Organizing a Winning Proposal Activity

Proposals for Government contracts come in all shapes and sizes. The following discussion reflects my thoughts on organizing to support a major proposal activity in response to a Government Request for Proposal (RFP). However, it is recognized that smaller proposals do not need a complex team in order to win. In fact, I have worked on proposals where there were three people involved in addition to myself - a writer/editor, a graphics arts specialist, and a word processing specialist.

 

It should be mentioned that for major proposal efforts it was originally thought desirable to have the multi-disciplinary proposal team co-located in one facility for convenience of communication. However, the advent of computer networking via the Internet, the development of collaborative web sites, along with teleconferencing and videoconferencing, has made this requirement somewhat obsolete.

Three Ways Foreign Trade Zones Can Improve Cash Flow

A Foreign Trade Zone (FTZ) is a specially designated area that is under US Customs and Border Patrol (CBP) supervision. Normally, the FTZ's are located in or near CBP ports of entry but outside of CBP's territory. They can be operated by the companies that use them or they can be contracted by a third party operation. The state of Florida has 20 designated FTZs which can be found on the website. How can a Foreign Trade Zone benefit you as a manufacturer or importer/exporter?

There are several ways in which you can use an FTZ:

  • Import the part into your designated FTZ without paying any duty: If you are a US manufacturer of finished goods and need to import individual parts that carry a higher duty than the final product, you can import high duty parts into a designated FTZ for final assembly. When the finished product leaves the FTZ, it will ship under the duty rate of the finished good rather than the duty rate of the individual part.
