The American Recovery and Reinvestment Act
Are You Ready to Pursue State and Local ARRA-funded Projects?
Do you have questions for Debbie? Send Debbie an email

With the American Recovery & Reinvestment Act (ARRA) signed into law, state, county and city officials are beginning to receive additional information on the rules, programs, and how to take advantage of the ARRA funds in a sensible way.
As state and local agencies are finalizing the details of their targeted projects, now is the time to connect with the decision makers to offer your support and begin to position your company.

Did you know?
Because these projects are financed with federal funds, the Federal Acquisitions Regulations (FAR) apply. As you start pursuing the state and local agencies for different ARRA projects, keep in mind: Read the rest of the article.
Marketing with GSA Advantage and Central Contractor Registry (CCR)

All About GSA:
Federal buyers represent the world's largest buying group. Buyers use GSA to find suppliers (vendors) for almost any product or service you can imagine. Simply put, GSA is a giant catalog of suppliers (maybe you). To be listed in the catalog, you must be awarded a GSA contract.
Once you win, it is easy for buyers to purchase from you. Most transactions under $25,000 are simple. Do you want to see what GSA suppliers are offering? Use "GSA Advantage!", described below.

How to use GSA Advantage! for market research:
1. Go to www.gsaadvantage.gov.
2. Enter any labor or product search term in the "What are you looking for?" field. Examples: "Program Manager", "Office Supplies", "Equipment", "Construction".
3. Observe your competitors' prices and other information.
4. Learn from GMBeckert how to use such resources to find GSA business.

Registering with CCR:

Are you registered with Central Contractor Registry (CCR)? If so, does it represent you well? CCR registration is required for GSA contracts, but it is more than that; it is your best chance at advertising to the government and all of its prime contractors for contracts. Buyers look at CCR Profiles to find suppliers. If you your profile is bad, you are probably missing opportunities every day because buyers will not call you.

How to register with the federal Central Contractor Registry (CCR).

You Asked -- We Answer
Question: I know that entertainment costs are not allowable on government contracts, but what about business meals?
Answer:
Determination of allowability for a business meal cost requires knowledge concerning the purpose and nature of the activity in which the cost was incurred. Was the meal in connection with a meeting where continuing through meal time would save time of the participants? Was the cost necessary and reasonable? If such a meal was necessary, the contractor must maintain adequate records supplying the following information supported by receipts, invoices, etc:
  • Date and location of meeting including the establishment
  • Names of employees and guests in attendance
  • Purpose of meeting
  • Cost of the meeting, by item.
