ALLEGHENY COUNTY WELCOMES TWO NEW COMMUNITIES TO ALLEGHENY TOGETHER

  
In 2011, The Boroughs of Carnegie and Dormont were selected from a competitive pool of applicants to join Elizabeth Borough, Stowe Township, Tarentum Borough, Bridgeville Borough, Verona Borough, Bellevue Borough and Coraopolis Borough in the Allegheny Together program. The Allegheny Together program was launched in 2007 by County Executive, Dan Onorato in four pilot communities to assist traditional pedestrian-based business districts throughout the county. The new program stresses community organization and data-driven planning as a way to direct public investment, spur private investment and revitalize our communities. 
 
The focused, three-year approach led by the Economic Development Department aims to build the capacity of community groups in these neighborhoods with the support of a professional staff of architects, real estate experts, community planners, community development specialists and project managers. Town Center Associates and Pittsburgh History and Landmarks Foundation were hired by the County to implement the program in each of the designated Allegheny Together communities. Both organizations have a wealth of experience and successful track records in commercial revitalization activities.
 
The services provided to each community can be broken down into three main components:
 
Organizational Start-Up Services: A series of Key Issue Workshops will give community members an opportunity to get involved right from the beginning of the program. Each community will go through a long range planning process to establish a vision and direction for the community's business district.  From this process annual action plans will be developed to help communities turn their vision into a reality.
 
Downtown Organization Support: In order to help communities communicate with their constituents and to stay organized, management assistance will be provided in the form of website development, central office support, newsletter development, business communication services, downtown recognition awards, and an online property database.
 
Downtown Planning Resources: Analytical tools and resources will be provided to each community to aid the organizations in their planning processes.  Tools will include a market analysis, traffic and parking study, a strategic plan, design guidelines, ordinance review, and property data collection. 
 
Allegheny County welcomes Carnegie to the program, and we look forward to working together with you.

Town Center Associates (TCA) provides comprehensive support to traditional downtown-based, main street communities.  For more than 12 years, the staff at TCA has provided a professional team approach to downtown revitalization in over 25 Western Pennsylvania communities. Our firm is committed to helping build vibrant and sustainable business districts in our region.


We look forward to working with Carnegie as you enter into the Allegheny Together program. Beginning in April, we will be facilitating "Key Issue Workshops," which provide a forum for the community to discuss critical issues in your downtown in the areas of Business Development, Architecture and Design, and Community Life. In addition to providing you with an opportunity to share your insights regarding your downtown, the forums will provide you with the opportunity to learn about the Allegheny Together program. Please see the "Key Issue Workshop" article below for more information.

 

TCA will be with your community every step of the way throughout your participation in the Allegheny Together program. TCA will be working closely with your municipality and your community in carrying out a specific plan of action for downtown Carnegie. We provide a host of management and organizational support services to assist your community's downtown revitalization efforts, including:

    ·    Action plan support and monitoring services

    ·    Attending monthly committee meetings

    ·    Creating a website focused on the business district revitalization efforts (through www.alleghenytogether.com)

    ·    Sending out quarterly e-newsletters to keep the community informed of the effort

    ·    Developing an online database of critical information about your downtown properties

    ·    Sending out awards to recognize outstanding leaders in the revitalization effort

    ·    And much more!

KEY ISSUE WORKSHOPS
 

A series of three Key Issue Workshops will be held over the next few months at the Carnegie Municipal Building from 6:30 to 8:00 PM. These workshops are designed for all members of the Carnegie Community. Residents of the "greater" Carnegie area communities are also invited and encouraged to attend.


The Key Issue Workshops are being presented by Town Center Associates, in cooperation with Pittsburgh History and Landmarks Foundation, as a component of the Allegheny Together program. Allegheny Together is a serious, long-term economic development initiative of Allegheny County Economic Development to preserve and enhance the commercial business districts in Allegheny County.

 

These workshops will provide you with an overview of the Allegheny Together program and offer the public the opportunity to provide input on critical key issues in downtown Carnegie. This feedback is necessary in order to gain meaningful community consensus as to how you want your downtown to be shaped in the future.

THE ROLE OF PHLF

Pittsburgh History & Landmarks Foundation (PHLF) serves as a co-administrator of the Allegheny Together downtown revitalization program. In conjunction with Town Center Associates, PHLF assists local residents, business/property owners, and elected officials in implementing a long-term revitalization program designed to retain existing businesses, recruit new ones, enhance the character of the downtown area, and increase foot traffic.
 

Additionally, PHLF administers the Allegheny Restores program, a façade grant program that is open to downtown business and property owners. The goal of the program is to assist and encourage property owners and businesses to reinvest in the traditional business districts by providing matching grants and low cost financing.
 

We provide construction management services for façade projects, from developing a vision with each business owner, providing building specification sheets and drawings, and construction management for the length of the project. This ensures that quality facade restorations occur that are in keeping with the community's Design Guidelines and historic character.


PHLF provides key planning documents to each community, consisting of:

    ·    Strengths, Weaknesses, Opportunity Analysis

    ·    Traffic & Parking Analysis

    ·    Historic Building Inventory

Once our planning and analysis work is complete, we work with each community to advance key real estate projects, legislative items, and more.

The www.DowntownProperties.net website lets you search for available commercial properties in nearly 30 area downtowns. Each listing on the site includes a recent property photo and critical contact information for those who may be interested in the property. Additionally, resources such as demographic information on your community, as well as mapping to each listed property are available on the site.
