Greetings!
The GCA has had a busy summer so far, and slowing down is not in sight! We continue to support the Greenwise Initiative, have begun convening the Sacramento Green Building Task Force, and have been in collaboration with our partners to create strategies for economic and workforce development in the region.
July has been marked by exciting news and challenges alike. We are thrilled about the announcement of the Governors' Global Climate Summit at UC Davis. GCA partners are working hard to address the recent challenges facing Property Assessed Clean Energy programs.

Governors' Global Climate Summit at UC Davis

| Governor Schwarzenegger has announced the Mondavi Center at UC Davis as the location of the third annual Governors' Global Climate Summit. This will be the first time the summit is held in Northern California, thus the event will provide a great opportunity for our region to shine.
Mondavi Center  | In the past, the Global Climate Summit has focused on reducing emissions, growing green economies, and engaging in collaborative goal setting. Last year attendees represented over 70 states, provinces and countries, becoming the largest gathering of regional leaders focused on climate change. As UC Davis Chancellor Linda Katehi
notes, "We are the destination and model for sustainable change in our
region, our nation and throughout the world." The summit will take place November 15 - 18.

What's Going on with PACE?

On July 6, the Federal Housing Finance Agency (FHFA) issued a statement citing that senior PACE liens are in violation of their standard mortgage contracts- which account for over 50% of mortgages in the nation. In result, most PACE programs, including the two locally, have been placed on hold.
CaliforniaFIRST (Sacramento and Yolo Counties) and Placer's
mPower program have joined nationwide efforts led by advocacy focused PaceNow.org to resolve the FHFA issues. Yesterday, California Attorney General Jerry Brown filed a lawsuit against the FHFA since the agencies' actions have put over $100 million in stimulus funds at risk.
Property Assessed Clean Energy (PACE) programs in over 20
states nationwide have enabled homeowners to complete energy efficiency
upgrades on their homes through tax-assessed financing. Local PACE
programs include Sacramento and Yolo Counties' joint effort in the CaliforniaFIRST program, which is still in the
planning stages, and Placer's mPower program.

GCA in Comstock's Magazine

| This month's issue of Comstock's magazine features an editorial entitled "Creating an emerald valley" written by Publisher Winnie Comstock-Carlson. The article discusses Sacramento Mayor Johnson's Greenwise initiative, noting that "it could not have come at a more opportune time." She also cites the Green Capital Alliance, and our work over the past three years to build the region's green sector and to attract investments into local projects.
