The RHSA invite's you to submit a presentation
proposal for our 23rd Annual Professional
Development Conference, October 11-13, 2006 in
Reno, NV. The RHSA represents more than 140,000
children, 30,000 staff, and 255 Head Start programs
in the Region. RHSA supports its charge to children
and families by providing high quality, hands-on
training and professional development to Head Start,
Early Childhood Education and Development
communities. Training sessions from the field offer
participants an opportunity to learn from peers and
professionals. For an overview of the presentation

As widely reported, the overwhelming defeat of Prop
82 surprised many in the early education community
when considering the wide spread support of
preschool in general. The Governor and the
Legislature demonstrated their support by allocating
a number of new resources to early education
advocates including $100 million in new funding for
preschool in low-performing school attendance areas
in the newly passed budget. Although no direct
relation, the expansion of State Preschool can be
viewed as one positive outcome of the public debate
over Prop 82. A number of those opposed to that
specific solution, often were quoted that they were
for preschool as long as it targeted the
disadvantaged and built upon the existing system.
The funds proposed in the budget do accomplish
expanded access. However, Prop 82’s design went
much further to ensure teacher education standards,
compensation and local control not detailed in the
budget proposal. Much work is still to be done to
guarantee access for all and greater quality
standards in our state funded system.
