It was another semi quiet week for the Legislature.  The House and Senate cancelled all Committee meetings on Wednesday so they could attend the funeral of former Senator Mary Lundby.  On Tuesday, the House cancelled all Committee meetings and the Senate cancelled most Committees so those who wanted to watch the inauguration events could do so. 
 
The budget sub-committees started their meetings on Thursday morning.  We look forward to a busy week next week.

State Senator Jack Hatch of Des Moines testified on Thursday morning before the U.S. Senate Health, Education, Labor and Pensions Committee at a hearing on the "What States Are Doing to Keep us Healthy."  Hatch, who serves as Chair of the Iowa State Senate Health and Human Services Appropriations Subcommittee, focused his testimony on the positive effects of health care reforms passed by the Iowa Legislature during the 2008 session.  
 
Hatch was invited to testify by U.S. Senator Tom Harkin of Iowa, a member of the U.S. Senate Committee.
 
In addition to Senator Hatch, others scheduled to testify were:
·        Jonathan Fielding, M.D., M.P.H., Director and Health Officer, County of Los Angeles Public Health;
·        Bill Emmet, Director, Campaign for Mental Health Reform, Washington, D.C.; and
·        Allen Dobson Jr., M.D., Assistant Secretary for Health Policy and Medical Assistance, North Carolina Department of Health and Human Services.
 
The Committee met in open session at 10:00 a.m. Thursday, January 22, in Room 430 of the Dirksen Senate Office Building in Washington, D.C.

SF 8 - Act relating to transportation provided to children attending
a preschool program administered by a community empowerment
area.  Referred to Education.  Subcommittee, Appel, Feenstra, and Sodders.
 
SF 6 - This bill lowers the compulsory school attendance age from age six to age five. The bill makes a number of conforming changes, including the elimination of language establishing the conditions under which a child may be admitted to kindergarten and first grade in a public school. The bill retains language authorizing a school board to exclude a child under six from school if the board determines the child is unable to benefit from instruction.With the lowering of the compulsory attendance age, the bill also requires the Iowa department of public health to implement the requirement that children receive a blood lead test prior to the age of five, rather than six and that the parent or guardian of a child enrolled in elementary school provide evidence to the school district that the child, prior to the age of five rather than six, had a dental screening. The requirement that children receive the test before the time of enrollment remains unchanged.  Introduced, referred to Education. Subcommittee, Heckroth, McKinley, and Sodders met on 1/20.

HSB 6 - A study bill for requiring health insurance coverage for costs relating to mental health conditions, including alcohol or substance abuse treatment services, and creating a mental health insurance advisory committee. 1-14-09 Subcommittee assigned, Wessel-Kroeschell, Hunter, and Upmeyer. 1-15-09 Subcommittee reassigned, Wessel-Kroeschell, Hunter, and Schulte. H.J. 86. Subcommittee moved bill to full Committee.

Legislative Community Forums
Please take the time to attend a community forum in your area.  Legislators hold these forums during the legislative session so they can hear from their constituents back home.  They realize that it isn't always feasible to travel to the State Capitol to visit with them, so they want you to share your thoughts and views on issues during these forums.  It is a great opportunity to get to know them and hear their views on issues, also.
