Tarentum Gains New Business & An Old Building Gets An Extreme Makeover
The Tarentum Business Area Advisory Committee has chosen Rabkin Dermatopathology Laboratory, P.C. as its 3rd Quarter Downtown Recognition recipient for 2009.
This new business set up shop in Tarentum this spring, bringing 20 new workers to the Borough's daily mix and one of the town's most beloved historic buildings back to its former glory. The former site of Second Ward School and, most recently, Highlands Area Senior Center, is now home to Rabkin Dermatopathology Laboratory, P.C., a business that performs skin biopsy analysis and reporting for doctors' offices across the country. When the company was nearing the end of its 10-year lease on its headquarters in O'Hara's RIDC Park, the company's founder, Dr. Michael Rabkin, and his wife, Beth, the office administrator, began to search for new space that would accommodate the two-decades-old bioscience venture. Employees who live in the area suggested that they take a look at the building on Second Avenue, which served as a school for generations of kids from the 1850s to the late 1970s.
"We knew that we wanted to buy instead of lease," explained Beth. "With 15,000 sq. feet of space, employee parking, proximity to a riverfront park and a real community with sidewalks and nearby restaurants, the location was ideal." However, the aging building, more than a century past its glory days, was not. But the couple was undeterred and completely committed to a major makeover that would enhance the buildings functionality while preserving its architectural heritage. "We were not interested in an anonymous office building. We were attracted to the character of the site and the surrounding area. We were as committed to restoring the building's period exterior as we were to completely modernizing the office and lab spaces." The remodeling and restoration costs are estimated to be more than 200 times the initial cost of the building, but the results are exceptional, and have enhanced the aesthetic appeal of the surrounding area in Tarentum's four-hundred block. Blocked window openings and arches have been uncovered; the brick and stone exterior have been cleaned; the property was graded to remove 12 inches of sediment deposited from previous floods, which washes the ground floor in natural light; and an extensive landscaping project is currently underway that will eventually include a rose garden and green space on an adjacent property that the company recently acquired and cleared. The Rabkins hired local contractors and tradesmen for all the interior and exterior work whenever possible, including several people who had actually attended elementary school in the building. "Bill Rossey and the Borough have been wonderful in helping us with our relocation and remodeling efforts. Everyone made us feel welcome. This was a great move for us and our employees." Rossey echoes the sentiment. "Rabkin is a welcome addition to our downtown business mix. It's great to see a company of this caliber recognize the economic incentives and cultural amenities that Tarentum has to offer. We're open for business."

Downtown Façade Restoration Assistance
The Redevelopment Authority of Allegheny County (RAAC) is offering assistance to business owners and building owners who wish to make physical improvements to their building façades through the Allegheny Restores Program. The following criteria will be used to determine whether an applicant is eligible for a façade renovation grant.
- LOCATION: Businesses must be located in an Allegheny Together community that is in year two or beyond of the program. Projects located within the core business district boundary will be given priority.
- TYPE OF BUSINESS: Eligible businesses include commercial establishments with street-level storefront entrances.
Note: Preference is given to structures fifty years old or older.
- OCCUPANCY: Unoccupied buildings are eligible, but buildings currently occupied by eligible businesses will be given priority. Owner occupancy is not required; approval of tenant-initiated projects is contingent on the property owner's agreement to adhere to program requirements.
Eligible Activities Include:
- Architectural Services
- Improvements to the Façade of an Existing Building Examples include:
-Repointing and cleaning brick -Painting walls and trim -Repairing or replacing woodwork or other decorative architectural elements -Installing canvas awnings -Fabrication and installation of signage -Installation of exterior lighting -Restoring or rehabilitating an existing storefront -Removing incompatible or historically inappropriate exterior finishes -Replacing or repairing windows and doors
- Construction of the Façade of a New Building, where the design of the façade is compatible with existing architecture in the business district.
- Roof repair is not eligible for this program.
The next round of applications is due by September 25, 2009.

Vendors & Shoppers Pleased with '09 Farm Market The Tarentum Farmer's Market, now in its second season, continues to be a popular destination for area residents, employees and visitors. The market operates Mondays from 9 a.m. to 1 p.m. in the parking lot of JGs Tarentum Station Grille, on Sixth & Corbett, and features up to a dozen vendors with products including natural meats, locally grown produce, fresh-cut flowers, baked goods and hot foods. In response to requests from both shoppers and vendors, Debbie Shiring, organizer of the market, is working to add live entertainment and demonstrations relevant to the slow food, living green movement. PHLF UPDATE
The Pittsburgh History & Landmarks Foundation (PHLF) has been pleased to be able to help Tarentum's downtown revitalization effort through several special projects that the business advisory committee has identified as a high priority.
The first of these projects is providing a streetscape rendering of the western end of 6th Ave depicting a historic railing in the place of the current Jersey barriers that overlook the rail tracks. The tracks and the hillside create a real division between 6th and 5th avenues. These concrete barriers make that division even worse. And they look terrible. The new railing we are depicting will complement historic Tarentum and give a clearer sightline between businesses on 5th and 6th.
PHLF is also working with the Borough to try and identify a buyer for the vacant church at the corner of Corbet St. and 2nd Ave. This church has been vacant for over five years. It sits on a strategic location, acting as a gateway into Corbet St. from Riverside Park. It is a handsome structure that could work well as a restaurant, retail or other commercial use. The property has been caught up in bankruptcy and is many years tax delinquent. The County has agreed to put the property through its vacant property program that can deliver such abandoned structures to a buyer with a clean title free and clear of all past tax liabilities and liens.
