Greetings!
This is my last month with the Green Capital Alliance -- I'm excited to say that Kristine Mazzei will return from maternity leave in November, and it will be wonderful to have her back at the helm. I have completely and thoroughly enjoyed my four months with GCA, and thank you all for the experience and your support. GCA is a model of partnership and collaboration, and I look forward to remaining part of the community.

Update: AB 811 Programs Moving Ahead Quickly
| Since July, GCA has been facilitating a regional AB 811 Working Group focused on bringing AB 811-type property-tax-based financing programs to the Sacramento region. Interest in AB 811 has grown quickly throughout the region:
- On September 29, both the City and County of Sacramento approved the first step of setting up an AB 811 programs, when the City Council and Board of Supervisors each voted in favor of a Resolution of Intent. A public hearing will precede the final vote, which would commit to a program launch. That hearing is targeted for early January 2010.
- On October 6, Placer County's Board of Supervisors approved moving forward. They will vote in early November on a Resolution of Intent, and in early December will hold a public hearing and make their final vote.
- The Sacramento Business Journal wrote about efforts in both Sacramento and Placer in mid-September.
- The Sacramento Bee also covered the issue, with an editorial and news story.
Because AB 811 programs are such a new concept, GCA staff has been actively reaching out to both local government and the private sector across the region to provide information about how (and why) such programs work, and to answer questions. In this, we've had tremendous support in this from a new GCA partner, ICF Jones & Stokes, who designed and created for us an informational brochure designed to convey to local jurisdictions the benefits of a regional AB 811 program.
In addition, the Center for Strategic Economic Research performed an economic impact analysis of an AB 811 program in the region, concluding that the work associated with residential property improvements and additions in the proposed AB 811-related program could support a total of approximately 710 jobs, $171 million of output, and $30 million of employee compensation.
And our third major private sector partner to the AB 811 Working Group is Downey Brand, which provided legal opinions on a number of legal questions or concerns about the program.
Partners such as these demonstrate the capabilities that Green Capital Alliance can bring to bear, and the commitment of the region to the GCA mission.

Sacramento ranked among top ten in national sustainable cities list

The Natural Resources Defense Council (NRDC), a nonpartisan non-profit working to establish environmental sustainability, has ranked Sacramento in their top ten Smarter Cities list.
Ranked number seven overall among large U.S. cities, Sacramento scored highest in the category of environmental standards and participation, and scored high in energy production/conservation and green building.
The NRDC Smarter City project credits Sacramento for "working to lead by example in the state's push to lower energy
emissions, conserve resources and create healthier urban environments," and emphasizes that the collaborative regional efforts of the Sacramento Area Council of
Governments Metropolitan Transportation Plan and corresponding Blueprint vision for the Sacramento region promote mixed-use development, improved transit and air
quality, and compact growth.

Green Capital Alliance partner SARTA is moving to a new location in Sacramento

The Sacramento Area Regional Technology Alliance (SARTA) is moving its offices to a great new building at 3801 Power Inn Road in Sacramento's clean tech zone. At the new location, SARTA is launching the Sacramento Venture Lab, funded by a grant from the Sacramento Employment and Training Agency (SETA). The new location offers space for early stage technology companies to co-locate in the building at discounted rates. Stay tuned for information about SARTA's open house! www.sarta.org
