CPP Thailand Session with Youth
 
Welcome to the first issue of the Child Protection Partnership (CPP) NetNews. In this issue we profile CPP developments in both Brazil and Thailand in addition to providing general global information on children and Information  and Communication Technology (ICT).

Overview
 
Steering CommitteeThe Child Protection Partnership (CPP) is a multi-sector collaboration that protects children and their rights from sexual exploitation enabled by worldwide use of information and communication technology (ICT). 
 
Currently being implemented in Brazil and Thailand, CPP is led  by the International Institute for Child Rights and Development (IICRD) as executing agency.  CPP's Steering Committee is comprised of the Canadian International Development Agency (CIDA) who is funding the initiative until 2011, Microsoft International, the Royal Canadian Mounted Police's National Child Exploitation Coordination Centre (NCECC), the United Nations Children's Fund (UNICEF), and IICRD. These Steering Committee partners provided the overall guidance to launch CPP.  They now contribute knowledge, tools and networks to support CPP and its partners with program implementation in Brazil and Thailand.

The goal of CPP between now and 2011 is to reduce, and where possible eliminate, ICT enabled child sexual exploitation by building on good child protection practices that encourage sustainable systems change.  To achieve, this CPP works towards 3 outcomes:
 
Outcome 1 - Equip law enforcement, government and other supporting bodies/organizations to better address ICT enabled child sexual exploitation;
 
Outcome 2 - Connect vulnerable children (male and female) to services and protective mechanisms preventing and addressing ICT enabled child sexual exploitation; and,
 
Outcome 3 - Adopt a coordinated systems approach amongst stakeholders to prevent and addresses ICT enabled child sexual exploitation.

CPP - Brazil at a glance 
 
CPP TOT course in BrazilCPP is being implemented in Brazil in partnership with Plan Brasil, NECA, SaferNet, Childhood Brasil, ABMP, the Brazilian Federal Police and many other University, Government, Community and Private sector actors. 
 
Current pilot locations in Brazil include Santo Andr�, S�o Paulo
and the State of Maranh�o where partners are realizing the value of a multi-sector participatory approach through working with new partners in varying sectors for the first time.
 
Plan Brasil was recently selected as CPP Brazil Coordinating Partner and Luiz Rossi from NECA was recently appointed CPP Brazil Coordinator to support CPP implementation.  Luiz and Micheal Montgomery and Cheryl Heykoop from the IICRD CPP team ran the first Training of Trainers (TOT) session with youth, NGOs and local government service providers in August 2009 so CPP partners can use IICRD's Triple A approach to help capture children's lived realities with ICT. Obra do Ber�o joins CPP Brazil
 
CPP is pleased to welcome Obra do Ber�o to the Brazil family!
 
Obra do Ber�o's team of manager F�tima Calassancio, and coordinators Sueli Ara�jo and Silvia Adolfo are beginning work with 84 children and adolescents on Information and Communication Technologies (ICT) in a new CPP Brazil pilot site in the city of Sao Paulo.  
 
Obra do Ber�o, or "Work of the Cradle", is a non-governmental organization based in Sao Paulo, Brazil that is made up of 111 employees and 45 volunteers. Welcome aboard Obra do Ber�o!

CPP - Thailand at a glance
 
CPP is being implemented in Thailand in partnership with Chulalongkorn University - Faculty of Education, Plan Thailand, SEARCH, Fight Against Child Exploitation, Mercy Center and We Peace. 
 
CPP Triple A Training of Trainers (TOT) sessions and follow up implementation sessions have taken place over the past 9 months in pilot locations in Thailand.  These locations include Klong Toey (Bangkok), Chiang Rai (Northern Thailand) and Yala (Deep South).  In addition, key government representatives have been engaged at the national level so that their priorities can be identified and shared with our pilot locations to encourage a coordinated systems approach to the ICT challenges facing children and their communities.
Father Joe named an Ambassador of Child Protection
 
Thai Prime Minister Abhisit Vejjajiva Presents Award to Father JoeFather Joe Maier, a Co-founder and Director of The Human Development Foundation - Mercy Centre, was named an Ambassador of Child Protection in an award ceremony on November 22, 2009 in recognition of his continuous four-decade commitment to the protection and education of the poorest slum children in Thailand.
 
This award follows a Lifetime Achievement award presented to Father Joe in 2004 by Her Majesty the Queen of Thailand. CPP is proud to be working with such a distinguished individual and congratulates him on his success.

CPP Vacancy - Thailand
 
IICRD requires a project manager to help implement CPP and other IICRD projects in partnership with our national and regional partners.This project manager will provide a regional focus and would be housed within the Chulalongkorn University - Faculty of Education, in Bangkok. 
 
The nature of the Project Manager's work will be to act as the main IICRD representative in the region based in Thailand.

This space has been reserved to share children's thoughts, stories, drawings or other expressions that arise within CPP.
 
We hear from some of the Thai children we are working with that they:
  • have access to ICT but few children own ICT such as mobile phones
  • usually use ICT without adult supervision
  • know the strengths and risks of ICT and despite the risks want to use ICT
  • use computers more often than other forms of ICT such as TV or mobile phones (signal is weak) 
  • love to play online games and exchange messages
  • use computers for communication rather than mobile phones because children don't have to pay for sending messages
  • see some children using mobile phones and computers to watch pornography on the Internet, download clips to mobile phones, and send porn clips to friends
  • for some children watching porn clips is viewed as normal and having sex is also seen as a usual thing 
     
To ensure children are heard, please send submissions such as children's quotes, photos, or stories  to Holly so we can share these with our CPP friends and colleagues.
So what is the Triple "A" process?
Triple A - magic carpet ride activity (Brazil) At the heart of CPP is developing and encouraging child centred solutions that target ICT enabled child sexual exploitation from the perspective of children. We do this in part through IICRD's Triple A approach and tools that assist partners to map, engage, plan and create plans with children and other key actors.  These plans are informed and shaped by the ICT challenges children face in their daily lives. After being trained on how to use these tools our partners adapt them to their local context and in applying them build on the strengths of the children, communities and other actors they serve and affect.  Some of the Triple A findings will be shared in future Net News issues so stay tuned. 
Putting CPP lessons to good use
 
biaag logoRecently CPP Director Suzanne Williams was invited to participate on the Advisory Panel for Plan International's Because I am a Girl 2010 report focused on girls' protection. The invitation is directly linked to CPP and Plan International's interest in girls and ICTs.  This is the first time that primary research is being commissioned for the Report and CPP has been invited to submit a concept note for research in Brazil building on CPP's work. 
 
In addition, an invitation has been received for the CPP Director to participate in an Expert Advisory Group on child sexual abuse and exploitation in the converged online/offline environments with the UNICEF Innocenti Research Centre. The aim of the project is to strengthen the protection of children from sexual abuse and exploitation through legislation, law enforcement policy and practice, and behaviour change. Data Protection Day & Safer Internet Day
 
critterJanuary 28th is Data Protection Day and the theme for this year's DPD competition is "Think Privacy." The competition is for 15-19 year olds and tasks them with reflecting on their right to privacy and presenting their thoughts through a multi-media poster. More information is available on the DPD website and last years final 10 can be viewed here.  
 
Safer Internet Day 2010 is February 10th and will take place under the theme "Think before you post." SID is organized by Insafe every SID logoFebruary to to promote safer and more responsible use of online technology and mobile phones and targets children and youth around the world. Activities for SID 2010 are posted on their website and support for interested individuals and organizations is offered in assisting you or your organization to mark the day.
 
CPP encourages you to visit the site and celebrate SID 2010 in your community or organization and help get the word out on the importance of this years theme because everybody should, "Think before you post."

On Trial
Supreme Court of Canada case on "Internet Luring" in progress

As of 2002, Canada added Section 172.1 entitled "Luring a child" to the Canadian Criminal Code. This section prohibits computer communications with persons under 18 years of age "for the purpose of facilitating the commision" of various sexual offences.
 
The outcome of this case will form an important legal precendent in Canada regarding if Section 172.1 encompasses all forms of online sexual exploitation of those under the age of 14 or if the crime of "internet luring" is only committed when an intention to meet with and commit a sexual offence against a child is present.
