U.S. Construction Spending Begins Slow Build

Following steep declines last year, U.S. construction spending is projected to increase slightly in 2010, according to Fitch Ratings in a new report. In particular, U.S. public construction expenditures should continue exhibiting mild growth in 2010 thanks in part to federal stimulus spending. Residential construction spending should also mildly improve this year from depressed levels in 2009. However, ongoing pressure in the commercial real estate sector means spending on commercial projects will remain weak.

California's Latest Gold Rush: Solar Projects

Time is running short for several dozen green-energy projects in California. Ground must be broken on them before year's end to get federal stimulus funds worth 30% of the projects' cost. The sheer number and size of the California projects, including a dozen huge solar farms, is stressing both agencies and stakeholders. If all are built, the 49 projects seeking stimulus funding would generate 10,000 construction jobs, 2,200 operational jobs and up to $30 billion in investment, including up to $10 billion in federal stimulus dollars.

AGC: Final PLA Rule Gives Agencies Broad Discretion

The final rule implementing Executive Order 13502 on the use of project labor agreements (PLAs) on federal construction projects, gives contracting agencies broad discretion to determine whether to impose a PLA mandate on a project, when the PLA should be executed, and what terms the PLA will contain, says the AGC.

Contractor Comedy 
Fixing Fences
Three contractors were touring the White House on the same day.

One was from New York, another from Missouri, and the third from Florida. At the end of the tour, the guard asked them what they did for a living. When they each replied that they were contractors, the guard said, "Hey we need one of the rear fences redone. Why don't you guys take a look at it and give me your bids."


First the Florida contractor took out his tape measure and pencils, did some measuring and said, "I figure the job will run about $900 - $400 for materials, $400 for my crew, and $100 profit for me."

Next was the Missouri contractor. He also took out his tape measure and pencil, did some quick calculations and said, "Looks like I can do this job for $700 - $300 for materials, $300 for my crew, and $100 profit for me."

Finally, the guard asks the New York contractor for his bid. Without batting an eye, the contractor says, "$2700."


The guard, incredulous, looks at him and says, "You didn't even measure like the other guys! How did you come up with such a high figure?"

"Easy," says the contractor from New York, "$1000 for me, $1000 for you, and we hire the guy from Missouri."
