Fresno Metro Black Chamber of Commerce E-Newsletter
April 2010
 Greetings!

During the Chamber's first Power Breakfast, Judge Glenda Allen-Hill swore in members of the newly established Fresno Metro Black Chamber of Commerce. This act sealed the merger and relaunch of the Chamber that is full of hope and ambition while focusing to make the African-American business community vibrant and bridging the gap between the mainstream and the African-American consumer base.

Aubry Stone, president of the California Black Chamber of Commerce took time from preparing for this week's African-American Leadership Weekendto come support the momentous occasion. He encouraged the business community to continue to support the Chamber, shared about the value of organizing small businesses , and why this is a period of opportunities.

We, the board and members, believe that we are better together.

Small businesses notified about
health care tax credits

WASHINGTON. The Internal Revenue Service this week began mailing postcards to more than four million small businesses and tax-exempt organizations to make them aware of the benefits of the recently enacted small business health care tax credit.

Included in the Patient Protection and Affordable Care Act approved by Congress last month and signed into law by President Obama, the credit is one of the first health care reform provisions to go into effect. The credit, which takes effect this year, is designed to encourage small employers to offer health insurance coverage for the first time or maintain coverage they already have.

"We want to make sure small employers across the nation realize that -- effective this tax year -- they may be eligible for a valuable new tax credit. Our postcard mailing -- which is targeted at small employers -- is intended to get the attention of small employers and encourage them to find out more," IRS Commissioner Doug Shulman said. "We urge every small employer to take advantage of this credit if they qualify."

In general, the credit is available to small employers that pay at least half the cost of single coverage for their employees in 2010. The credit is specifically targeted to help small businesses and tax-exempt organizations that primarily employ low- and moderate-income workers.

For tax years 2010 to 2013, the maximum credit is 35 percent of premiums paid by eligible small business employers and 25 percent of premiums paid by eligible employers that are tax-exempt organizations. The maximum credit goes to smaller employers -- those with 10 or fewer full-time equivalent (FTE) employees -- paying annual average wages of $25,000 or less. Because the eligibility rules are based in part on the number of FTEs, not the number of employees, businesses that use part-time help may qualify even if they employ more than 25 individuals. The credit is completely phased out for employers that have 25 FTEs or more or that pay average wages of $50,000 per year or more.

Eligible small businesses can claim the credit as part of the general business credit starting with the 2010 income tax return they file in 2011. For tax-exempt organizations, the IRS will provide further information on how to claim the credit.

If you're self-employed or own a small business and you haven't established a retirement savings plan, what are you waiting for? A retirement plan can help you and your employees save for the future. And you'll be in good company--over 1 million small businesses with 100 or fewer employees currently offer workplace retirement savings plans.

Types of plans
Retirement plans are usually either IRA-based (like SEPs and
SIMPLE IRAs) or "qualified" (like 401(k)s, profit-sharing plans,
and defined benefit plans). Qualified plans are generally more
complicated and expensive to maintain than IRA-based plans
because they have to comply with specific Internal Revenue
Code and ERISA (the Employee Retirement Income Security
Act of 1974) requirements in order to qualify for their tax benefits.
Also, qualified plan assets must be held either in trust or
by an insurance company. With IRA-based plans, your employees
own (i.e., "vest" in) your contributions immediately.
With qualified plans, you can generally require that your employees work a certain numbers of years before they vest.

Which plan is right for your business?
With a dizzying array of retirement plans to choose from, each
with unique advantages and disadvantages, you'll need to
clearly define your goals before attempting to choose a plan.
