The U.S. Department of Health and Human Services (HHS) and U.S. Department of Labor (DOL) have issued reports comparing employers who self-insure the health benefits they provide employees to those employers who fully insure their plans by purchasing coverage. The reports found no support for several typical criticisms raised against self-insured strategies and that self-insured premium increases are far lower than the rising rates seen by employers who purchase full insurance.
