The Congregation Council, in accordance with the constitution of Resurrection Lutheran Church (RLC), shall be responsible for maintaining and protecting RLC property and managing its business and fiscal affairs.
As an aid to carrying out that responsibility, an audit team was established, in accordance with the RLC constitution, to perform a periodic audit/independent evaluation of the finance reports, records, internal controls, and processes of the RLC, to determine the reliability of the financial reporting, how assets are safeguarded, and to determine that the congregation is complying with the constitution, bylaws, and established policies and procedures.
The basis of the audit was The Evangelical Lutheran Church in America Congregation Audit Guide. The period audited was Fiscal Year 2010/2011 (July 1, 2010 - June 30, 2011).
The audit took place over a period of several months and concluded with the submission of the final report to the Congregation Council in February of this year. Many of the recommendations were concerned with updating or creating new policies and ensuring the constitution and bylaws were current and reflected current processes and procedures. Some recommendations also addressed policies and processes for handling of various funds to ensure fiscal responsibility by all organizations in the church. It should be noted that the audit team found no evidence of fraud or abuse in the use of RLC's funds and, in every case, it was determined that the verified figures accurately reflected the true financial transactions stated in the various reports.
For the most part, the report was positive and paid tribute to the many faithful members who volunteer their time, talents, and expertise to perform the vital financial functions to ensure that the business operations of the congregation are successfully accomplished on a routine basis.
The Congregation Council is currently reviewing and acting upon the recommendations found in the report. The Council deeply appreciates the hard work of the Audit Committee composed of Tammy Banks-Campbell, Warren Lee, Stephen Meyer, and Paul Niemi.
