starsSTARS News Transit Master Plan

Saginaw Transit Authority Regional Services

Formed in 1994, the Saginaw Transit Authority Regional Services (STARS) provides public transportation within the City of Saginaw and Buena Vista, Saginaw, and Kochville Townships. STARS currently operates 58 vehicles, providing over one million passenger trips annually. STARS is committed to understanding how our community's evolving transit needs can be better served now and into the future.

STARS is creating a new transit master plan in order to anticipate how transit can support the variety of changes taking place in the region, such as the area's emergence as a regional health care center, increasing college enrollment, and changes in the population and employment patterns.

"We understand in these tough economic times, improved transit options can be a key tool in helping people reduce costs, leaving more to spend on other necessities," says Sylvester Payne, STARS General Manager. "From a broader perspective, transit can also be an important part of the region's efforts toward economic recovery, helping serve as a catalyst for new housing and the resurgence of key commercial areas."

The transit master plan is intended to provide a 25-year vision for public transportation in Saginaw County, including the current service area, the County overall, and possibly other nearby places outside the county. For more information on the project, please visit the transit master plan website at www.starstmp.com, call 989-907-4032, or e-mail STARS

New Saginaw Apartments Support Independent Living For People With Disabilities

SVRC Apartments

Thanks to the efforts of a group of community partners, people with disabilities in the Saginaw area will have a new opportunity to learn independent living skills in their own homes with the recent dedication of the SVRC Apartments.

Developed by SVRC Industries, a United Way member agency,  and the Saginaw Intermediate School District with the cooperation of a number of other partners, the apartments will offer transitional living opportunities for young adults with disabilities.

"This is the realization of a twenty-year dream for us," says SVRC President and CEO Tom Holmes.  "This facility will provide a supported educational environment for people with disabilities as they learn to transition into independent living in the community."

The complex contains five apartments and will house eight residents and a residential adviser, Holmes said, but it's not meant for lifelong living. "Most of the residents here will be between the ages of 20 and 26 and they'll live here for 18 months or less."  By that time, said Holmes, they should have the independent living skills they need, but will get continued support from the Saginaw ISD.

"This is a perfect way for our adult students to learn how to live life outside of a school setting," added Dr. Richard Syrek, Saginaw ISD Superintendent.  "They're still in school, but living as they would on their own. We see this as the place where they have the means to get to an end, and that end is independence."

rankedMichigan Ranked 3rd Nationally in Medicaid Disability Services

Medicaid

According to United Cerebral Palsy, Michigan ranks third in providing Medicaid services for people with intellectual and developmental disabilities.  The analysis compares services offered across the country, giving preference to states where more individuals are served in the community as opposed to institutions.

Vermont, Arizona, Michigan, New Hampshire and California fare best in the ranking. Meanwhile, the District of Columbia, Illinois, Texas, Arkansas and Mississippi round out the bottom of the list.

However, the report authors caution that no state is perfect, writing "although some states rank better than others, every state has room for improvement."

As in previous years, states at the top of the ranking do not fit one profile. They are both large and small, wealthy and poor. Moreover, they have varying tax structures and differ significantly in the amount they spend on Medicaid home and community-based services waivers.

Since last year's report, more than 2,000 Americans with disabilities moved out of institutional settings and into the community, according to the most recently available data, much of which is from 2009. And, Michigan became the tenth state to have no large institutions.
