PTA finds nothing to

celebrate in state budget

Last week, the Legislature finally passed - and Gov. Arnold Schwarzenegger signed - the 2010-11 state budget. This budget set a record as the latest state budget in California history.

 

It is clear that no one who cares about the welfare and education of children can be satisfied with this budget.

 

With this budget, Proposition 98, the minimum funding guarantee for education, is suspended, and schools will receive billions less than otherwise required under the law. And once again, the budget is balanced with little in the way of new revenues, relying instead on spending reductions, anticipated federal funds and accounting gimmicks. After $17 billion in cuts to education the past few years, overall K-12 education funding will remain fairly constant from last year's funding level.  Although this budget provides an increase in funding over the Governor's May Revise proposal of $1.7 billion, or approximately $275 per pupil, all of this money is deferred into the 2011-2012 school year.

Below is a summary of key items vetoed by the Governor.

 

- $256 million from CalWORKs Stage 3 child care, which serves working families. This reduction will terminate child care for approximately 56,000 children, effective November 1, 2010.

 

- $80 million from the Child Welfare Services Program that would have fully restored the funds vetoed by the Governor as part of the July 2009 budget agreement. Together with the loss of $53 million in federal matching funds, abused and neglected children in the foster care system will face severe consequences.

 

- $5 million from the Maternal, Child and Adolescent Health Program.

 

- $133 million from county appropriations to fund mental health services for special education students.  The Governor also declared the mandate suspended and vetoed the authorization for federal IDEA funds to pass through to counties for these mental health services for students.

 

- $6.4 million in federal funds for the development and support of the California Longitudinal Pupil Data Systems (CALPADS) and the California Teachers Integration Data Systems (CALTIDES).

Using his line-item veto authority, the Governor also vetoed 23 items from the $87.5 billion budget sent to him by the Legislature.

 

California State PTA is especially angry about, and disappointed by, the Governor's veto of more than $1 billion from critical programs for children and families - after the Legislature had voted to largely protect these programs.  At a time when the children and their families need the most help, these vetoes will have a devastating impact.
