  • Greetings..

I am very pleased to announce that the Alaska Center for Public Policy is expanding. We are currently in the process of finalizing office space in an excellent downtown location. This will give us needed space to store our growing library of reference materials, to provide better work space for staff and volunteers, and to more effectively pursue our mission. More news to follow when we have the open house!

The Alaska Center for Public Policy website has been frozen for a couple of months while we have searched for a new webmaster (and searched for the money to pay for one!), but we are making progress there too. We have plans for a more informative, interactive website which will also be easier to maintain and update. The guiding concept is to make it more useful to you. More on these changes as we progress.

Finally, I would like to welcome Kevin Morford as the new President of the Board of Directors of Alaska Center for Public Policy. Kevin is a local progressive attorney who has already committed a great deal of time to help ACPP grow and mature. A warm welcome to Mia Oxley who has been on the Board for some time, and has just accepted the position of Vice President.

As always, if you would prefer not to receive this newsletter and the occasional announcement from the Alaska Center for Public Policy, just click on "SafeUnsubscribe" at the bottom of this newsletter. Your email address will be permanently expunged from our list.

    Oil and Gas 101

Kacy Telfer, a student in the UAA Master of Social Work program, was, until recently, an intern at ACPP. On her own initiative she researched and wrote a four-part series briefly summarizing current oil and gas public policy issues in Alaska. We will miss Kacy's contributions to ACPP in the future, but I urge you to take a look at her series, Oil and Gas 101.

The entire series is located in the ACPP Blog category, Oil and Energy, which as of this date has 15 articles on these and related subjects. Alternatively, you can access each of the articles in the Oil and Gas 101 series separately:

    1. Oil and Gas 101
    2. The Oil
    3. How Much is $1 Billion?
    4. The Gas

Hot Dog Stands and Health Care Facilities

Representative Bob Lynn published a Compass article in the Anchorage Daily News on April 7, 2006, in which he explained why he is sponsoring legislation to destroy Alaska?s certificate of need program. This program gives the state of Alaska the opportunity to regulate, review, and seek public comment on the construction of expensive new medical facilities. Representative Lynn opposes the certificate of need program because, in his words, ?if someone wants to open a hot dog stand, shoe store or a health-care facility, it?s none of the government?s business.? We strongly disagree. Read more to find out why.

The Alaska Public Employees Retirement System: Crisis or Hoax?

Perhaps "hoax" is too strong a word. How about "blatant exaggeration" or "unfounded allegation"? Despite everything you may have heard in the last year about the ?unfunded liability crisis of the public employees retirement system,? and despite everything you may have heard about how the debt has grown to billions of dollars and is increasing year after year, the facts indicate that there may be no long-term financial crisis at all. These are the facts...
