Lisa, how did DRS's Diversity Program get started? We always had a Small Business program at DRS. However, as we experienced tremendous growth over the last 5 years, we felt the need to develop and implement a more robust program with the focus on small business. This is how DRS' Supplier Diversity Program got started. Our focus is on meeting or exceeding our customers' requirements for small business utilization while minimizing our performance risk.
Who are your customers? U.S. Army, U.S. Air Force, U.S. Marines, and the U.K. Ministry of Defense are some of our larger customers.

| Your Guide to Successful Proposal Development | | | Use of Storyboards in the Proposal Development Process

For many years, people in the proposal development business have debated the merits and usefulness of storyboards as applied to the proposal development process. It is my belief that storyboards can be very useful as a tool for preparing good proposals. They can also be a terrible waste of time and effort and have horrible results if the technique is used improperly.
Storyboards for proposal preparation have been around for many years. I was first introduced to their use as a young GE Aerospace engineer in the mid-60's when we were teamed with Hughes Aircraft Company (now Raytheon Corporation) on a proposal activity in response to a US Air Force Request for Proposal (RFP).
It was rumored then that the storyboard process was based on a technique invented by Howard Hughes (the founder of Hughes Tool Company, which later became Hughes Aircraft Company) to make movies in Hollywood, CA. This was denied by the Hughes Aircraft Company Space and Communications Group proposal people adjacent to Los Angeles International Airport with whom I worked. They insisted they were responsible for the development of the technique many years after Howard Hughes owned and operated the company. Read the rest of the article

Question:
We have a Government contract that states that travel cost will not be allowed on this contract. Does that mean that if we incur any direct travel cost on that contract we can not charge it direct but must expense as an indirect expense?
Answer:
If a cost is expressly unallowable by a contract provision you can not charge it to the Government either as a direct cost or an indirect cost. If a cost is unallowable in one place you can not make it allowable by charging it in another place.
If you incur direct travel on this contract you must classify it as an unallowable direct cost.
