign on petition for Head Start agencies to join together and asked that Senator Boxer and Feinstein support amending the Senate Bill to reflect the HR 1429 language related to Policy Councils. In addition, the Committee feels that we need to amend the Senate language to reflect HR 1429 regarding teacher requirements and professional development.

Spring Cluster Meetings on Head Start-State Collaboration
CHSA will be hosting regional cluster meetings in May to expand the discussion on State and Federal program collaboration. As with 2006, this is a unique opportunity to build a statewide conversation among Head Start agencies and community partners. Each Head Start agency is encouraged to send three senior staff and a community partner involved in collaboration. The meetings are scheduled at the following locations and times:

Family Literacy Trainings - Seven Trainings Offered in May!
In partnership with the National Head Start Family Literacy Center, CHSA will be hosting seven full-day training sessions around California (same dates and locations of the May Cluster Meetings). The trainings are titled Building a Vocabulary: What Every Child Needs. These sessions will focus on expanding an understanding of research based practices, classroom tested strategies that support Head Start Outcomes Framework and understanding how children can learn different languages and be successful in both.

California Head Start Association - Summer Health Institute

In collaboration with the Region IX Office of Head Start, STG International, Inc. Region IX Technical Assistance Network and the California Head Start Association we are pleased to feature the National training team from I am Moving, I am Learning (IMIL) at the Summer Health Institute. IMIL was created in response to regional and national trends toward childhood obesity. The project was designed to fit within the Head Start Performance Standards and the Head Start Child Outcomes Framework through enhancements, chosen by the individual Head Start program, to current teaching practices by providing more focused guidance on quality movement, gross and fine motor development and child nutrition. Additionally, IMIL goes beyond the classroom teaching practices to enhance the approach family service workers take with Head Start families in the area of movement and nutrition as well as in the approach Head Start health staff takes in working with children and their families. IMIL uses a train-the-trainer model with directors and their management teams attending a 2½ day training event.
The Summer Health Institute will be held at the Marriott Oakland City Center. The Marriott is located in Downtown Oakland. Transportation from the airport is provided by local shuttles. Region IX Head Start Association - Scholarships Awards
Region IX Head Start Association Awards & Scholarships are due to CHSA by May 28th. The Scholarship Applications are on line and included in the monthly update packet to CA Head Start Directors. These $1000 scholarships are targeted to Head Start Parents, Head Start Employees and Head Start Alumni High School Senior who will be attending college or an accredited vocational or technical school.

CHSA Garden Grant Applications
Due June 15, 2007
We are pleased to announce the second year of Head Start Garden Grants funded with the support of Western Growers Charitable Foundation. Included in this packet you will find a 2007 Head Start Garden Grant Application. CHSA will award 25 sites a $200 grant, garden bed, irrigation system and seeds. CHSA member agencies are welcome to submit more than one application per agency. This is a fun way to teach a variety of science, math and literacy lessons. In partnership with Lakeshore Learning Materials, CHSA has developed a Head Start Garden Kit to support classrooms and teachers in the area of curriculum and materials. The Garden Kit is available from Lakeshore Learning materials or go to caheadstart.org and look for the "Special Offers" button on the front page of the site.

The California Head Start Association is seeking nominations for representatives for Cluster, Staff, Parent & Friend Board Members. Individuals would serve on the CHSA Board for two years, July 1, 2007 to June 30, 2009. This is an excellent opportunity to lend your expertise and shape the direction of the Head Start community in California. The CHSA Board meets five times per year around the state. The Board provides direction and supports activities in the areas of Public Policy/Government Relations, Professional Development and Membership Services. California ECE Events & Legislative Issues
Two events sponsored by Early Education Advocates should be of interest to Head Start/Early Head Start in the next few weeks. The Child Development Policy Institute (CDPI) will be hosting its annual Spring Institute on the State Budget. The event this year will be May 14 - 15 in Sacramento. In addition, CDPI Education Fund (not related to CDPI) will be hosting ""A Day of Dialogue: Key Stakeholders Plan for the Future of ECE" June 5, 2007 in Oakland. In particular, one piece of legislation up for debate is AB 1236 (Mullin) Kindergarten Readiness Program - the bill offers three major elements: changing kindergarten from voluntary to compulsory, changing the admission date from December 2 to September 1 and establishing a voluntary, half-day kindergarten readiness program for California's children on year before kindergarten. AB 1236 is authored by sponsored by the California Teachers Association and California County Superintendents Educational Services Association.
