County Council to Consider Resolution Opposing Commercial Passenger Air Service at Paine Field

In response to a recent inquiry from a commercial passenger airline about initiating flights from Paine Field, the Snohomish County Council will consider adopting a joint resolution on June 4 opposing commercial air passenger services from the county-owned airport.

On May 16, the county received a letter from Allegiant Air, a Nevada-based commercial airline, expressing an interest in offering flights to Las Vegas from Paine Field.

The resolution was originally introduced on May 19, but due to the absence of two councilmembers, final consideration was postponed until their return.

However, at the suggestion of councilmember Dave Gossett, the council directed that a letter be sent to Allegiant Air expressing their concerns. The letter states in part:

We wish to make clear to your firm and to our citizens our strong opposition to commercial air passenger services from Paine Field.

In particular, we hereby state our commitment to preserving the 1978-79 Mediated Role Determination (MRD) and Snohomish County's subsequent reaffirmation of the MRD in 1989, 1992 and 2001.

Furthermore, we are committed to oppose any Snohomish County budget actions that promote or facilitate commercial air passenger services from Paine Field.

An understanding and appreciation of the long history of this issue makes clear our need to reiterate Snohomish County's commitment to protecting our citizens' quality of life.

The council will consider the resolution at their regular general legislative session Wed. June 4, beginning at 9 a.m. in the Jackson Board Room, 8th floor, Robert J. Drewel Building on the county campus at 3000 Rockefeller Ave., Everett.

 County Earns Major Environmental Awards

ICLEI Sustainability Award

Snohomish County has been recognized by the International Council for Local Environmental Initiatives (ICLEI) for its work on sustainability and working toward reducing county impacts on climate change.

ICLEI, an association of local governments and national and regional local government organizations committed to reducing greenhouse-gas emissions and advancing sustainability. ICLEI tracks members' progress toward their emission-reduction goals through five milestones: conducting a greenhouse-gas-emissions inventory, setting an emission-reduction goal, designing a climate action plan, implementing that plan and then monitoring and re-evaluating plans periodically.

Snohomish County has completed a greenhouse-gas-emissions inventory and is developing a plan for adapting to climate change, in part by reducing local greenhouse-gas emissions 20 percent below year 2000 levels by 2020.

"Snohomish County is one of an elite group of local governments who have shown the leadership it takes to achieve the level of greenhouse-gas-emissions reductions that the world's scientists say we need," said Michelle Wyman, ICLEI executive director.

State Recycling Award

Snohomish County also received the Washington State Recycling Association's "Most Innovative Recycler of the Year" award for working with a local startup company, Standard Biodiesel in Arlington, at the Evergreen State Fair last year to convert used concession-stand grease into fuel for onsite use.

The project highlights the county's move to using more environmentally friendly fuel sources. The county has been assisting farmers who are experimenting with various seed for biofuel production and is currently planning to produce its own biodiesel in the near future.

"I'm very pleased that Snohomish County is a leader in protecting our environment and addressing climate change," said Dave Gossett. "These issues will continue to be a focus for me as we look at future budgets."

County Starting Adopt-a Road Program

The county council is set to consider establishing an adopt-a-road program for county roads to encourage volunteer involvement and community service in controlling litter and improving environmental quality along county roadways. The program may also include planting and maintaining vegetation, controlling weeds, and graffiti removal.

"It offers a great opportunity for groups to contribute to the community's quality of life," said Dave Gossett. "Snohomish County's adopt-a-road program is modeled after similar, successful programs at the state and local government levels."

Participating organizations will be recognized through the installation of signs with the organization's name on both ends of the adopted road section.

The county council will hold a public hearing June 25 to adopt the adopt-a-road program.

The Department of Public Works will administer the county's adopt-a-road program and provide appropriate safety equipment and safety training materials. All participants must be at least fifteen years old and minors must have parental consent and be under adult supervision.
