Governor McDonnell Appoints Statewide Re-Entry Coordinator
Daily Press 1As part of his pledge to make prisoner re-entry a priority in his Administration, Governor Bob McDonnell has appointed Banci Tewolde as Virginia's first statewide prisoner re-entry coordinator. Ms. Tewolde will be responsible for working across secretariats, with state agencies, local federal and private partners, as well as faith-based and non-profit organizations, to develop and implement a comprehensive plan for prisoner re-entry in Virginia.

Many people released from jail and prison are at risk of homelessness, which can increase the likelihood that they will commit new crimes and return to jail or prison. VCEH looks forward to working with the Administration on prisoner re-entry initiatives.

Provide Input on State Study on Veteran Homelessness
Daily Press 1You can provide input directly to JLARC (Joint Legislative Audit and Review Commission) on ways the state can reduce homelessness among veterans by sending your comments, concerns, best practices, and / or strategies for reducing homelessness to veteranhomelessness@jlarc.virginia.gov

VCEH strongly supports this study as it will provide critical information on both homelessness among veterans and homelessness among all populations.
Preliminary Analysis of State Budget Impact on Homelessness
VA State CapitolThe General Assembly finished its legislative session with, among many other things, passage of a final state budget.

VCEH is still combing through the budget to identify the impact on homeless programs and homelessness in general. We will provide a final update shortly.

Our *preliminary analysis* shows that in fiscal year 2011, the Homeless Intervention Program will be reduced by $1 million (a 20 percent reduction), the State Shelter Grant will be level funded, and the Child Services Coordinator Grant will be reduced by 50 percent.

VCEH expressed concern during the budget process on budget cuts to other critical services including mental health and substance abuse treatment, social services, case management, job training -- these programs often serve to prevent homelessness. The impact of these cuts on homelessness is likely to contribute to increases in homelessness.
VCEH Invited to Comment on Federal Strategic Plan on Homelessness
VCEH was invited to participate in an expert panel for the Federal Strategic Plan Families with Children Workgroup for the U.S. Interagency Council on Homelessness (USICH.) The USICH is coordinating the development of the federal government's plan to prevent and end homelessness which must be completed by May 2010. USICH has collected input from various workgroups and input sessions.

Vote on Your Priorities for the Federal Homelessness Plan
The U.S. Interagency Council on Homelessness launched an interactive website to collect ideas for the development of the federal strategic plan on homelessness due to Congress in May 2010. Explore each of the forums and submit your own ideas and vote. The purpose of the plan is to ensure that no one experiences homelessness; no one should be without a safe, stable place to call home.

The site closes Monday March 22.
