Public Policy Breakfest, Feb 2,
2007
Each year CHSA brings to California
Head Start Conference national figures to provide
program leaders with the latest information from
Washington DC. For 2007 we have scheduled three
policy makers: Mr. Michael Petit, the President of
Every Child Matters Education Fund will be our
Breakfast Keynote along with two very special
guests, Congresswomen Loretta Sanchez and NHSA
President Ron Herndon. To learn more about our

The Public Policy Breakfast will take place at the
Hyatt Regency Newport Beach on the last day of the
General Conference. Tickets for the Breakfast are
available along with your conference registration or
purchased alone. The cost is $55.00 An order form

Working Families Policy Summit
Please join us at the Working Families Policy Summit.
The Summit 2007 will be held on Thursday, January
18, at the Sacramento Convention Center. Don't miss
an opportunity to hear the state's leading advocates
present their priority proposals at the start of the
legislative session. Panels will focus on health
access, welfare, nutrition, food stamps, child
support, child care, after-school care, preschool,
dental health, child welfare, and workplace issues.

2007 California Head Start Fact Sheet On-line
Each year CHSA reviews the public Head Start
Program Information Report (PIR) to provide the Head
Start community and our community partners a
profile of Head Start and Early Head Start services in
California. The information is annually distributed to
the California Congressional Delegation
and to attendees at the public policy meetings during
the annual conferences. You may download a copy
of the 2007 Fact Sheet by going to the CHSA web
site
CHSA 2007 Program Survey
Coming Soon!
Mid-January all California Head Start, Early Head
Start, Head Start Tribal and Migrant programs will be
mailed a copy of the 2007 Program Survey. This
survey is designed to collect a unique set of
information not available from Federal or State data
sources regarding Head Start in California. Funded
by the David & Lucile Packard Foundation, this
information is utilized for the purpose of building a
system of early care and education services for
California’s most at risk children. Your time and
effort to respond to the survey is greatly
appreciated. Results will be shared during the Spring
Cluster Meetings.
Migrant Oral Health Project
Trainers Needed
Through an Aetna Foundation grant and in
collaboration with the California Dental Association
Foundation, CHSA has the opportunity to expand the
delivery of our First Smiles Oral Health Education to
Migrant Head Start staff. CHSA has been offering the
First Smiles training for two years and now the
curriculum has been translated into Spanish to help
meet the needs of our Migrant funded programs.
We are looking for bilingual health education workers
who would be interested in/agree to deliver at least
one training to approximately 20 attendees. CHSA will
provide the initial training and supply each with
training materials that can be used later at their
agency when training additional staff. The trainer will
also receive $250 per training to cover their time and

The Campaign for College Opportunity
Scholarship Opportunity
Rates of college enrollment directly after high school
have declined over the last decade for every ethnic
group, despite some recent improvements in
preparation of K-12 students for college, according
to a new study by researchers at Sacramento State
University released on Oct. 19 with the Campaign for
College Opportunity.
The report, "State of Decline? Gaps in College Access
and Achievement Call for Renewed Commitment to
Educating Californians," by researchers Nancy
Shulock and Colleen Moore of Sacramento State's
Institute for Higher Education Leadership and Policy
(IHELP), offers regional analysis and
recommendations on closing the higher education
gap. This new study, a follow-up to last
year’s “Variations on a Theme” report, breaks down
higher education performance by race, ethnicity, and
geography using the methodology from the National
Center for Public Policy and Higher Education’s
September 2006 “Measuring Up” report.
The “Save Me a Spot in College” scholarship contest
gives you the opportunity to express yourself
through a poster, radio/TV ad or written word entry
to highlight the importance of access to higher
education. The contest is an opportunity for you to
learn about college, promote the value of college
participation, and make sure that California state
leaders hear from you!
