Council Receives Executive Budget Last week County Executive Aaron Reardon submitted his 2010 recommended budget to the Snohomish County Council.
"The first step for the Council is to carefully review the budget assumptions regarding revenues and expenditures," said Councilmember Dave Gossett. "Then we will look at policy issues and budget priorities."
2009 has been a difficult year for all local governments, including Snohomish County. Cuts were made when the budget was adopted and more cuts were necessary earlier this year. The Council worked together with the county's separately elected officials to reduce operating budgets while limiting the impact on services. Major budget challenges continue in 2010.
"The national economy is struggling under the current financial uncertainties and challenges," Gossett said. "Fortunately, Snohomish County is weathering this storm a little better than many other counties thanks to the tough budget decisions we made in 2009 to reduce spending."
The Executive's proposed budget assumes 15 day furloughs for all employees or equivalent pay cuts. Nearly 8% of the county workforce was laid off in 2009. Without furloughs or similar reductions to spending additional layoffs will be necessary.
"I urge the Executive to begin negotiating with our employees immediately," said Gossett. "I hope to work with him to develop a fall back plan for the necessary cuts if the negotiations are not successful."
The Council will hold an extensive series of public hearings and meetings to find out how the public believes the budget crisis should be dealt with (see below for schedule). Final adoption is expected in late November.
"As part of our budget strategy we should continue to aggressively pursue economic development," said Gossett. "Continued economic growth is the long term solution to our budget problems."

Monday, October 12 - Edmonds City Council Chambers - 250 5th Avenue North, Edmonds.
Tuesday, October 13 - Willis Tucker Park, The Gary Weikel Room, 6705 Puget Park, Snohomish, WA
Thursday, October 15 - Stillaguamish Senior Center, 18308 Smokey Point Boulevard, Arlington, WA All three forums will be held at 6:30 P.M. The public is invited to attend any or all of these meetings to learn more about the recommended budget and to provide comments to the Council.
