Worthy Wage DayHeld each year on May 1st to recognize and honor the hard work of early childhood educators and staff, and to draw attention to their low wages and minimal benefits. A Resolution was
Introduced by Rep. Carolyn McCarthy (D-NY) and Rep. Todd Platts (R-PA), and states that Congress supports the goals and ideals of National Early Educator Worthy Wage Day.

The Legislature adjourned Sine Die on Sunday, April 26th at 5:55 a.m. It was a marathon weekend ending an historic session. Many of Every Child Counts' legislative priorities were addressed and some were not. The Governor has 30 days to sign the bills and make any veto decisions. Also, many of the appropriations bills are not enrolled yet as they were bounced back and forth in the last hours of session. Below are some highlights of the bills with the information that I have available at this time. Things might change. I hope to have a more complete breakdown once bills are enrolled and the Governor has taken his action on the bills.
Dept. of Education
- $11.5 million for voluntary preschool program new grants
Office of Empowerment
- $7,477,675 is appropriated into the school ready children grants account
- $2,575,575 for quality of early care programs
- $8,772,150 is appropriated for the preschool tuition assistance and supportive services
- $15,214,551 is appropriated for family support services and parent education programs
- $2,000,000 from the First Years First account is to be allocated to the general aid categorical funding
- $916,700 is allocated for professional development for the early care, health and education system
HF 811 (HHS approps):
Office of Empowerment (from DHS)
- $7,350,000 is appropriated for the early childhood grants program (significant to note that no cut was experienced in this particular line item)
- $1,097,084 is allocated for professional development for the early care, health and education
- $770,226 for HOPES grants
- $90,000 for a child vision screening program implemented through the university of Iowa hospitals and clinics in collaboration with community empowerment areas
Public Health
- $176,542 for grants to individual patients who have phenylketonuria (PKU) to assist with the costs of necessary special foods
- $159,603 to address the healthy mental development of children from birth through five years
- $190,328 shall be used to provide audiological services and hearing aids for children
- $383,271 for child health specialty clinics
- Child Death Review Team - moved to the office of the Medical Examiner (was an independent office in Public Health)
Human Services
- $37,799,472 for child care assistance
$1,536,181 is allocated for child care quality improvement. NEW LANGUAGE - The department shall revise the achievement bonus provisions under the voluntary quality rating system to provide that the bonus amount paid for a provider renewing a rating at levels 2 through 4 in years subsequent to the initial rating shall not be more than 50 percent of the amount of the initial bonus award. For providers who renew at a lower rating level than previously awarded, the achievement bonus amount shall not be more than 50 percent of the award amount for the lower rating level
- $14,629,830 for hawk-i
SF 389 (health care coverage):
- Make hawk-i creditable coverage
- Allow for the use of one pay stub as verification of income for Medicaid and hawk-i
- Allow for the averaging of three years of income for self-employed people to establish eligibility for Medicaid and hawk-i
- Extend the period of renewal by Medicaid members by mailing the renewal form on the first day of the month prior to the month of renewal
- It allows for reimbursement for translation and interpretation services under Medicaid and hawk-i
- Creates a dental-only option in hawk-i for children who have medical but not dental coverage.
SF 478 (standings bill):
- Child Care licensure - DHS shall implement a regulatory fee for licensure of child care facilities. The fee requirements shall provide for tiered amounts based upon a child care facility's capacity and a child development home's regulatory category at the time of licensure. Also requires federal background checks.
- Research Activities Credit - Dept of Revenue will report annually on the usage of this credit on those who claim $500,000 or more.
- At risk children grants -$ 11,493,891 (Shared Visions Preschool program and 0-3 parent support program included in this amount)
HF 820 - (Federal Block Grant) - this is the bill that has the language for use of the economic stimulus money.
- $2,365,556 of the $18 million from the ARRA child care development block grant is transferred to the early childhood programs grant account in the Iowa empowerment fund for child care scholarships for families from 145% to 185% poverty.
The above provides you with a list of some of the items that relate to the three priority areas of Every Child Counts which are: Early Childhood and School Readiness, Child Well-being and Development and Family Economic Success.
This was a challenging year because of the recession and the natural disasters. Our Governor and Legislative leaders accomplished a lot, but they also left some work unfinished. Items such as federal deductibility, predatory lending, mental health parity and transparency will need to be addressed next year.
I hope to have a more detailed account of the session to you in the next couple of weeks.

Early Childhood and School Readiness
HF 562 - STATE CHILD CARE ADVISORY COUNCIL -Requires one of the seven members of the Council on Human Services to be a member of the Child Care Advisory Council. Makes changes to the membership on the council, including that a slot for an unregistered child care home provider be for a "family, friend, and neighbor child care" provider. Identifies four additional slots for the advisory council (business, from nominees by the Chamber of Commerce executives, community empowerment office, and Iowa after-school alliance, the statewide preschool program for four-year-old children). Allows the council to advise the DHS on additional matters, including the federal Child Care and Development Block Grant and other funding sources. Requires the DHS to give the council various financial information. Requires the council to make reports to the DHS and the Governor. Introduced by Representative Petersen, et al. Passed House on 3/19. - Passed Senate Human Resources Committee on 3/25. Passed Senate 49- 0 with amendment. Placed on House calendar under unfinished business on 4/9. UPDATE - House concurred with Senate amendment. Passed House 89-0 on 4/21. Off to see the Governor.
HF 754 - An Act relating to regulation of child care by the department of human services by providing for licensing of child development homes, establishing a regulatory fee and appropriating the fee proceeds, making penalties applicable, and providing effective dates. Subcommittee, Mascher, Petersen and Soderberg. Passed Human Resources Committee. Referred to Appropriations Committee. UPDATE - bill language in SF 478 in DIVISION XVII, page 81 line 32.
HF 739 - An Act providing for a state research and development prekindergarten through grade twelve school. Passed out of Education Committee on 3/11. Referred to Appropriations. Subcommittee, Cohoon, Huseman, and Wenthe. UPDATE - Bill language and appropriation in SF 470.
SF 470 - bill for an act relating to the funding of, the operation of, and appropriation of moneys to the college student aid commission, the department for the blind, the department of education, and the state board of regents, providing for related matters, and providing effective dates. UPDATE - Conference committee report approved and passed by both Chambers.
Child Well-being and Development
SF 389- An Act relating to health care, health care providers, and health care coverage, providing for appropriations, providing penalties, and providing retroactive and other effective dates. Has many divisions. The purpose of the chapter is to ensure that all children and all other Iowans in the state have affordable, quality health care coverage, and to decrease health care costs and health care coverage costs. UPDATE- Conference Committee report approved by both Houses.
HF 811 - An Act relating to and making appropriations for health and human services and including other related provisions and appropriations, providing penalties, making penalties applicable and providing effective, retroactive, and applicability date provisions. UPDATE - Passed both Houses. Off to see the Governor.
Family Economic Success
SF 478 - An Act relating to state and local finances by providing for funding of property tax credits and reimbursements, by making, increasing, and reducing appropriations, providing for salaries and compensation of state employees, providing for matters relating to tax credits, providing for fees and penalties, and providing for properly related matters. UPDATE - Passed both Chambers. Other Bills of Interest
HF 815 - An Act relating to articulation agreements between public postsecondary institutions and to the dissemination of articulation information. UPDATE - Passed both Chambers.
Bills Signed by the Governor
An Act relating to disaster assistance by providing a jumpstart housing assistance program, disaster aid individual assistance grants, and community disaster grants, making appropriations, and providing effective and retroactive applicability dates. Signed by Governor Culver on 2/2.
SF 101- Establishing a shaken baby syndrome prevention program in the department of public health. Signed by Governor on 3/5.
HF 315 - A bill for an act creating an Iowa collaboration for youth development council and state of Iowa youth advisory council in the department of human rights. Signed by Governor on 4/9.
HF 672 - An Act relating to individual development accounts available to certain persons with low income and providing effective and applicability date provisions. Passed House. Signed by Governor on 4/17.
SF 137 - An Act providing that wage discrimination is an unfair employment practice under the Iowa civil rights Act and providing an enhanced remedy. House passed but with an amendment so it will have to return to the Senate. Signed by Governor on 4/28. |
