Solid Waste Rate Modelling

SCS is currently engaged in developing a comprehensive solid waste rate model for the City of Springfiel;d, MA.  One of the interesting components of the study is to evaluate Pay-As-You-Throw (PAYT) options to  replace the current City annual "trash fee" The City currently services its 43,000 residential customers with automated side-loaders and 96-wheeled containers. It also has implemented single-stream recycling.

Greetings!

This past month has included stories in Florida on several new solid waste facilities including landfill gas-to-energy, solar generation at landfills, and Palm Beach County's approval of a new waste-to-energy facility.  The links to these and other notable Florida solid waste stories are provided below.   Reports from many of our clients suggests that tonnages are increasing slowly as the economy creeps out of the Great Recession.  The Chaz Miller article at the end of the news story listing is a good read for those who are still experiencing declining landfill revenues.  In our rate and financial modeliing practice, we have been actively engaged with providing financial and infrastructure planning in light of these declining income streams, but also in light of the best construction market prices in recent memory.

Fuel for the Future - Emerging Technologies Can Use MSW and C&D To Produce Cleaner, Cheaper Truck Fuels, Waste Age, April 2011.

Bruce Clark, Marc Rogoff and Greg McCarron are featured in the April 2011 issue of Waste Age.  With the spikes of fuel costs in the last few months and instability of the energy markets from overseas, there is renewed interest in energy developers with implementation of innovative processes to convert MSW and C&D sources into fuel.  This article provides an overview of these technologies. If you subscribe to the paper or digital issue of Waste Age  (pages 80-85) check it out or contact Marc Rogoff at mrogoff@scsengineers.com for a copy.
