Dear Friends and Democracy Advocates in Tunisia and Egypt:
These are the International UN standards for Free and Fair Elections, and also for international organizations to be involved in election monitoring and observations. If Tunisia and Egypt want international observers for the upcoming elections of the Constitutional Assembly, there are certain procedures and protections that Tunisia and Egypt must fulfill to prove that it is serious and sincere about free and fair elections.
UN DECLARATION OF PRINCIPLES FOR ELECTIONS and CODE OF CONDUCT FOR INTERNATIONAL ELECTION OBSERVERS
International election observation expresses the interest of the international community in the achievement of democratic elections, as part of democratic development, including respect for human rights and the rule of law. International election observation, which focuses on civil and political rights, is part of international human rights monitoring and must be conducted on the basis of the highest standards for impartiality concerning national political competitors and must be free from any bilateral or multilateral considerations that could conflict with impartiality. It assesses election processes in accordance with international principles for genuine democratic elections and domestic law, while recognizing that it is the people of a country who ultimately determine credibility and legitimacy of an election process.

ONU Déclaration de principes pour l'observation internationale d'élections et le Code de conduite à l'usage des observateurs électoraux internationaux
L'observation internationale d'élections est l'expression de l'intérêt que la communauté internationale porte à la tenue d'élections démocratiques s'insérant dans le cadre du développement démocratique, notamment le respect des droits de l'homme et de la primauté du droit. Visant à garantir le respect des droits civils et politiques, l'observation internationale des élections est un élément de la surveillance internationale du respect des droits de l'homme et, à ce titre, doit répondre aux plus hautes exigences d'impartialité concernant les forces politiques nationales et ne tenir compte d'aucune considération bilatérale ou multilatérale contraire à ces exigences. Elle consiste à évaluer les processus électoraux conformément aux principes internationaux qui gouvernent les élections honnêtes et démocratiques et au système juridique du pays où ils se déroulent, étant entendu que, en dernière instance, ce sont les citoyens qui déterminent la crédibilité et la légitimité d'un processus électoral.
