FR COUNCIL---MAY 17 |
Thank you to all who came to the special FR Council regarding negotiations. We had over 80 people attend and all but one building picked up the materials to distribute. We appreciate your dedication and time.
The last FR Council for the year is Thursday. We will be doing awards and scholarships as well as electing a new Middle Level Board member.
Voting on the proposed LEA-LPS Professional Agreement is Thursday and Friday this week. The LPS School Board will vote on Tuesday May 22 if ratified by the membership. Please plan on attending the Board meeting if possible.
Below is the agenda for Thursday as well as a link to sign up for LEA Committees and Contact Teams. Please consider joining a School Board or Legislative contact team. We need strong voices in the decisions that affect educators and students.

Committee involvement is the lifeblood of YOUR professional organization, the LEA. Committee activities can provide you the opportunity to learn leadership skills as well as the satisfaction of helping YOUR professional organization.
Please make a commitment for involvement today for the 2012-2013 School Year. Respond by marking the activities in which you would like to participate.
Note: LEA activities qualify for LPS Professional Growth Points. Five hours time spent in professional education service will entitle the applicant to two points or 0.4 points for every hour. Please be aware that Joint LEA-LPS Committees are generally limited to one representative from each level (i.e. elementary, middle school, and high school. An equal number of LEA and LPS people are assigned to serve on the committee.)

The LEA Board of Directors has approved a Tentative LEA-LPS Professional Agreement for 2012-2014 to be voted on by the LEA membership May 17 and 18. Each LEA Member will receive two printed packets of information detailing the proposed changes to fringe benefits, the salary schedule and contract language. The proposal information is also available on a secure link online. The information to access the link and the password was sent Thursday May 11 to all Active LEA members.

Dear LEA Members,
In the past month I have been interviewed by students about my job and the role of LEA. One group was from a local parochial school. It was an assignment for their government class. They had many questions about the "hot topics" regarding public schools. They asked about vouchers, testing, tenure, and collective bargaining.
My answers were focused on accountability and the fact that in the public schools we teach all children who come to our classrooms. I explained that vouchers with public tax dollars should only be an option if the same accountability for testing, federal mandates, and teaching ALL students are in place. We talked about how the "public" in public education goes hand in hand with governmental oversight and control. It also means we are involved on a local, state, and national level in an effort to impact policies that affect legislation regarding mandates, accountability, and funding.
I stressed that we don't have tenure in Nebraska as most people understand the word. Tenure simply guarantees due process and "cause" for cancellation of a teacher's contract. What we have are continuing contracts and due process. We have a teacher appraisal system in Lincoln designed to help improve professional practice and effective teaching. Administrators and teachers have a responsibility to use the appraisal system to ensure quality instruction to ensure student success. There is a system in place to help educators improve, and if through the process they do not meet expectations, those individuals will not continue to be employed as teachers in our district.
I enjoyed talking to these students. It was clear the answers I was providing were not the answers they expected, nor did the information I provided to them match the information they have previously been taught.
Each week I attend events as a representative of 2,500 LEA members. Many of the events are hosted by organizations with which LEA may have fundamental differences in belief. When I attend these events, my goal is to educate and also become better informed as well. I have heard many times "we agree on more than I ever thought we would."
Public Education is under attack across this country. Is it political? Yes. Do stances on education divide people and groups based upon income? Yes. Do the attacks on public education affect you? Yes.
This month I had a member tell me: "I don't read the publications from LEA because I disagree politically with the Association." I reviewed our LEA publications. Most of them address only LPS issues and procedures to try to keep members informed. The LEARN has up-to-date information on legislative issues as well as member relations, and pieces reflecting communication and our community. ALL of LEA's publications are meant to inform our members for the common good of all of our members and the profession we hold so dearly.
The LEA Faculty Representatives and the LEA Board of Directors have worked together to develop a common LEA Message. We want to provide members with a message to share with others that reflects what we value as we "empower educators to ensure a quality public education for all students." We will be sending a paper copy of the message below to all members so that members can help share the LEA message with others.

May 25; 4:00 p.m. Deadline for Secondary Teachers to submit 4th quarter student grades. Last Teacher Workday (May 25) Deadline for certificated employees to make purchases with their enhancement funds ($225) for the current school year.
May 29 Deadline for the completion of 7 hours of BUILDING FLEX staff development.
June 15 Deadline to turn in receipts for items purchased with enhancement funds ($225) for the current school year.
July 15 Deadline for notifying the district of electing the accelerated summer payment for the 2012-2013 school year. If employees elected to have their summer checks in advance in the past, the practice of receiving those checks early will remain in effect unless the employee revokes the advance election in writing to payroll on the appropriate form by this same date.

LEA Professional Growth Points

Professional Growth Points for 2011-2012
Tenured certificated employees are required by law to give evidence of professional growth during the Professional Growth Period of six years. Active LEA Members, FRs and Board members can claim the professional work of the Association. Acceptable work may include: serving as officers, serving on committees, attending national or regional conventions or conferences or other work of a professional character. Five hours of time spent in professional education service will entitle the applicant to two points. (Time spent typing reports, collecting dues, telephoning or other routine or clerical services do not come within the intent and purpose of the law for professional growth credit.) Add the hours of those meetings you attended, then multiply by 0.4 to find your professional growth points. The same procedure can be used for attendance at DA or RA and for participation in LEA committees and LEA workshops.

The LEA-Retired teachers had a great scholarship luncheon last Wednesday. They awarded four $1000 scholarships to area college students for the semester in which they student teach.
Now it is time to raise funds for next year's scholarships. LEA-R annual garage sale will be May 24, 25, and the morning of May 26 at the address given below.
DONATIONS FOR THE GARAGE SALE can be delivered May 15 - 21. Please do not bring items after this date. Below is the letter written by a longtime and active LEA member Julia Doerr from Lincoln High. She is retiring this year and wanted to share why she believes everyone should join LEA.
So, why should you join the LEA? These are my personal opinions on the matter:
1. Every teacher, member or not, who works for LPS benefits from some of the work of the Lincoln Education Association, because LEA bargains your contract. You have two daily plan periods, good working conditions, benefits, 3 working days after each grading period to finalize your grades, Option B leave, and many other excellent contract provisions because of your Association. If you are not a member, you are not paying your share of the bill for these services. That statement might make you mad, but I won't apologize for stating the simple truth as I see it.
I know membership is expensive, but I also know from my two stints on the Board how tight the LEA budget is and how much care is taken not to waste members' hard-earned dollars. I know not everybody is happy about all the provisions in the contract. I know our raises have not always been as big as we would like. I know health insurance still takes a big bite out of everybody's budget. BUT don't convince yourself that the many very good provisions of our contract would be there without the hard work of the LEA. If you think you'd get a better deal without the LEA, I firmly believe you are mistaken.
2. Every LEA member receives liability insurance. Every member gets counsel and support in times of trouble (problem appraisals, conflicts with administrators, contract grievances, threats to continued employment, workman's comp problems, questions about compensation, miscellaneous misunderstandings, etc.) Nobody thinks they'll get into trouble. Things happen. Personally, I wouldn't put a toe in a classroom without that insurance or the backup of the member rights personnel hired by the LEA/NSEA. As a building FR, I've sat in as support at a number of meetings with building administrators and LEA members who didn't expect to be in that situation. As I said, I know membership is expensive, but these services can be priceless.
3. Every teacher, member or not, benefits from the work of LEA and NSEA personnel who monitor and engage in lobbying and other political action with the School Board and Unicameral. We do not win every battle, but many laws and policies that benefit teachers and students have been passed--and many that could harm teachers or hinder our ability to provide our students with the best possible education have not been passed--because of the efforts of these people. Their services cost money too. (Other political action, such as the support of specific candidates, is the purview of LEA-PAC and is NOT paid for by LEA dues. LEA-PAC has separate dues.)
4. Unions of all kinds, but especially teachers' unions, are currently under attack nationwide. Teachers in other states have lost their bargaining rights. We came fairly close here and may have to face new challenges in the near future. While there are certainly a few philosophical reasons to opt out of union membership, most people in our business don't share those and therefore belong in the Association, contributing their financial and participatory support to a very American institution.
Overall, the LEA, NSEA, and NEA have been of huge benefit to both the teachers and students of Lincoln and Nebraska. As I said, if you really think you'd get a better deal without the Association, I really (really) disagree. If the LEA has a policy or two that you find objectionable, your best position from which to make changes is from the inside. LEA listens to its members!
This would be an excellent time to join because it would be a sign of solidarity with the other teachers of Lincoln and Nebraska and would strengthen the Association. Make a statement to the anti-teacher, anti-union (anti-kid and anti-education) forces out there that are misidentifying the source of problems in our education system and economy.

Educators, Broadcasters, Education Activists Join in Truancy Solutions Effort |
The Nebraska State Education Association, Building Bright Futures, and the Nebraska Broadcasters Association have joined forces to create and promote TruancySolutions.org. The website is part of a broader campaign to provide information and raise public awareness about the problem of truancy, as well as identify resources for tackling the issue. The goal is to educate parents and students on the importance of regular school attendance and the long-term impact truancy has on a student's life. |

Cross Blue Shield of Nebraska offers college scholarships to NSEA members.
Since 1986, financial aid has been provided to college-bound certificated Nebraska educators through the Blue Cross/Blue Shield of Nebraska Professional Development Fund.
To be eligible, these certificated NSEA members must be covered by either a single or family Blue Cross/Blue Shield health care policy. Scholarships can be used by educators to pursue an advanced degree, seek an additional teaching endorsement or to take course work to meet certification requirements. All courses must be taken for credit.
There are generally three application periods each year, to coincide with the end of Spring, Summer and Fall college sessions. Interested association members must complete the official application form that appears online on a regular basis in The Voice. All application forms will need to be submitted online.
Each applicant may apply for scholarship dollars for no more than three hours of college course work during any session. Books and other supplies are not covered. Previous scholarship applicants, whether successful or not, are always eligible to re-apply. Applicants may be recipients of only two of the three scholarship cycles during each school year.
The Scholarship Committee's continuing goal is to award stipends to the largest possible number of NSEA members from all seven districts. The Committee follows set criteria in judging each application. Applicants need to follow directions completely when filling out the application form. The committee will discard application forms that are not completely and accurately filled in. Each of the four criteria questions must be answered specifically and will be screened carefully. Applicants need to check their work carefully to ensure an optimum consideration by the Committee for their request.
