What is Early Start?
Early Start is what California named the system of providing early intervention services to infants and toddlers birth -2.9. Regional Centers and Education settings have a role to play in serving infants and toddlers and their families. Regional Centers have expertise in serving people with developmental disabilities and there are education specialists who specialize in low incidence disabilities, such as deaf and hard of hearing, blind and vision impaired and orthopedic impairments. Family Resource Center programs, like Rowell Family Empowerment are also funded by Early Start to serve all families of children with disabilities ages birth-3. We offer parent-to-parent support, training opportunities designed for parents of children birth-3, a lending library with books and videos, and wonderful information to help you along your journey. If you or someone you know has a baby with a disability or is wondering if their baby might need extra help please tell them about Rowell Family Empowerment and assure them we are here to listen and support them. They can call us 530-226-5129 or visit our website for more information. We look forward to hearing from you!
New Rules will Help People with Disabilities Live in Their Communities.
On April 15, the U.S. Department of Health and Human Services announced a new initiative that will give all states more flexibility to provide home and community-based services for more people with disabilities. These proposed rules give states new flexibility for their programs to help people with disabilities choose to live in their communities rather than in institutions. They will also allow individuals to participate in the design of their own services and supports, such as personal care.
