Head Start Reauthorization - House & Senate Legislation Pass Committee

 

The US House of Representatives, Education & Labor Committee and the Senate's Health, Education Labor & Pensions (HELP) have completed their work on legislation to reauthorize Head Start.  The House Bill - HR 1429 by Congressman Kildee is posted on the CHSA website along with comments from the Association's Public Policy Committee. The Senate bill (S.556) by Senator Kennedy, D-Massachusetts, was released to the public on February 13th.  The CHSA Board has drafted a set of preliminary comments and response to Senator Kennedy.

 

Both the House and the Senate's legislation passed from committee with bi-partisan support.  We anticipate very few floor amendments.  We have constructed a Side-by-Side Comparison of the two bills for CHSA Members to download and share with key decision makers in their agencies.  To access a copy of the presentation go to the "Latest News" or the CHSA Public Policy page.

 

Federal FY08 Budget Bills
 

The House and Senate have completed their Budget Resolutions.  We recommend you review either the Coalition on Human Needs (www.chn.org) or Center for Budget and Policy Priorities (www.cbpp.org).

 

In terms of Head Start's source of funding, discretionary funding in the House Budget plan calls for a modest increase - $12b above FY 2007.  The Senate Budget plan calls for $6b above FY 2007.  Both are significantly different from the President's Budget which calls for a $10b reduction.  Both House and Senate plans have a number of elements to watch - "Pay-As-You-Go", off setting revenues and inflation/defense spending assumptions.  The House and Senate plans serve as a blueprint for the Fall 2007 appropriation debate.

 

CHSA is supporting a $750 m increase to Head Start to off set inflation, cuts and increased program requirements.
 
 
 

California Legislative Issues

The current legislative session in Sacramento has generated a number of bills of specific interest to CHSA.  As of the end of March, there are over 30 bills addressing early childhood education and children services introduced in this session. Three bills sponsored by Children Now, Fight Crime/Invest in Kids and Preschool Calilfornia are of particular interest.  SB 944, AB 1059, AB 571 one bill introduced by National Council of La Raza, AB 1052, and California Teacher Association's AB1236 Mullin - Kdg. Age and Universal PreK.  Many of the bills will have a first a hearing mid-April.  CHSA will be working closely with the advocacy groups to review direct or indirect impact on Head Start children, families and agencies.  For more legislative information go to On The Capitol Doorstep (otcdkids.com)

California Preschool Learning Foundation: 

The Child Development Division of the State Department of Education invites you to review and comment on the newly developed Preschool Learning Foundations.  The public review of the Preschool Learning Foundations will take place on line and at a number of sessions hosted around the State by the California Preschool Instructional Network (CPIN). http://www.sonoma.edu/cihs/cpin/

Spring Cluster Meetings on Head Start-State Collaboration
 

CHSA will be hosting regional cluster meetings in May to expand the discussion on State and Federal program collaboration.  As with 2006, this is a unique opportunity to build a statewide conversation among Head Start agencies and community partners.  Each Head Start agency is encouraged to send three senior staff and a community partner involved in collaboration.  The meetings are scheduled at the following locations and times:

Family Literacy Trainings - Seven Trainings Offered in May!

In partnership with the National Head Start Family Literacy Center, CHSA will be hosting seven full-day training sessions around California (same dates and locations of the May Cluster Meetings).  The trainings are titled Building a Vocabulary: What Every Child Needs.  These sessions will focus on expanding an understanding of research based practices, classroom tested strategies that support Head Start Outcomes Framework and understanding how children can learn different languages and be successful in both.

California Head Start Association - Summer Health Institute

In collaboration with the Region IX Office of Head Start, STG International, Inc. Region IX Technical Assistance Network and the California Head Start Association we are pleased to feature the National training team from I am Moving, I am Learning (IMIL) at the Summer Health Institute.  Registration Info: http://caheadstart.org/SummerHealth07.pdf

 

IMIL was created in response to regional and national trends toward childhood obesity. The project was designed to fit within the Head Start Performance Standards and the Head Start Child Outcomes Framework through enhancements, chosen by the individual Head Start program, to current teaching practices by providing more focused guidance on quality movement, gross and fine motor development and child nutrition. Additionally, IMIL goes beyond the classroom teaching practices to enhance the approach family service workers take with Head Start families in the area of movement and nutrition as well as in the approach Head Start health staff takes in working with children and their families. IMIL uses a train-the-trainer model with directors and their management teams attending a 2� day training event.

 

Priority Registration April 5 - 25, 2007 - See Priority Grantee Agency List attached to the registration materials on the CHSA web site http://caheadstart.org/SummerHealth07.pdf .  All other Head Start Grantee & Delegates may join the WAITING LIST. Open spaces after April 25, 2007 will be assigned to the waiting list.  Two registrations per agency. Registration is limited to 150 attendees.

 

The Summer Health Institute will be held at the Marriott Oakland City Center.  The Marriott is located in Downtown Oakland. Transportation from the airport is provided by local shuttles.
