| CAP Opposes Proposition 23 | AB 32 protects health and the economy
The Cleaner Air Partnership (CAP) has worked for more than two decades to help the Sacramento Region meet clean air standards that protect health and promote economic growth. AB 32, California's Global Warming Solutions Act, supports both of these goals. Proposition 23 would suspend AB 32 until the California unemployment rate is 5.5% or less for four consecutive calendar quarters. In today's economy, businesses need stability in the regulatory environment, therefore CAP believes we ought to stay the course and oppose Proposition 23.
"The Sacramento Region in particular and California in general have been known for progressive policies that sustain and enhance our environment. We also know that these policies are good for business in the new economy. Proposition 23 is a misguided, reactionary attempt to stop the clock and go back to wasteful practices that threaten our well-being," said Tom Stallard, Chair of the Cleaner Air Partnership. "Whether one embraces climate change or not, we should all be living more thoughtfully, considerately and less wastefully. Policies in place under AB 32, however imperfect, are still helping us all-and business-find new ways of doing things. Proposition 23, if successful, will strand millions of dollars in investment business has made in the new economy taking away the jobs that have come and continue to come with these new opportunities."
According to Next 10, the Sacramento Region has demonstrated leadership in the green job sector, with 87% job growth. They also found the green economy has been adding jobs at a rate of 5% while the statewide economy lost 1% of its jobs. As one of California's most rapidly growing economic sectors, clean-technology represents an opportunity for economic development while decreasing air pollution and the associated negative impacts to public health.
Air pollution is a threat to public health, increasing rates of asthma and premature deaths, including the Sacramento Region, which is ranked as having some of the worst air quality in the nation. We owe it to our children and future generations to clean the air.

| Register Now - MTP Fall Workshops | Public workshops to inform community transportation
The Metropolitan Transportation Plan for 2035 (MTP2035), originally approved in 2008, is a 28-year plan for transportation improvements in our six-county region based on projections for growth in population, housing and jobs. The MTP is key to the quality of life and economic health of our region. The MTP2035 is the first MTP for the Sacramento region to pro-actively link land use, air quality, and transportation needs.
The Sacramento Area Council of Governments (SACOG) is currently leading an update process that will take into account funding impacts from the downturn in the economy and SB 375, which calls for regional transportation plans in the state to create a Sustainable Communities Strategy to address greenhouse gas emissions from cars and light duty trucks.
Through the MTP workshops, residents help shape how money is spent on public transit, bicycle and pedestrian, community and road improvements. Workshops will run October 13-28 in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. Everyone is encouraged to attend; no previous meeting participation or transportation planning experience is needed. The workshops are FREE and food will be provided. | CAPCOA Releases Publication at Climate Change Forum | New publication to help planners quantify greenhouse gas emission reductions
The California Air Pollution Control Officers Association (CAPCOA) recently hosted a Climate Change Forum in San Francisco. The Forum provided an overview of the current landscape and examined topics related to the impacts climate change has on the environment, energy and the economy.
Speakers noted the complexities associated with addressing climate change and improving air quality, and emphasized the importance of partnerships, effective land-use planning, and the need for innovative financing. Participants were encouraged to take action at the local level to "bend the curve" and reduce the rates of greenhouse gas emissions.
Also at the forum, CAPCOA released their most recent publication, Quantifying Greenhouse Gas Mitigation Measures: A Resource for Local Government to Assess Emission Reductions from Greenhouse Gas Mitigation Measures, which aims to help communities better understand how to respond to greenhouse gas emissions in the California Environmental Quality Act (CEQA) requirements. This report provides both an overview of key concepts related to reducing greenhouse gas emissions, as well as a technical summary of how to quantify mitigation strategies.
