The NHSA Leadership Institute, September 27-29,
2006 Washington DC, is geared toward Head Start
staff and parents in leadership roles. The institute,
which is sponsored by NHSA’s Government Affairs
Division, offers comprehensive legislative updates;
training around advocacy and legislative topics; and
opportunities to explore and discuss issues that arise
at local, state, regional, and federal levels. For more

join with other leaders going to advocate for Head

California Preschool Energy Efficiency Program
(CPEEP) is a collaboration of organizations: California
Head Start Association, Low-Income Investment
Fund, Intergy Corporation, and the California
Department of Education (consultation and support).
CPEEP is funded by the California Public Utility
Commission through two Southern California utilities -
Southern California Edison (SCE) & San Diego Gas
and Electric (SDGE). This $4.2 million program will
replace older, energy-intensive equipment and
provide a variety of facility upgrades to assist you in
controlling your energy costs, and thus, reducing
your operational costs.
Generally, the program covers about 80 percent of qualified equipment and installation costs. This can mean that for a few hundred dollars, a center can achieve reductions in energy use that will quickly recover its costs and start saving you money! CPEEP: Who Can Receive Funding? Eligible childcare
centers include Head Start, state-contracted and
private centers served by: Southern California Edison
(SCE) San Diego Gas and Electric (SDGE) Priority is
given to centers:
that have the greatest potential for energy
savings as determined by a free energy audit
Centers housed in buildings at least 25 years old Centers serving low-income families. CPEEP: Needs Assessment – We ask that all programs complete asurvey on their programs. In particular this phase of the project is focused on programs operating in San Diego, Los Angeles, Imperial, San Bernardino, Ventura, Riverside, Orange and Kern counties; however CPEEP Needs Assessment is as statewide survey. The David and Lucile Packard Foundation has funded
the American Institutes for Research (AIR) and the
Karen Hill-Scott & Company (KHS) to collaborate with
and provide assistance to the California County
Superintendents Educational Services Association
(CCSESA), First 5 Commissions, and other state and
local agencies like CHSA interested in making high
quality
preschool experiences available to all children in
California. As part of this technical assistance effort,
with help from the California Department of Education
and the California Child Care Resource and Referral
Network, AIR will develop estimates of the supply and
demand for early care and education by zip code for
all 58 counties. AIR will estimate the supply by type
of setting, with a special emphasis on Head Start and
Title V programs as the cornerstones of publicly
funded, contracted services for preschool children.
The results of the assessment will be made available
this fall at regional workshops to be hosted by
County Offices of Education. State-level
policymakers are also interested in these county
profiles of the early care and education supply as a
planning tool.
The validity of these county assessments depends
on accurate and up-to-date data. To that end, we
are asking for your help in determining the current
enrollment of preschool children by zip code in Head
Start programs in your county. For policy planning
purposes, it is very important to have a separate
count of the enrollment of three-year-olds in Head
Start programs in your county and the enrollment for
four-year-olds in the same program.

process for submitting the data. You may obtain the
