We checked with the NYC Highway Patrol, and the speeds limits are 30 mph on city streets, 40 mph on the FDR, and generally 50 mph on the West Side Highway.
Even though it’s pretty tough to actually go faster than the speed limit, the Highway Patrol does give speeding tickets. Just be warned, here are the consequences:
