More Walgreens Permits up in Marion County
Communities on the Northeastside of Indianapolis are up next for new Walgreens alcohol permits to be heard by the Marion County board.
For those who attended the last local hearing (which was televised), you will recall it was a bludgeoning of remonstrators-including MCANA and Drug Free Marion County.
Regardless of what issues were raised, including distance from churches and schools to crime, they were largely ignored and dismissed by the board.
A total of 29 new permit applications were filed by Walgreens for locations in Marion County; second in number only to Lake County.
Monday's hearing will likely to be more of the same, even though some city-county councilors have been discussing neighborhood objections to new permits with their constituents.
Project RAD met recently with City-County Councilman Ben Hunter (also a law enforcement officer and public safety director at Butler University). Hunter described alcohol permit saturation as a "livability" test for any city. He represents Irvington, where the community also opposes the construction of a new Walgreens in the area.
The next hearing for Walgreens permits is scheduled:
Monday, August 2
City-County Building
Room 260
9:30 AM
Remonstrators need to check in at the start of the hearing.
Permit locations up for a vote include:
5460 East Washington Street
3003 Kessler Boulevard North Drive
9050 East 38th Street
1505 East 86th Street
Several more Walgreens permit applications are likely to be delayed due to zoning issues that remain unresolved. |

The Floodgate: Gas Station Permits now on file with ATC
Now that Walgreens and Kroger Co. are leading the charge on new alcohol permits and changes to Indiana law, it was only a matter of time before gas stations did the same.
As of this writing, we were alerted that at least FIVE Circle K gas stations have renewed their desire to also stock and sell alcohol and are seeking permits.
MCANA has filed a public records request on the following permits and locations:
DL49-23916 4054 East Southport Road
DL49-24024 2540 North High School Road
DL49-24026 2610 North High School Road
DL49-24031 3748 North High School Road
DL49-24042 4221 South Emerson Avenue
A tentative public hearing is set on those permits for September 7. |

Studies and Resources on Alcohol Outlet Density
Alcohol outlet density is a reason for local communities and businesses to object to the granting of new permits in Indiana. Here's a list of scientific studies on the issue that might interest you (thanks to the Campaign for a Health Alcohol Marketplace for compiling):

24-Hour Liquor Sales Considered for Chicago's O'Hare and Midway
The Chicago City Council is considering a plan to allow around-the-clock alcohol sales from pushcarts and restaurants at O'Hare International and Midway airports.
Despite initial objections by several council members, the measure was cleared Tuesday at a joint meeting of the council's Aviation and Licensing committees, with only one alderman voting against it.
City Aviation Commissioner Rosemarie Andolino says 24-hour-a day carts selling beer and wine would help O'Hare offer passengers the amenities they expect at a world-class airport.
Only restaurants with liquor licenses at the airports could apply to operate pushcarts, which would be located only beyond the security checkpoints at passenger terminals. The proposal would allow 12 pushcarts at O'Hare and five at Midway.
There are currently 32 restaurants with liquor licenses at O'Hare, and 11 at Midway. |

Commissioners Approve Sunday Alcohol Sales in Madison (SD)
Madison businesses that sell packaged alcohol now have the ability to sell on Sundays.
City commissioners unanimously approved allowing off-sale alcohol retailers to sell on Sunday and Memorial Day. The off-sale license holders are still prohibited from selling distilled spirits or wine between 2-7 a.m. and at any time on Christmas Day.
Mayor Gene Hexom told the commissioners that he had not received any "expressions of concern" about the change in municipal liquor laws.
The commissioners approved another change during the second reading of the off-sale ordinance; a revision that allows off-sale license holders the opportunity to offer free samples of wine, liquors and cordials to customers.
Even without the restrictions on free alcohol samples, Commissioner Dick Ericsson noted that state laws will still regulate how retailers offer any free samples to customers. |

Snellville (GA) Residents and Mayor Toast Sunday Sales
"How about a nice cold glass of freedom?" said Grant Mackay, 44, of Loganville. "It's Sunday and we're drinking beer in Snellville."
Mayor Jerry Oberholtzer led the champagne toast at 3:30 p.m. before a crowd of residents, politicians and business professionals.
"Now when we buy a beer, it's money that goes to the bottom line for restaurants like Mellow Mushroom," Oberholtzer told The Atlanta Journal-Constitution. "This will make our businesses stronger."
By a two-to-one margin residents voted to end the city's prohibition on Sunday alcohol sales at restaurants.
The vote capped years of political infighting, legal battles and ill will that stemmed, in part, from a 2004 alcohol referendum, which prompted city leaders to allow alcohol to flow every day but Sunday.
The referendum vote opened the tap immediately for seven restaurants whose Sunday beer and wine licenses were voided by a judge in January -- after the city approved Sunday sales by council vote, rather than through a referendum. Restaurants that want to serve distilled drinks on Sundays will have to wait a few weeks. |

Buzzed Driving is Drunk Driving
The National Highway Traffic Safety Administration with the help of the Ad Council has launched a drunk driving education initiative online called "Buzzed Driving."
Here's the lead to the Web page:
Buzzed driving is drunk driving. Getting behind the wheel after even just one too many drinks can lead to disaster. Show your support to end buzzed driving by pledging to make good decisions by not driving under the influence of alcohol. Take the time to share the pledge with others and with your help, we can end buzzed driving.
The initiative is also on Facebook and Twitter.
Something to remind everyone about with each event that sells alcohol:
Here is a sample Tweet from the campaign: More than 1,000 young #people (0-18) die EACH YEAR in #alcohol related crashes. #buzzeddriving #dui #family #parents
What is impaired driving? Impaired driving can be defined as a reduction in the performance of critical driving tasks due to the effects of alcohol or other drugs. It is a serious crime that kills every 30 minutes.
