In a last minute maneuver, Harry Reid moved the vote from Saturday to Friday. The House passed the measure Tuesday night, mostly along party lines.

"The legislation conditions any increase in the $14.294 trillion debt ceiling to three conditions: 1) hundreds of billions of immediate spending cuts; 2) capping the budget to no more than 18 percent of the Gross Domestic Product (today, that would only allow a budget of $2.7 trillion, a trillion dollar cut in spending as a matter of law); and 3) passage of the Balanced Budget Amendment with severe tax and spending restrictions.

1. The Politics of Dopes
Here is the way things work in Washington.
One group in Congress comes up with a bold plan to save the country. Let's call it Cut, Cap, and Balance.
Everyone else sets out to undermine their plan. Heck, most of the rest of Congress doesn't have a plan at all - they just want to dump on the group that comes up with the plan.
Then, when the group with the plan gets close to a vote and it looks like it is going to pass, the naysayers come out with their own plan. Everyone, leadership included, says nice things about it and they all hope the group with the plan to save the country sees its momentum sucked away.
But on occasion the group with the plan succeeds in getting not just a vote, but passage.
So the plan goes to the Senate, it doesn't make it past a filibuster, and all the people who'd been piling on and trying to undermine the group says, "Well, see, you failed. Let's do our idea now."
Friends, that is how Washington works. That is how Washington has gotten us $14 trillion in debt.
See, the fault ultimately lies with the first group. "What?" you say. "But they came up with the plan. How can it be their fault?"
2. How John Boehner Might Keep Obamacare Around Forever
If the New York Times reports tonight are true, John Boehner may just be destroying any chance the Supreme Court would get rid of Obamacare and making it even more likely Obamacare will never be repealed.
Talk about negotiating with yourself. If Boehner gets what he wants - and Obama might just give it to him with enough rope to hang himself - the nation really is screwed.
3. White House and Congressional Leaders Resort to Fearmongering
If you've seen the recent Harry Potter or watched any of a host of exorcism movies, you know that right before the demon dies, he lashes out most brutally and fearfully to try to get you to give up.
We're seeing the demon of out of control government lashing out in spectacular fashion now before House Republicans kill it.
In one last spectacular bout, the White House and Congressional leaders are summoning Standards & Poor to Congress to scare the beejezus out of House Republican Freshman. They are bringing in the Grim Reaper to proclaim death if a deal is not reached.
House Republicans should first note that S&P did not see the financial crisis come and also note that the White House and Congressional leaders did the exact same thing on TARP.
Then House Republicans need to open their eyes, laugh at death, and finish the exorcism.
4. There Are No Spending Cuts Without Downsizing Government
Republicans and conservatives have correctly asserted that the federal government doesn't have a revenue problem; it has a spending problem. However, a more trenchant summation of our public policy vices would go something like this: we don't have a spending problem, per se; we have a big government problem.
While such a characterization might sound redundant, the Orwellian language used to describe spending cuts throughout the debt ceiling debate exposes a huge bifurcation between "spending cuts" and government reduction. The very same politicians who increased the debt $3.7 trillion in just two and a half years, and have condemned us to a future trajectory of $10 trillion more over the next ten years, are now tossing out spending cut bids to the tune of trillions, as if we were sitting at a Barney Frank foreclosure auction. Obama and the Democrats promote numbers like $4 trillion in cuts; no, $6 trillion; the Gangters of Six are staking their claim on $3.7 trillion. Finally, we are all told that, at the very least, there is consensus around $1.5 trillion in cuts from the Biden bunch.
So how can the very people who increased spending by trillions just last year suddenly exhibit such gaiety in cutting spending?
5. The obvious response to this would be to outlaw the American flag
Or at least that would be the response I would expect from the Left.
Yesterday the journal Psychological Science published a paper (abstract here, original here*) that demonstrates:
"the mere sight of the American flag can subtly shift their political views... towards Republicanism. It's an effect that holds in both Democrats and Republicans, it affects actual votes, and it lasts for at least 8 months."
This is a fascinating finding in and of itself, but even more so considering the other recent study that showed
"that July 4th parades energize only Republicans, turn kids into Republicans, and help to boost the GOP turnout of adults on Election Day."
So apparently, patriotism is a Republican thing. (Go ahead now, lefties, get all frothed up).

NEW YORK, July 6: The human rights organization American Freedom Defense Initiative (AFDI) will be hosting its second annual 9/11 Freedom Rally on September 11 at 3pm at Park Place and West Broadway.
Free citizens are coming from all over the U.S. to attend the rally. "It is crucial to stand for freedom on this tenth anniversary of the heinous 9/11 jihad attacks," said AFDI Executive Director Pamela Geller. "We must show the jihadists we are unbowed in the defense of freedom."
AFDI and its Stop Islamization of America (SIOA) program are encouraging all Americans to stand against the Islamic supremacist mega-mosque at Ground Zero and the anti-Semitic Durban III conference that will be held in New York City at the same time, and for American values on the tenth anniversary of the worst attack ever on American soil.
The confirmed list of speakers includes 9/11 family members Alexander and Maureen Santora, who lost their firefighter son Christopher; Sally Regenhard, whose son Christian was killed on 9/11; Nelly Braginsky, who lost her son Alexander; and others.
Other speakers include former U. S. Ambassador to the United Nations John Bolton (video message); the courageous ex-Muslim human rights activist Wafa Sultan; war hero and North Carolina Congressional candidate Ilario Pantano; former prosecutor and bestselling author Andrew C. McCarthy; popular radio host Joyce Kaufman; Darla Dawald, National Director of the Patriot Action Network; James Lafferty of the Virginia Anti-Sharia Taskforce (VAST); Coptic Christian activist Joseph Nassralla; Iraqi ex-Muslim Paul Gaynos.

An abbreviated summary of what I learned last night.... For the last almost 20 years, this master plan for global control, the "New World Order" President George Bush Sr. introduced to America (though the concepts had been pushed for decades before), has been foisted on Americans through educational indoctrination, governmental regulation, media manipulation, social engineering, and even many churches' support of concepts like "social justice".
The goal of Agenda 21 for America? Ostensibly, to preserve sufficient resources for future generations by strictly controlling use of those resources by this generation. Twenty-first century conveniences whose current use is not sustainable and therefore must be stringently reduced or eliminated in order to provide for the future include meat, refrigeration, air conditioning, electricity, cars, and the single family home, to name just a few. In reality, their plan would replace freedom with slavery as the independent, individual American citizen is molded, willingly or unwillingly, into a compliant global citizen, dependent on and submissive to the global government in every area of life. How are these global planners implementing this Agenda? Through this three pronged attack.....
- Environmental regulation used to drive rural populations into more easily controlled urban centers,
- Economic control as government "partners" with private business (think GE), coercing others into compliance by over-regulation and oppressive taxation and extending government ownership of land, and
- Social engineering to produce social justice, levelling American society to one uniform standard of living in conformance with and dependent upon the government.
How does this affect us? Thousands of Americans have already lost their freedom as their right to private property has been stripped away by environmental regulation, eminent domain, zoning regulations, and conservation easements. The verdant San Joaquin Valley of California, once the "bread basket of America" because of its prolific production of vegetables (60% of America's tomatoes) is now a DUST BOWL because the environmental goons shut off its water to save the Delta smelt, an 8" "endangered" fish. In the last 15 years, over 950,000 ranchers have been put out of business by these same environmental thugs - their once productive land sold for a pittance to the Nature Conservancy (which they can afford with a $3.5 billion coffer), then resold by them, at a considerably higher price, to the FEDERAL GOVERNMENT. WHAT CAN WE DO TO FIGHT BACK AND KEEP OUR FREEDOMS? A simple answer, Maggie says....

- GET INVOLVED at the LOCAL level. This Agenda is specifically targeted to the LOCAL town councils, school boards, county commissioners - - and LOCALLY is where we can STOP it. Become a LOCAL PATRIOT MINUTEMAN, watching for the "enemy" (this global agenda) at the monthly meetings of your town council, zoning commission, school board committees, or county commissioners - and ready to sound the alarm and take action with your local patriot group if you see this "global engineering" in your community. You can't watch them all, so choose one and encourage others to get involved. Join local watchdog groups already in place, or start your own.
Pending approval from our Board, I hope that CCG will soon be organizing to set up these local "Minutemen" to monitor the activities of local governmental organizations in upper Bucks [and upper Montco if we have some volunteers from there]. Some of our folks are already engaged in being watchdogs for freedom - but we need many MORE to cover each board, council, commission, and committee [usually only one meeting per month]. Please JOIN US by letting me know of your interest, what town you reside in, what council or board you would like to keep a watch on, and, preferably, your phone number.
I would like to develop a plan that would provide an action "hotline" for urgent issues, a venue for reporting on developments, an avenue for publicizing these concerns, and an action plan to rally patriots to fight back when necessary. Glenn Beck Restoring Courage Viewing Party : On Wednesday, August 24 we will be streaming the event at The Moose and we're inviting everyone to come down and share this together. Many of us went to the Restoring Honor event last year and we were deeply moved by the day's events. Being with others we know made this even more special. Although we are not going to travel to Israel, we are hoping that we can recreate that atmosphere here in Bucks County. We are still in the development stages of this event and would like to hear your suggestions on how to have it work out. And if you can help with the planning, set up and the break down, please let us know. These events are even more special when you are part of the effort to make it come off well for everyone who comes. Be sure to invite your friends and family to come as well. SAVING MEDICARE
Since 1964, our nation's senior citizens have relied on Medicare to ensure access to healthcare. Now the program is going broke -- and it is going broke fast.
It began spending its reserves in 2008 when payouts exceeded dollars collected for the program. [cite]
Predictions for exhaustion of the reserve vary, with 2024 identified by the Social Security Administration in the Trustees 2011 report. [cite]
The Democrat response is to reduce the amount Medicare reimburses physicians for their services. [cite]

Patients will wait longer and have fewer choices in seeing a doctor.

This would include cost controls by a 15-member board of bureaucrats deciding wich treatments, drugs, and surgeries patients can receive.
Rep. Paul Ryan (R-WI), Chairman of the House Committee on the Budget, has a plan which saves Medicare with no disruption to today's seniors and reasonable changes for future retirees.
The Ryan Plan is widely misunderstood and misrepresented. The future of our seniors' healthcare is too important to be decided on misinformation. Here are the facts about Medicare and the Ryan Plan.
The Ryan Plan in a Nutshell
Those currently retired and those close to retirement (55 and over) will see no change from the existing Medicare system. Existing physician reimbursement flaws will be corrected to encourage physicians to continue participating in the system.[cite]
On retirement, those currently under 55 will be provided vouchers from the government to help pay for health insurance. Voucher amounts will be based in part on income, with wealthier individuals receiving less assistance. Risk pools [cite] will be created to ensure that insurance companies will provide coverage to seniors, despite their generally higher use of medical care.
The result is retirees will have a system that gives them options, similar to that which members of Congress use and which will include options similar to Medicare Advantage, the popular plan eliminated by Obamacare. [cite]

As I understand your opposition to the settlements, you are against all the settlements (perhaps only some of them) because you believe that every settlement built, makes the chances of peace more remote. In Pres Reagan's words, the settlements are "an obstacle to peace". Correct me if I am wrong.
Certainly you are entitled to such a view. Is a corallary to this view, that if no settlements were built then we would have peace now? Probably you don't go that far, but at least you believe that the settlements are an obstacle to peace. Me and my brother against my cousin; me, my brother, and my cousin against the other. This is an old Muslim saying and Muslims live by this motto. To be sure the people of the "religion of peace" find the world full of "other," to oppress and kill, both within as well as without the Islamic Ummah.
Civilized peoples' idea of the "other" is the exact opposite of that of Muslims. All over Europe, for one, people have been singing the praises of multiculturalism; the idea that everybody should bend over backwards to accommodate the different in society. However, the different in this case are the hordes of invasive Muslims, with their rigid medieval ideas about every aspect of private and public life.
To Muslims, anyone who doesn't toe the line of Islam, as each sect defines it, is the "other" and fair game as kafir (blasphemous; unbeliever in Allah). The "other" covers a broad spectrum: the six billion or so people of the world who are not Muslims, including the Jews and Christians who are considered Dhimmis. Every one of the numerous sects and sub-sects of Islam consider every other sect and sub-sect as "other" to be punished and even eliminated.

The Gang's Bad Deal
More details are emerging on the tax and spending deal offered by the Senate's Gang of Six. The more we learn, the less there is to like. Cutting spending and reforming the tax code are laudable goals. But this plan is a non-starter. Consider these reviews:
- The editors of National Review: "Some Republicans are getting desperate over the debt-ceiling debate, but we hope not desperate enough to embrace the Gang of Six proposal. It may be the worst of the debt-ceiling compromises placed before them to date."
- The Heritage Foundation: "Under the Gang of Six Plan, Congress will pass some easy stuff now, but punt the hard stuff to the future... There's plenty in the Gang of Six Plan for President Obama - he gets his tax hikes and, in reality, he gets to borrow lots more money. But the American people don't really get much of anything, except the usual empty promise of action in the future."
- House Budget Chairman Paul Ryan: "The plan is not a budget. It is a set of talking points and graphs that outlines an ambitious proposal that has serious flaws..."
- Keith Hennessey, a former senior White House Economics advisor: "I strongly oppose the Gang of Six plan. I think it is absolutely terrible fiscal policy." Hennessey provides a thorough analysis here.
The negative reviews keep pouring in. Investors Business Daily labeled the plan "Washington at its worst," noting that it assumes all of the Bush tax cuts would be allowed to expire, so it has massive tax increases built into its assumptions.
The Gang of Six is getting a lot of positive press attention because it is bi-partisan - three Democrats and three Republicans. But I have to wonder what those Republicans - Chambliss (GA), Coburn (OK) and Crapo (ID) - were thinking? All three represent solidly conservative states. They should feel no pressure to give in to Obama's expansion of big government.
As the Heritage Foundation notes, the deal makes a lot of promises and leaves the details to be worked out later. Exactly where will those details be worked out at some future date? In various SENATE committees.
That's right - we're supposed to raise the debt limit now and put our faith and trust in Harry Reid's Democrat committee chairmen to cut spending and reform the tax code - all in the middle of the most crucial election in generations! I don't think so.
The Left's Denial Of Common Sense
There was a very telling exchange at yesterday's Senate hearing on legislation to repeal the Defense of Marriage Act. My good friend Tom Minnery of Focus on the Family was testifying in defense of normal marriage. He pointed to government survey data that showed children are better off when raised by nuclear families. What followed next could have passed for a "Saturday Night Live" skit.
Senator Al Franken (D-SNL) objected to Minnery's definition of a nuclear family. Franken said he was familiar with the study and noted that it did not specify the gender of the parents. (Thus, there is no evidence whatsoever that children raised by a mother and a father are better off than children raised by two daddies.) Senator Franken then impugned Minnery's character and/or intelligence, saying, "I, frankly, don't really know how we can trust the rest of your testimony if you are reading studies these ways."
Here is the study's definition of a nuclear family: "One or more children living with two parents who are married to one another and are each biological or adoptive parents of all the children in the family."
While Franken may be technically correct - that definition might possibly include two men "married" in Massachusetts who adopted children - to accept Franken's premise, you have to deny common sense. I strongly suspect, given that homosexuals account for at most roughly 4% of the population and that the survey studied married couples, that there were few, if any, homosexual groupings in this survey.
This is a good example of what happens when you elect a left-wing comedian to Congress, or a community organizer to the presidency. Whether it is economics (government spending and taxes create jobs) or social policy (mothers and fathers don't matter), the left is so out-of-touch that when reality conflicts with its ideology, it is reality that has to give way.
Liberal Rhetoric Goes Ballistic
Elizabeth Warren, one of Obama's many policy czars, accused House Republicans yesterday of trying to "kill" her consumer protection agency. They weren't trying to reform it, they were trying to murder it!
And conservatives concerned about out-of-control spending aren't being fiscally prudent, they are "financial terrorists." Former Harvard president and Obama economics advisor Larry Summers had this to say recently about the debt ceiling debate:
"Is the president right to not yield to terrorism? Yes, the president is absolutely right to not yield to threats to send the country into default. ...The financial terrorism threats are untenable."
The left's rhetoric grows more intense by the day. Conservatives are being labeled terrorists. We are accused of letting children with Down syndrome and handicapped seniors fend for themselves. You haven't seen anything yet. Whomever the GOP nominates for president next year will be subjected to the most brutal, hate-filled campaign in history.
2012 Update: Barack On The Brink
- The Democrat firm Public Policy Polling finds that for the first time in its surveys President Obama and former Massachusetts Governor Mitt Romney are tied at 45% in a national head-to-head poll of registered voters.
However, in a statement accompanying the poll, the firm's president noted, "Obama's numbers are worse than they appear to be on the surface. There's a very good chance Barack Obama would lose if he had to stand for re-election today." That's because undecided voters overwhelmingly disapprove of Obama's performance. Memo to Demos: Time's Up
Over the din of the rancorous budget bull this week, the latest chapter in a debate, which has been raging ad nauseam infinitum for two years, you might have missed a small news summary about a comprehensive survey of small business owners and managers. Would you be shocked to learn that the vast majority of them are very concerned about taxes, regulations and out-of-control government spending? So concerned are they about the insurmountable debt, which threatens to collapse the U.S. economy, that small business owners are not hiring or spending reserves on business expansion.
This matters because small businesses are the foundation of free enterprise and the locus of most job creation and economic expansion.
For the record, I can assure you as a small business owner myself, that I did not need a survey to let me know what every business owner with whom I have spoken in the last two years has already affirmed: Barack Hussein Obama and his leftist cadres have placed our nation on a collision course with economic catastrophe, and plan to resurrect the pieces under a new Democratic Socialist framework.
Consequently, businesses of all sizes, those which have not already been blown away, are preserving capital in order to weather the gathering storm.
Twenty five years ago Ronald Reagan warned, "When a business or an individual spends more than it makes, it goes bankrupt. When government does it, it sends you the bill. And when government does it for 40 years, the bill comes in two ways: higher taxes and inflation."
Those were the good old days.
Today, deficit spending has become institutionalized, and the unprecedented debt accumulation enacted by the Obama regime in the last two years has taken the country to the brink of economic collapse. Every American should be concerned about the implications of this debacle, and its impact on the future of Liberty.
It's remarkable how far we've fallen. Just three years ago, then-Senator Obama was merely a smooth-talking presidential aspirant. But today, only a fool, or Socialist co-conspirator, would deny the threat that the Obama's ideological vision for the future poses to Essential Liberty.
With all that as a backdrop, there was additional news this week that provided a bright ray of hope through the oppressive cloud of budget banter.
While Obama was expressing his support for the economic plan advanced by the Senate's "Gang of Six," a "Gang of 234" in the people's House, under the leadership of Reps. Eric Cantor and Jim Jordan, passed the "Cut, Cap and Balance" bill, which includes a Balanced Budget Amendment (BBA) to the U.S Constitution.
The proposal cuts $111 billion from fiscal 2012 spending and caps future spending at 19.9 percent of gross domestic product, with the enticement that if it is passed in the Senate and signed by Obama, the next debt ceiling increase will be allowed.
While not discounting some of the merits of the Senate plan, House Budget Committee Chairman Paul Ryan said, "I share the frustration that these senators appear to have with the U.S. Senate's inability to pass a budget in over 800 days. While the proposal lacks detail in many respects, it includes some reforms that could help put our country on a sounder fiscal footing."
Clearly, however, House leaders are pushing the BBA forward, and given the severity of our current economic predicament, it may receive bi-partisan support in the Democrat-controlled Senate, especially from those Democrats up for re-election in 2012. Speaker of the House John Boehner said, "House Republicans are the only ones to put forward and pass a real plan that will create a better environment for private-sector job growth by stopping Washington from spending money it doesn't have and preventing tax hikes on families and small businesses." He asserted that the BBA would set spending restraints in stone.
Under Democrat administration, however, and with a little help from judicial diktats, the BBA could result in tax increases indexed to budget increases.
Predictably, Obama has signaled that he will veto the measure. Clearly, it doesn't comport with his near-term objective of "fundamentally transforming the United States of America." He classified the BBA as "extreme, radical [and] unprecedented," and followed that "neither setting arbitrary spending levels nor amending the Constitution is necessary to restore fiscal responsibility."
Though Article 1, Section 8 of our Constitution clearly empowers Congress alone to borrow, if necessary, on the credit of the U.S., Obama will likely claim that the 14th Amendment, notably the so-called "living constitution" version of that amendment, gives him the power to add $2.4 trillion to the current $14.3 trillion in debt.
How ironic it is that Obama may cite the Constitution as the authority by which he can unilaterally raise the debt ceiling by executive order or by invoking other "emergency powers." Indeed, leading conservatives in the Senate and House have expressed concern that Obama is so unflinchingly devoted to his Socialist agenda that he won't budge.
Senate Minority Leader Mitch McConnell declared, "[A]fter years of discussions and months of negotiations, I have little question that as long as this president is in the Oval Office, a real solution is unattainable. I was one of those who had hoped we could do something big for the country. But in my view the president has presented us with three choices: smoke and mirrors, tax hikes or default."
Rep. Allen West similarly affirmed, "We have a president that is not willing to do his job ... is digging in his heels, being very intransigent, and he's being a rigid ideologue. He must understand that every single one of his economic policies have failed. It's time that he realize that he does not have the moral high ground in this argument."
Yet no amount of strident criticism, however accurate, seems capable of dissuading Obama from seeing his agenda to completion. He and his Democrat water boys in the Senate will create a gauntlet to ensure a BBA never reaches state legislatures for consideration, while continuing to claim a failure to raise the debt ceiling will lead to catastrophe.
Obama is pushing all the right constituent panic buttons: "I cannot guarantee that Social Security checks will go out" if the debt ceiling is not raised. But the fact is, 60 percent of government expenditures do not depend on borrowed funding (read: "borrowed time"), but are covered by tax revenues. The real problem for the Left is that if the debt ceiling is not raised, they will actually have to prioritize what bills will be paid. I can assure you Democrats will be sending Social Security checks and paying military salaries rather than funding Obama's boondoggle "stimulus" projects.
Democrats have a clear record of opposing any and all efforts to constitutionally constrain central government spending. Our colleagues at the Heritage Foundation have published an excellent BBA history outlining Democrat opposition. Their resistance to the current BBA will be no less formidable, but that notwithstanding, it remains our best hope for restraining federal spending.
We have pushed for a BBA since The Patriot Post's inception, most recently with a petition appeal to then-President George W. Bush when Republicans had control of the executive and both houses of the legislative branch. More recently, we proposed a BBA again as a key component of The Patriot Declaration.
We wholeheartedly support the current attempt to force Democrats controlling the Senate to pass the "cut and cap" BBA, but we remain far too clear-eyed to expect Democrats now, or ever, to willingly implement constraints on spending. It may be too little too late, but we must continue to fight for fiscal sanity on every front.
And we must also note this inescapable and incontrovertible truth: If the majority of elected legislators would honor the limits of a BBA as written into the Constitution, we wouldn't need a BBA because they would already be in possession of sufficient integrity to honor the extreme limits our Constitution places upon what objects the Legislative Branch is authorized to expend.
If there now existed among legislators a proper regard for their oaths to "support and defend" our Constitution's enshrinement of Essential Liberty, no BBA would be necessary. Nor would we now be subject to a chronic national budget crisis that threatens the future of American Liberty and free enterprise.
Finally, in regard to the debt-ceiling lightening rod fueling the current budget debate, we find ourselves in agreement with Obama on these points: On 20 March 2006, then-Senator Obama had this to say about raising the debt ceiling prior to his vote against doing so: "The fact that we are here today to debate raising America's debt limit is a sign of leadership failure. It is a sign that the U.S. government can't pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our government's reckless fiscal policies. ... Increasing America's debt weakens us domestically and internationally. Leadership means that 'the buck stops here.' Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better."

The debt ceiling debate is less about spending than it is about the purpose of government. Under the impact of an economic recession, the train of the Great Society is approaching the edge of the New Frontier. Both sides are still trying to work out a New Deal, but another cuts and spending formula is not the solution. What we need is a serious and earnest discussion about why we are compulsively spending money. A cocaine addict who runs out of money doesn't have a spending problem, he has a drug problem. Telling him to cut back on how much money he spends on cocaine, or to shop around for cheaper cocaine isn't the solution. It's not about how much he's spending, but about why. The problem isn't in the math, it's in the mindset. Our cocaine is social justice. Like most junkies who are willing to sell anything and everything to keep the supply coming, Obama's position in the budget debate is take everything-- especially the military, but leave the social justice and the big government that administers it on the table. And also like most junkies, he has an endless supply of self-righteous speeches denouncing the people who just want him to stop.

The House Republicans can checkmate President Obama by passing two one-house bills in the coming week:
1) Allow a conditional increase in the debt limit of up to $200 billion for use only to avoid default. The money could be borrowed only if the Treasury secretary certifies that the funds will be used only for debt service and that there is no other source of funds available for the purpose. Take away the default argument from the president.
2) Prioritize the use of tax revenue in the event of no increase in borrowing authority so that military pay and Social Security checks would not be affected.

Considering a Balanced Budget Amendment: Lessons from History

Abstract: Attempts at passing a balanced budget amendment (BBA) date back to the 1930s, and all have been unsuccessful. Both parties carry some of the blame: The GOP too often has been neglectful of the issue, and the Democratic Left, recognizing a threat to big government, has stalled and obfuscated, attempting to water down any proposals to mandate balanced budgets. On the occasion of the July 2011 vote on a new proposed BBA, former Representative from Oklahoma Ernest Istook presents lessons from history.
A proposed balanced budget amendment (BBA) to the Constitution is set to be considered by Congress this July-the first such vote since 1997.
The BBA is a powerful proposal that attracts great vitriol from the American Left, which recognizes it as an enormous threat to its big-government ways-perhaps the greatest threat. For that reason, the history of Congress's work on a BBA is full of frustrations, high-profile defections, reversals, and betrayals.
This paper discusses that history. It also describes some of the milquetoast versions and amendments that have been offered to gut the BBA while providing political cover for those who are unwilling to support a robust version.

The Fight We're In
Fellow conservatives, We find ourselves in the midst of an important battle, the outcome of which will be determined by decisions to be made in the immediate days ahead. We must win this fight. The debate over raising the debt limit seems complicated, but it is really very simple. Look beyond the myriad details of the awkward compromises, and you see an epic struggle between two opposing camps. On one side are those who have come to realize it would be madness to let the political class borrow more without imposing a serious check on government spending. They have produced budgets and now an actual legislative plan to get things under control. On the other, you find those who consider more spending, taxing, and borrowing a royal prerogative. They have produced nothing but rhetoric and empty promises and have pushed this debate to the brink. It is a fair fight-or would be, if those trying to bring sanity to the nation's fiscal picture were not held back by confused allies. These allies say they still want to cut spending, but (temporarily, we hope) have put love of political maneuvering ahead of the principles that brought them to Washington in the first place. It would also help if the nation's media clearly separated facts from opinion. Let's be clear. As of this moment, only one plan in Congress attempts transformative change that puts America on the path to getting spending under control before raising the debt limit. That is the Cut, Cap and Balance Act passed by the House of Representatives on Monday night. It isn't perfect, but it is definitely a step in the right direction. The act cuts federal spending immediately, caps it by statute going forward, and requires passage of a Balanced Budget Amendment to the Constitution, which would then be sent to the states for ratification. If you haven't heard about it, you're not alone. The nation's media all but ignored this historic vote or dismissed the Cut, Cap and Balance Act as an empty gesture. CBS's Bob Schieffer once again spoke for the establishment when he called it "a total waste of time...part of this little Kabuki dance that we go through." This media establishment took its cue from President Obama, who showered his trademark disdain on the House vote, not only threatening a veto but also announcing a so-called breakthrough in negotiations just hours before the House voted. In doing so, Mr. Obama refused to engage the arguments of Cut, Cap and Balance and signaled his fear of this serious proposal. Unfortunately, it was not just the media and President Obama who worked against Cut, Cap and Balance. By letting themselves be talked into agreeing to a compromise the very day of the House vote, a group of Senators called the "Gang of Six" played into the hands of those who wanted to kill Cut, Cap and Balance. The same can be said of the so-called McConnell-Reid Plan, a convoluted mousetrap of a compromise that would just authorize trillions more in borrowing with an empty promise that-maybe-Congress will cut spending one day. There is no more time left for political gamesmanship by the tax, spend, and borrow crowd. The Senate has an obligation to debate Cut, Cap and Balance, and the American people need to be given time to consider it. We agree with Senator Ron Johnson (R-WI), who told MSNBC's Joe Scarborough this week, "I know Washington is broken. I see business as usual here. But now we're witnessing business as usual on steroids, and it's bankrupting this nation." Senator Johnson's solution, which seems to us the only way forward, was the following:
If we're really going to prevent America from going bankrupt, it's a two-step process. The first thing we have to do is instill that fiscal discipline: the hard spending caps. And I think honestly, in the end we need a Constitutional amendment to limit the size of government. Anything else-all these other negotiations, secret little things, commissions-that's business as usual, and again, that has been bankrupting America. We've got to step back from that. We've got to instill fiscal discipline. That's what Cut, Cap and Balance does.
The men and women thinking of compromising at this point are not bad or unpatriotic; they simply have lost their way. Those of us who still watch old movies can compare the present situation to the 1957 classic "The Bridge on the River Kwai." In the film, an upright British colonel who had become a prisoner of war forgets temporarily the principles he was sworn to uphold and-to show his Japanese captors the professionalism of British soldiers-puts his men to work building the best bridge possible. In the end, he recovers his sanity and realizes he is only helping the Japanese war effort, and he helps destroy the bridge. It isn't too late for us yet. Government spending is currently at 24.3 percent of GDP, and U.S. debt held by the public stands at 69.1 percent of GDP. This bridge needs to be stopped. Debt limit legislation should put America on the path to driving down federal spending and borrowing, while preserving the ability to protect America without raising taxes. Mandating Coverage of Contraceptives Is Bad Health Policy
This week, the Institute of Medicine (IOM) released its recommendation of women's preventive services that should be covered with no co-pay or deductible under Obamacare-a list that included birth control and emergency contraception.
While this raises important questions regarding social policy, it's also relevant to the ongoing debate about Obamacare and the consequences of allowing bureaucracy to over-regulate health benefits. |

Obamacare's requirements that health plans cover certain preventive measures with no cost-sharing were implemented through Health and Human Services (HHS) regulations in July of 2010, but as part of the new law, the department was to review preventive services specific to women's health and can include further guidelines by amending the existing regulations.
The IOM's recommendations included a wide array of contraceptive and preventive measures, and whether all of the services make it on to the list is yet to be seen; however, the pressure from advocacy groups to ensure they do will be strong. The decision isn't simply a question of providing women with "free" contraception, but rather a bad experiment in government micromanagement of health care that will end in higher premiums and fewer coverage choices for all Americans.
As Heritage health policy expert Ed Haislmaier writes,
The new federal benefit requirements represent a blatant assertion that Congress and federal bureaucrats know best how to design health insurance policies. The effects will be one-size-fits-all coverage-so that patients are not "confused" by having choices-and elimination of employers' freedom to design their own self-insured plans.
Many Americans find the use of birth control morally objectionable, and some women may simply have no need for a health plan that covers these services, based on any number of personal choices and other factors. Those that fall into this category would have no choice but to pay for unnecessary coverage if the recommendations are made law.
Experiences with state-mandated health benefits show that mandating coverage doesn't make certain services or treatments "free"-the insured pay for them in the form of higher premiums.
Even left-leaning health economists like Jonathan Gruber have expressed that mandating more generous benefits will impose higher costs on private insurers, which would be passed on to patients. They warn that this would, in turn, increase the cost of Obamacare and its impact on the federal deficit by increasing the subsidies provided to purchase insurance in the new exchanges.

In a truly market-based insurance exchange, women would be able to choose a health plan that met their needs and was consistent with their values, and those who wished to forgo certain benefits would have the freedom to do so. If any attempt at health reform is to succeed at reducing costs and tailoring coverage to the specific needs of each individual, it must ensure that consumers are able to choose the plan and benefits that work best for them, rather than submitting to the decisions of a bureaucratic board. |

Only $76 million?
California received $76 million from the federal government to support traffic safety grants in hopes that the state will continue its trend of decling traffic fatalities.
In 2010, the number of traffic fatalities was lower than the previous year, with 2,715 compared to 2009's 3,081. This is the lowest number of traffic-related fatalities since 1944.

Michelle Obama's campaign against childhood obesity moved a step forward Wednesday with the announcement that Wal-Mart and other retailers plan over the next five years to open or expand 1,500 stores in areas without easy access to fresh fruit, vegetables and other healthy foods.
"Make no mistake about it. This is a big deal. It is a really big deal," the first lady said at the White House, where she was joined by executives from the national and regional retailers.

Consumers in the U.S. are increasingly using credit cards to pay for basic necessities as income gains fail to keep pace with rising food and fuel prices.
The dollar volume of purchases charged grew 10.7 percent in June from a year ago, while the number of transactions rose 6.8 percent, according to First Data Corp.'s SpendTrend report issued this month. The difference probably represents the increasing cost of gasoline, said Silvio Tavares, senior vice president at First Data, the largest credit card processor.

Bad gamble for America
U.S. taxpayers likely lost $1.3 billion in the government bailout of Chrysler, the Treasury Department announced Thursday.
The government recently sold its remaining 6% stake in the company to Italian automaker Fiat, wrapping up the 2009 auto bailouts that were part of TARP.
