SB1:Where are We Going?
Is the Crusade to establish School Choice in PA now being transformed into a civil rights entitlement program via SB1?
Why is Freedom Works and the KTP focusing on Civil Rights rather than a Conservative perspective promoting less government intrusion and maximum freedom for all citizens?
Perhaps Dick Armey is not in tune with PA or does not support a true Universal Voucher System?
I have lived through the School Busing of the 1960s+ to help poor children in failing schools. The result was lowering the performance of the non failing schools, while not improving anyone's educational status and increasing cost for taxpayers.
I lived through the Great Society programs to help underprivileged children: A Total failure at taxpayers' expense.
The focus should be on:
· Improving the educational system of all children regardless of race, ethnicity, financial status or neighborhood
· Giving maximum control to parents and letting them decide on what is a failed school, based both on educational performance and/or moral and sociological standards
· Reducing costs through competition
· Reducing Union control
· Providing a choice of non-public schools without any government control other than academic or basics as currently applied to parochial schools.
As Rahm Emanuel said ' Don't pass up a crisis'. Well, with what is going on in Wisconsin, Ohio, Indiana, New Jersey and even New York and elsewhere, this is an opportune time to establish a Universal Voucher System. I do not see this in SB1, as it is currently written. In fact, my concern is that passing SB1 in its current form may kill any chances of enacting a meaningful Universal Voucher System in the foreseeable future. Applying a limited Voucher system in a poor and failing inner city area, with its unique issues, is not a reasonable model to advance a Universal Voucher System statewide.
With the advent of the Tea Party, the internet, talk radio, Fox News and the awareness of the Nation's financial situation, the time is right. It's our time. We need legislators to step up to the plate and with total control of the PA government by the Republicans, there is no excuse: Take Wisconsin , Ohio and Indiana as the model.

Advocates line up money, ads, support for school-choice bill

HARRISBURG - It's a powerful photograph, highlighting the angry racial turmoil of the 1960s: It shows Alabama Gov. George Wallace standing in a schoolhouse door vowing to stop black students from entering.
The photo has appeared in ads in six newspapers around Pennsylvania. "School choice" advocates, from Philadelphia and out-of-state, are using the segregationist image to focus on what they see as a modern-day problem for poor minority students in public schools.
"The plight of children in failing schools, particularly minority students in low-income districts, has rightly been called the 'civil rights issue of the 21st century,'" said former Republican congressman Dick Armey of Texas. "The opponents of school choice have become the anti-reformers of today."
Mr. Armey is chairman of a Washington, D.C.-based group called FreedomWorks, which is helping a suburban Philadelphia group called The Kitchen Table Patriots press the state Legislature to enact taxpayer-funded tuition vouchers. Low-income students could use them to escape their "failing" local public school, supporters say...

AN UNHOLY ALLIANCE WITH NON-PUBLIC SCHOOLS AND STATE GOVERNMENT |
As conservative grassroots activists we have been 'pounding the pulpit' with our Constitutional principles, limited government ideas, fiscal responsibility message and our demand for transparency. So now with a Republican Governor and General Assembly, the pendulum has drastically shifted in our favor with a much more receptive State Government. Pennsylvania grassroots citizens have great expectations of this 'fledgling body' in the age of the 'tea party' movement. Our expectations are being challenged with the introduction of Senate Bill 1, known as the Opportunity Scholarship and Educational Improvement Tax Credit Act. SB1 has a 'big heart' and the potential to affect the lives of thousands of "qualified" families in the Commonwealth, but we must look at this bill through a principled lens.
1. Is SB1 constitutional? PROBABLY NOT but the state will find a way to subvert the constitution by funneling money through the General fund and using case law to defend its premise. Article III, Sec 15
2."Does SB1 increase the size and scope of government? YES, there will be a new department acting independently, hand picked by the Governor and accountable to themselves.
3. Does SB1 take property ($) from one person and give it to another without their consent? YES, 'Vouchers' will be provided to only low income families, of whom generally do not pay school tax.
4. Is SB1 transparent and provide oversite? NO, the Education Opportunity Board reports directly to the Governor, is appointed by the governor and accountable to themselves.
5. Will SB1 cause a reactionary increase in the cost of non-public school? YES. SB1 will necessarily cause "bloated and more expensive private education". How much does PA spend on higher education? |

As you should know from reading our previous emails on the subject, our website and our Facebook posts, The Kitchen Table Patriots are supporters of Senate Bill 1 (SB1) - "Opportunity Scholarship and Educational Improvement Tax Credit Act"
The purpose of this newsletter is to summarize the following:
· The reason we are supporting the bill,
· Update you on developments related to the bill,
· Update you on The Kitchen Table Patriots March 17 meeting on SB1,
· Provide information about other meetings/panel discussions locally and throughout the state on the subject of SB1 and School Choice,
· And finally to provide an article link that elaborates on the issue of the bills constitutionality.

Why are we supporting the bill?
As middle class parents and taxpayers in school districts that out-perform many other school districts in the state, one may wonder "What is in this for the Kitchen Table Patriots?" In our often politically fractured society with both hidden and overt agendas, it is, unfortunately, commonplace to assume that advocates for or against legislation have something to be gained or lost by its success or failure.
Using that ordinary political calculus, there is no upside for us. None of the schools targeted by the legislation are in our area. None of us with children meet the financial requirements in the legislation that would enable us to take advantage of the voucher program.
The Kitchen Table Patriots and all of us involved in conservative grassroots political activism are driven by our desire to promote liberty, free market capitalistic principals and limiting the control of government on individuals.
These three principals are what have compelled us into the effort to champion Senate Bill 1.
Quite simply, the public schools in our districts operate under the same state laws that the schools that are targeted by this legislation operate under. The per-student funding available in these districts is not significantly different. Actually, in some of these targeted schools, the cost per student is higher.
What is different is the way that the publically funded monopolies implement their responsibilities. In this area, there is a genuine concern for the education of the students. Based upon test scores and graduation rates, one can only conclude that in the targeted schools, there is not. Anyone who has watched documentaries such as "The Cartel", "The Lottery" or "Waiting for Superman" has seen the effects of failing schools.
The main failing of these schools is that there is an entrenched culture that is contemptuous of the parents, students and taxpayers and they essentially have no accountability that will change the way they operate to facilitate student achievement.
We believe that this bill is one tool that can be brought to bear to start changing the disparity between academic achievement objectives and results. It is not a complete solution. It is only a start. But it is a device that will produce nearly immediate results.
Why?
Because this bill empowers the parent to decide where to send their child. The parents become the tool of accountability, not a bureaucratic method that will take years to implement and moments to undermine.
This will give these parents the liberty to take their children out of drug infested violent environments that even the most egalitarian liberal would never subject their child to. It employs free market principals (it does not create an education free market, but it starts) to encourage these failing schools to take their mission seriously or suffer immediate consequences. And it removes the intrusion of government by allowing parents to decide if the curriculum, teachers and environment are what they would prefer their child to have.
And finally, and most importantly, we have met some of the parents and the children from these schools and even though there are differences, the love that these parents have for their child is no different than yours. They want them to succeed because failure has catastrophic consequences. These children have the same enthusiasm for life and achievement as any child and they are literally begging to be released from the shackles of a system that has trapped them in a cycle of despair.

Legislation Updates:
Here are a few developments related to the legislation that you may be interested in:
- Amendments: There were a total of 13 amendments submitted for the bill in the Education Committee. One was withdrawn before the votes were taken. Three of the remaining amendments were passed unanimously, the other nine amendments failed to pass. The text of the amendments that passed are available on the Education Committee webpage.
- The bill passed the Education Committee on a bi-partisan 8-2 vote. A joint press release issued by Senators Piccola and Williams applauds the Education Committee's endorsement of Senate Bill 1.
- The bill has now been sent to the Appropriations Committee for consideration.

The purpose of the meeting on Thursday, March 17 is to provide a forum to get a general presentation of the bill and to answer questions that many people have been asking us about aspects of the bill and the implications. We understand and respect the fact that there are conservatives who have reservations, suspicions and objections to this legislation. We are offering this as an opportunity to have these objections addressed publically by supporters of the legislation.
We had privately and publically invited former gubernatorial candidate Sam Rohrer, now with Americans for Prosperity, to participate in the panel discussion to present some of the objections to the bill. Since our last newsletter on the subject on Feb 14, we have had an opportunity to discuss this with Sam face to face.
Unfortunately, he has informed us that he will not be able to participate due to other commitments.
In addition to the guests we told you about nearly three weeks ago, we have now added another expert on the legislation as well as some additional special guests:
· PA Constitutional Lawyer Philip Murren of the law firm of BALL, MURREN & CONNEL will be addressing the constitutionality of the legislation under both the United States and Pennsylvania Constitutions. He testified at the Senate Hearing on the bill on February 16 and you can find his written testimony here.
· All of the state legislators in Bucks County have received a personal invitation to attend the event to learn about the legislation and to hear your comments and questions.
State Senator Charles T. (Chuck) McIlhinney Jr. (R-10) of Bucks and Montgomery Counties (parts of each) has already confirmed that he will be attending.

· C.L. Bryant, a tea party favorite speaker will moderate the proceedings for the evening.
· State Senator Anthony H. Williams (D-8) of Philadelphia and Delaware counties (parts of each), the co-sponsor of the bill, is an outstanding champion of education reform.
· Matthew Brouillette, President & CEO of the Commonwealth Foundation, the conservative Pennsylvania think tank is a prominent voice in statewide public policy debates through frequent appearances in print, television, and talk radio across the Commonwealth. |

I got shot down over N Vietnam in 1967, a Sqdn. Commander. After I returned in 1973...I published 2 books that dealt a lot With "real torture" in Hanoi . Our make-believe president is Branding our country as a bunch of torturers when he has No idea what torture is. As for me, I was put thru a mock execution because I would not respond... Pistol whipped on the head....same event.. Couple of days later... Hung by my feet all day. I escaped and a couple of weeks later, I got
Shot and recaptured. Shot was OK...what happened afterwards was not. They marched me to Vinh...put me in the rope trick, trick...almost Pulled my arms out of the sockets. Beat me on the head with a Little wooden rod until my eyes were swelled shut, and my unshot, Unbroken hand a pulp. Next day hung me by the arms...rebroke my right wrist...wiped Out the nerves in my arms that control the hands....rolled my fingers Up into a ball. Only left the slightest movement of my L forefinger. So I started answering with some incredible lies. Sent me to Hanoi strapped to a barrel of gas in the back of a truck. Hanoi ..on my knees....rope trick again. Beaten by a big fool. Into leg irons on a bed in Heartbreak Hotel. Much kneeling--hands up at Zoo. Really bad beating for refusing to condemn Lyndon Johnson. Several more kneeling events. I could see my knee bone thru Kneeling holes. There was an escape from the annex to the Zoo. I was the Senior Officer of a large building because of escape...they started a mass Torture of all commanders. I think it was July 7, 1969...they started beating me with a car fanbelt.
In first 2 days I took over 300 strokes...then stopped counting Because I never thought I would live thru it. They continued day-night torture to get me to confess to a non-existent Part in the escape. This went on for at least 3 days. On my knees... Fan belting...cut open my scrotum with fan belt stroke. Opened up Both knee holes again. My fanny looked like hamburger...I could not Lie on my back. They tortured me into admitting that I was in on the escape...and That my 2 room-mates knew about it. The next day I denied the lie. They commenced torturing me again with 3- 6- or 9 strokes of The fan belt every day from about July 11 or 12th..to 14 October 1969. I continued to refuse to lie about my roommates again. Now, the point of this is that our make-believe President has declared to the world that we (U.S..) are a bunch of Torturers...Thus it will be OK to torture us next time when they Catch us...because that is what the U.S. Does. Our make-believe president is a know nothing fool who thinks That pouring a little water on some one's face, or hanging a pair of women's pants over an Arabs head is TORTURE.. He is a meathead. I just talked to MOH holder Leo Thorsness, who was also in my squadron,
In jail...as was John McCain...and we agree that McCain does Not speak for the POW group when he claims that Al Gharib was Torture...or that "water boarding" is torture. 1. Speaker Boehner & Harry Reid, Allow Frank Buckles Into the Rotunda
I think Speaker John Boehner and Harry Reid are making a terrible mistake.
The Speaker's Office and the Senate Majority Leader are blocking a request that Frank Buckles be allowed to lie in state (or in honor as the case may be) in the rotunda of the United States Capitol.
Frank Buckles is not just anybody. I agree that we should not let just anybody lie in state in the rotunda. I totally understand Harry Reid and John Boehner's reasoning. The right should be reserved for a very special few. While I understand his reasoning, I think the last of the WWI and the last of the WWII servicemen should be given the honor.
Frank Buckles is not just a special few. He is the last of his kind. The very last.
Precisely 4,734,991 Americans served in World War I. Frank Buckles was the last of them to die. He lied to get into the Army at age 16 so he could fight the Kaiser. He is the last of a generation of Americans who heard the calling for freedom in a way other did not and rose up to fight.
He is the last of those men and boys who fought under an American flag across an ocean in a land most had never been who did so not because we were attacked or brought into a war, as we were in World War II, but because they heard the call of freedom in the first great war.
He, as the last of the embodiment of the men and boys who heard that first call for freedom across the seas, deserves to lie in the Rotunda.

2. Reid's Obstructionism May Cause Government Shutdown
Senate Majority Leader Harry Reid (D-NV) may cause a government shutdown.
Senator Reid is employing a procedural strategy to deal with the House-passed long-term Continuing Resolution (CR), H.R. 1, that may make it more likely that the federal government will shut down when the government runs out of money on March 18. Remember this when we get closer to March 18 and both parties blame each other for failing to pass an appropriations bill to fund the government through September 30 of this year (the end of Fiscal Year 2011).
The House passed a long-term CR on February 19 by a 235-189 vote. The long-term CR funds the federal government for the remainder of Fiscal Year 2011 and contains $61 billion in cuts from FY 2010 levels of spending.
3. TN Democrats go, charitably, nuts over teacher reform bills.
Based on their latest email blast, the Tennessee Democratic Party seems to have a problem understanding what "fascism" is, not to mention "terrorism." Apparently, Tennessee Democratic chair Chip Forrester and House Democratic chair Mike Turner seem to think that these terms are appropriate for describing several reform bills currently being considered by the Tennessee legislature. Presumably they mean HB 2012 and HB 0130; the first is a tenure reform bill that introduces merit into the tenure process and the second is a collective bargaining reform bill that removes the Tennessee Education Association's privileged status as the only permissible agent for bargaining with school boards.
4. NJ Union Caught Interfering With Turnpike Bidding Process Gets Shown the Exit
They could have been contenders. Unfortunately, though, the union representing the nearly 300 New Jersey Turnpike toll collectors took an opportunity for preferential hiring on the state's plans to privatize collections and tried to interfere with the process. Now, the Garden State has shown them the exit (so to speak).
5. Bob Woodward Pwned by Donald Rumsfeld
One of the interesting phenomena in Washington politics is the collection of little men who make a living taking shots at great men. Never has that been more in display than in the recent Bob Woodward critique of former Secretary of Defense Donald Rumsfeld's book Known and Unknown on the blog former Washington Post defense correspondent Tom Ricks tries to run at the Foreign Policy magazine website.
While Mr. Rumsfeld's most recent term of service as Secretary of Defense has controversial aspects and he has been challenged by other participants (see, for instance, the very well done series by RedState alumnus Ben Domenech here | here) the disagreements are largely of a Rashomon quality. Woodward's screed, on the other hand, is little more than the screech of a wounded ego.
Mr. Rumsfeld's office has taken up the cudgel on his behalf and there is little need to repeat the work Keith Urbahn has already done. To give a flavor on Woodward's caterwauling we'll look at the most interesting one in which Woodward claims a meeting didn't happen because he, Woodward, didn't know about it.

Judge Orders Obama Administration to Seek 'Expedited Appeal' of Obamacare for the Good of the Nation (CNSNews.com) - A federal judge in Florida, clearly annoyed by the Justice Department's request for "clarification" of his ruling that the new health care law is unconstitutional, on Thursday granted a stay of his February ruling -- but only if the government files an appeal seeking an expedited review of that ruling, either in the Court of Appeals or with the Supreme Court, within 7 days. "It should not be at all difficult or challenging to 'fast-track' this case," Judge Roger Vinson wrote in his clarification.
Monthly Federal Expenditures Topped $1 Trillion in February, Says U.S. Treasury (CNSNews.com) - In its Daily Treasury Statement closing out February, the Treasury Department reported that the government had spent $1.009944 trillion during the month. A majority of this money was disbursed to meet the governments escalating debt obligations.
Bill to Stop Federal Funding of Abortion Voted Out of Committee (CNSNews.com) The No Taxpayer Funding for Abortion Act was voted out of the House Judiciary Committee on Thursday, paving the way for the bill to be taken up by lawmakers on the House floor. The vote came after a slew of Democrat-sponsored amendments to the bill were defeated one after the other. The final 23-14 vote to advance the bill included one Democrat.
Obama, Appearing With Mexican President, Backs Americans Right to Bear Arms for A Wide Range of Uses Washington (CNSNews.com) The presidents of Mexico and the U.S. said Thursday they are united in the effort to battle drug cartels that are killing citizens of both countries. Part of that effort involves guns, President Obama said. I believe in the Second Amendment. It does provide for Americans the right to bear arms for their protection, for their safety, for hunting, for a wide range of uses. That does not mean that we cannot constrain gun-runners from shipping guns into Mexico.
Dale Earnhardt, Jr., on Chevy Volt: Good Product But The Technology Isnt There Yet (CNSNews.com) - NASCAR racer Dale Earnhardt Jr. said that Chevrolets Volt, a hybrid electric car, is a "good product," but "consumers need to understand how difficult it is to produce a car with the standards that they have, with the guidelines that they have today, that can actually do what the consumer wants and what the consumer expects.
Obama Tells Gaddafi to Leave: Its the Right Thing to Do Washington (CNSNews.com) President Barack Obama made another call for the ouster Moammar Gaddafis regime in Libya, as the embattled dictator clearly not listening -- escalates attacks on those Libyans who oppose him. Obama said he has instructed the Defense Department and the State Department to explore a full range of options. He also said the United States is consulting with NATO on the matter. He stopped well short of Secretary of State Hillary Clintons earlier comments that "nothing is off the table" if Libya "turns its guns on its people."
Islamist Rally in D.C. Postponed; Radical Accuses West of Interfering With Mideast Embrace of Sharia (CNSNews.com) An Islamic radical called off a pro-sharia (Islamic law) demonstration at the White House on Thursday, saying he did not want it to divert attention from the urgent situation in Libya and elsewhere in the Middle East.
Talking to CNSNews.com, the activist, Anjem Choudary, charged that Western powers were planning military intervention to ensure that popular uprisings do not give rise to sharia ruled states.

They watch their children play Super Mario Brothers on it, or join the kids in playing tennis or golf or baseball on Wii Sports. I never imagined this game system would also be an orgy enabler. But now a French game manufacturer is advertising a new game for the Nintendo Wii suggestively titled We Dare, describing it as a sexy, quirky party game that offers hilarious, innovative and physical, sometimes kinky, challenges. The current U.S. administration is supporting Egypt in the same way that Iran under the shah was backed by the U.S. in the 1970s - as a regional power supposedly doing its bidding. Ping praises China's globalization, particularly in enterprise development, trade, and investment in Africa. However, Ping structures his argument around a misinformed premise.

Judge Vinson to Obama: Speed up the Appeal or Stop Implementing Obamacare

The Obama administration got a well-deserved rebuke today from Judge Roger Vinson in the Florida lawsuit challenging the constitutionality of Obamacare (aka the Patient Protection and Affordable Care Act). Judge Vinson issued a new order in response to a bizarre and obtuse "motion to clarify" that the Department of Justice (DOJ) filed on February 17.
Vinson's original order on January 31 could not have been clearer: He declared the entire law unconstitutional and specifically said that, because he presumed that officials of the executive branch would adhere to the law as declared by a court, his declaratory judgment striking the law down was the functional equivalent of an injunction.

Barack Obama and Mexican President Felipe Calderon met this week. Not surprisingly, Calderon demanded amnesty, while Obama rolled over to cede our sovereignty. The two agreed to allow Mexican Trucks into our country unhampered. We stopped this scheme during the Bush years, and now we need to fight it again.
Mexican Trucks undercut the wages and jobs of American truckers, allow dangerous drivers on our roads, and will enable smugglers to bring in illegal aliens and deadly drugs into our country. The deal still needs congressional approval, and we will fight this tooth and nail.

Additionally, Obama said emphatically that Immigration and Customs Enforcement agents in Mexico will not be allowed to defend themselves from attacks. Two weeks ago, I told you about the tragic murder of Border Patrol Agent Jaime Zapata. Per our agreement with Mexico, Zapata was unarmed while travelling to the American Embassy. Two SUVs filled with cartel members armed with automatic weapons ambushed him.
He didn't have a prayer, and Obama's continued refusal to arm our border agents means they will be defenseless if faced with a similar situation.
Obama won't even allow border agents in America defend themselves against violent illegal aliens and drug smugglers. On December 14, Border Agent Brian Terry was killed by a group of illegal aliens in Nogales, Arizona. The details of what happened were just released. Terry saw a group of illegals holding AK 47s and demanded they drop the weapons, which they refused. He fired a beanbag gun, and the illegal aliens responded with automatic rifles.
Terry's brother is outraged. He told reporters,
"You go up against a bandit crew that is carrying AKs, and you walk out there with guns loaded with...beanbags - I don't get it...t's like going to the Iraqi war with one knife. It boggles my mind. ... These guys are professionals; they should be able to use their judgment call on their own."
The Border Patrol refuses to say if it was official protocol not to use deadly force when faced with armed illegal aliens, but it's a safe bet that fear of getting the Ramos and-Compean treatment has something to do with it.

Meanwhile, police confirmed that the decapitated head of Martin Alejandro Cota-Monroy found in Chandler was tied to the Mexican Drug Cartels.
Despite these outrages, Janet Napolitano said that we have "effective control of the great majority" of the border and ICE Chief John Morton claims "The border is as secure as I've ever seen it in 20 years in law enforcement."
Enough is enough. We cannot stand still as Obama colludes with Mexican officials to undermine our sovereignty and open our borders.

J Street shows its colors at conference The controversial, Soros-funded "pro-Israel" organization J Street held its second national conference last weekend and demonstrated just how far outside of the American Jewish mainstream it is. Ron Radosh blogged the event for PajamasMedia. He gives us some of the flavor of the conference:
Daniel Levy won thunderous applause by reiterating what clearly is J Street's position: "18 years after Oslo," Levy said, "the occupation and the settlements cannot continue, and without this being settled, there can be no negotiations." His clear implication was that Israel had to do this first, and only then could negotiations take place. In other words, the Palestinian demands had to be addressed before there could be any negotiations, a position that no sound Israeli government could ever accept.
Controversial Israeli Foreign Minister Avigdor Lieberman, Levy said, was "the bastard child of a demographic analysis," and proof that the occupation had to end. "The Palestinians," he stated - again to a huge ovation - "could not have rights without an end to the occupation." The U.S. should not indulge Israel in holding onto the fantasy that the country can continue as it has. Judge To Obama: Stop Stalling!
Yesterday, Judge Roger Vinson responded to the Obama Administration's request that he "clarify" his prior ruling declaring ObamaCare unconstitutional. The judge was clearly annoyed by the administration's delaying tactics, writing, "While I believe that my order was as clear and unambiguous as it could be, it is possible that the [administration] may have perhaps been confused or misunderstood its import."
Judge Vinson essentially told the administration: Stop stalling or I will put a stop to ObamaCare. Vinson ordered the administration to file an appeal for an expedited review of ObamaCare with a circuit court or the U.S. Supreme Court in the next seven days. If it does not, Vinson says he will issue a formal injunction against further implementation of the law.
In concluding his ruling, Judge Vinson wrote: "The sooner this issue is finally decided by the Supreme Court, the better off the entire nation will be. ...It is very important to everyone in this country that this case move forward as soon as practically possible."
Liberal Billionaire Turns On The Left
Microsoft founder Bill Gates is no conservative. His generosity has funded many left-wing causes over the years. What Gates understands well, however, having built a successful business from nothing, is what works and what doesn't work.
So it's not surprising that in his effort to reform public education, Gates is now on a collision course with some of the nation's most powerful left-wing special interest groups. Gates penned an op-ed in this week's Washington Post and flatly rejected some of their basic tenets.
For example, Gates noted that we are spending $50 billion a year on "automatic salary increases based on teacher seniority," but that there is no evidence that guaranteed pay raises improve test scores or teacher effectiveness. He also noted that we are spending an additional $15 billion annually to further compensate teachers with advanced degrees when those degrees appear to "have almost no impact on achievement."
Then Gates dared to turn the assumption about smaller class sizes on its head. He wrote, "Perhaps the most expensive assumption embedded in school budgets -- and one of the most unchallenged -- is the view that reducing class size is the best way to improve student achievement. This belief has driven school budget increases for more than 50 years. U.S. schools have almost twice as many teachers per student as they did in 1960, yet achievement is roughly the same."
His solution: bigger class sizes! "One approach is to get more students in front of top teachers ... [by] asking them to take on four or five more students. Part of the savings could then be used to give the top teachers a raise. (In a 2008 survey funded by the Gates Foundation, 83 percent of teachers said they would be happy to teach more students for more pay.)"
As a former Under Secretary of Education in the Reagan Administration, I admire Gates' courage in taking on the unions. His efforts are even gaining the attention of the "mainstream media."
Left-wing politicians like Barack Obama warn us that we can't risk falling behind, so they demand more tax dollars for "investments" in education. I can't help but notice that what has been missing in the debate in Wisconsin, and not surprisingly from the liberal media, is just how badly the teachers' unions have contributed to the problems in education today.
There are two reasons why we are falling behind in education. One is the breakdown of the family. There are too many children today raised in homes without a father. Those kids are more likely to live in poverty and suffer from a lack of parental supervision and involvement. That has a decidedly negative impact on their education.
But while so many states are struggling with out-of-control budgets, as Gates points out, those budgets have been inflated over the years due to the unwillingness of the unions to adapt and to adopt commonsense policies. Tenure, for example, is a terrible idea. The notion that seniority guarantees you a job regardless of results leaves many kids trapped in underperforming classrooms. It also means that excellent young teachers are among the first fired whenever budgets get tight.
At every turn, the unions have blocked meaningful education reform and pumped tens of millions of dollars not into the classrooms but into the campaign coffers of liberal Democrats. Their elected allies then pump your wallets for more tax money!
Boehner Ready To Lead; Where's Obama?
Here's a quick follow-up to my report yesterday on entitlement reform. In an interview with the Wall Street Journal, House Speaker John Boehner said that "he's determined to offer a budget this spring that curbs Social Security and Medicare, despite the political risks, and that Republicans will try to persuade voters that sacrifices are needed."
As I noted yesterday, he's got a lot of work to do. He should start by emphasizing at every opportunity that neither current retirees nor those less than 10 years from retirement would get a smaller check.
The Hill reports this morning that the Speaker has "privately assured President Obama that House Republicans will not attack him if he makes a proposal to reform entitlement spending. ...So far, Obama has not taken Boehner up on the deal."
I'm not surprised. Obama has no interest in rolling back Big Government. From the stimulus to ObamaCare and cap and trade, he's spent the past two years doing his best to expand it!
The Hill also points out -- surprise, surprise -- that the unions and left-wing interest groups are refusing to cooperate: "Labor unions and liberal advocacy groups have waged a blistering lobbying campaign directed at the White House to steer the president away from reform proposals."
I wish Boehner and House Republicans all the best. But they should expect zero help from the left in shrinking the size and scope of government. Meanwhile, there are many other important issues -- energy policy, foreign policy, defending traditional values -- that must be addressed.
Republican Senate Leader Mitch McConnell is waiting for Obama to make the first move. McConnell said, "We are waiting for presidential leadership. We know, and we'll say again, that entitlement reform will not be done except on a bipartisan basis with presidential leadership."
I think McConnell's instincts are right on this point. We can't govern America from the House alone. If we fall on our sword to tackle spending while a Democrat Senate and a Democrat president demagogue the issue, Obama will get reelected, Harry Reid will expand his majority in the Senate and we will lose the House. How will that help our cause?

Brown continued: "I'm not comparing what's happened to the workers in Madison or in Columbus to Hitler and Stalin but I am saying that history teaches us that unions are a very positive force in society that creates a middle class that protects our freedom."

Health Care Bill Update
March 23rd marks the one year anniversary of the passage of ObamaCare. A major victory came out of Florida last month when a federal judge issued a ruling that several provisions of the bill, including the individual mandate, were unconstitutional. In his ruling, the judge also said that because federal officials usually adhere to the law as declared by the courts, no injunction against these provisions was necessary.

A cattle rancher and business consultant from Centerville, Kansas, Mary began to take interest in her local government when she began covering City Council meetings for the local newspaper. Appalled at what the council was getting away with, and the lack of knowledge her community had of the council's dealings, she formed the Linn County Citizens Council. The Citizen's Council sought to inform people of the goings-on of their local government and how to create positive change by holding meetings with local officials and attending and video-taping city council meetings.
Mary would eventually bring her knowledge of local issues and skill for organizing to her local chapter of AFP-Kansas. She continues to organize meetings to discuss local and state issues, bringing in local politicians to help keep AFP activists up to date on what is going on with their government as well as to inform the politicians that their constituents are paying attention and care about the decisions being made with their tax dollars . Mary is a great example for all AFP activists who want to keep their local government accountable. She is helping to ensure that free market, limited government principles are advocated for on all levels of government.

Paul Krugman is regularly rated the nation's most influential columnist. This power comes from being a Princeton University professor, a Nobel prize winner, a New York Times columnist , and an avowed liberal. Krugman's reputation is not derived because he is honest, intelligent, analytical, hard working, or serious. A few years back, Krugman lied repeatedly in a few columns about what happened in Florida on election day in 2000, and in the recount battle that followed. I have studied the Florida Presidential election battle a great deal, and written a few things about it. It took about two seconds reading Krugman on the subject to realize he knew almost nothing other than the liberal talking points about how the Supreme Court stole the election from Bush, and Jesse Jackson's nonsense about police suppressing the African American vote on Election Day. I wrote the Times repeatedly, and Krugman was forced to make corrections in two columns for his lies. Today, Iowahawk does the skewering of Krugman in his own special way for Krugman's article about public education in Texas. It is as good as it gets for puncturing this self inflated bloviating gasbag.

Why is Harvard Not Restoring ROTC?

Why the wait? That's the question ACTA president Anne Neal is asking Harvard about restoring ROTC to campus. As she points out, providing official recognition to ROTC - as opposed to establishing a new unit on campus - is an action that the university can and should undertake immediately.
Harvard president Drew Faust's response is disappointing. While she confirmed that the university is in discussion with the military, she noted that those discussions were focused on "the gay and lesbian issue" and that the transgender issue still has to be sorted through:
"The issues that are being voiced now by transgender students are ones that I think the military hasn't entirely sorted through because it has been posed to them over the last two decades in terms of gays and lesbians," Faust said. "These are voices that have become much more forceful and much more vocal in recent years."
Meanwhile, Harvard's archrival - Yale - is moving forward. Fox News notes that Yale has taken the "biggest actual steps in returning the ROTC to campus" with President Richard C. Levin even contacting Defense secretary Robert Gates to express Yale's interest in establishing a new unit.
Foot-draggers should also take note that pressure for restoring ROTC is stepping up. Mayor Michael Bloomberg has called on Columbia to reinstate its ROTC program, while Congressman Duncan Hunter is urging President Obama to make good on his State of the Union address promise and ensure universities "open their doors" to ROTC - via the Solomon Amendment, if necessary.

Despite a national unemployment rate of 9.4 percent, seven million illegal aliens continue to hold jobs in the United States. However, Congress can put an end to this injustice to American workers by making the E-Verify program permanent and mandatory for all employers. E-Verify-the free online program administered by the Department of Homeland Security that allows employers to verify the eligibility of employees to lawfully work in the U.S.-is currently used by over 246,000 employers. However, because E-Verify is not mandatory for all employers, a number of unscrupulous businesses continue to employ illegal aliens, allowing them to take American jobs and drive down wages.
To stop this injustice to American workers, Rep. John Carter (R-TX) introduced bi-partisan mandatory E-Verify legislation last month that would stop the job killing practice of hiring illegal aliens. Carter's bill, H.R. 800 ("Jobs Recovery by Ensuring a Legal American Workforce Act of 2011") would require ALL employers to use E-Verify to check the employment eligibility status of both new hires and current employees. In addition, H.R. 800 provides for the following necessary reforms:
- Increases employer fines for employing illegal aliens-quadrupling the fine for employers discovered to have hired an illegal alien three or more times.
- Prohibits employers from deducting wages paid to (or on behalf of) an illegal alien from their gross income.
- Requires the IRS to disclose to the Social Security Commissioner and Homeland Security Secretary the taxpayer identity information of employers employing illegal aliens.

This week, my colleagues and I were shocked and appalled to find a provision in the Obamacare bill which appropriates $105 billion towards its funding- a complete and fraudulent circumvention of the legislative process.
In the bill, instead of following the rules and letting the next Congress go through the appropriations process, Nancy Pelosi and House Democrats appropriated billions of dollars in funding for Obamacare without holding a single hearing, or even allowing Members of Congress a chance to read the bill. I guess this is what Nancy Pelosi meant when she said "we have to pass the bill, so you can find out what is in it." Even Democrats in Congress were surprised to hear this shocking news.
Without further action, the bill will be funded, and our efforts will have failed.
I've drafted a petition, and recorded a special video message, to ensure that ObamaCare is defunded. In Georgia, an Arizona-style enforcement law that would also require the use of E-Verify for all employers took a big step on Thursday after the House approved it by a 2-to-1 margin. One of our activists said yesterday that a House Member asked him," does this mean the faxes will stop coming?" Not for Senate Members who will consider the bill next!

For 15 years, from the mid 1970s to 1990, I worked in Detroit , Michigan. I watched it descend into the abyss of crime, debauchery, gun play, drugs, school truancy, car-jacking, gangs and human depravity. I watched entire city blocks burned out. I watched graffiti explode on buildings, cars, trucks, buses and school yards. Trash was everywhere! Detroiters walked through it, tossed more into it and just ignored it.
Tens of thousands and then, hundreds of thousands today exist on federal welfare, free housing and food stamps! With Aid to Dependent Children, minority women birthed eight to 10 and, in one case, one woman birthed 24 kids as reported by the Detroit Free Press-all on American taxpayer dollars. A new child meant a new car payment, new TV and whatever mom wanted. I saw Lyndon Baines Johnson's "Great Society" flourish in Detroit. If you give money for doing nothing, you will get more hands out to take money for doing nothing.

The Republican DA put the law and principle above party. It is worth noting because we have, with some justification, become cynical about our elected officials. DA Heckler deserves our appreciation.

PBS President and CEO Paula Kerger I paid $623,233 annual compensation According to CPB's 2009 tax forms, President and CEO Patricia de Stacy Harrison received $298,884 in reportable compensation and another $70,630 in other compensation from the organization and related organizations that year.
Kevin Klose, president emeritus of NPR, who received more than $1.2 million in compensation, according to the tax forms the nonprofit filed in 2009.
In 2001, the federal government appropriated $340 million for CPB. Last year it got $420 million. As Congress considers ways to close the $1.6 trillion deficit, cutting funding for the CPB has even been proposed by President Obama's bipartisan deficit reduction commission. Instead, Mr. Obama wants to increase CPB's funding to $451 million in his latest budget.

In fact PBS is a government broadcasting system biased toward Big Government and Big Spending solutions to nearly every problem in the world and an advocate for Central Planning by Academically Educated Elite Experts. Conflating "public" with "government" is semantic finesse by Academic Elites who know exactly what they are doing1.

Penna. CPAs count the Pension Numbers; they add up to Bankruptcy.
The Pennsylvania Institute of Certified Public Accountants urged Gov. Tom Corbett and lawmakers to consider taking unspecified legal action to address benefits for current employees as a way to bring pension costs under control.
The Institute issued a set of long-range recommendations Thursday in the areas of pensions, infrastructure and state government to deal with Pennsylvania's fiscal problems.
While easing the cost spike, the new pension law requires that state and school districts pay an average of $5 billion into the Public School Employees' Retirement System and State Employees' Retirement System during the next decade.
"The simple fact is the pension systems for schoolteachers, public employees and state lawmakers are not sustainable in their current forms considering the fiscal challenges the state now faces," according to the PICPA report.

This is a very good thing. It is not a subsidy. It is not special treatment. This aligns tax policy with real world business operations. A very good idea. It means that when the business outlays cash, it gets a deduction.
In the past, for example, if a business spent 100k for a piece of machinery that lasted ten years, the business would get a deduction of 10K and pay taxes on $90k. In this reformation, the taxpayer pays when taxpayer is profitable. Tom Corbett is the Small Business Man's Friend!
For some reason there are those attacking the Governor for this very common sense, realistic change in tax policy.

HARRISBURG - In a bid to spur the economy, Republican Gov. Tom Corbett quietly and unilaterally approved an estimated $200 million in tax breaks for businesses last week by adopting new federal tax rules.
Corbett's decision allows businesses to write off the entire cost of expenses in one year, rather than spreading out the write-off over several years. The goal is to spark a corporate buying spree, in which companies buy equipment now - which pumps up demand, which leads to more hiring.
The program, though, will cost the state $200 million, which critics say the state should spend on individual taxpayers rather than corporations while money remains tight.
Announced Feb. 24 in a Department of Revenue news release, the move generated little attention until groups critical of the tax break began attacking it this week.
"This comes out of this year's budget when we can least afford it," said Sharon Ward, director of the Pennsylvania Budget and Policy Center, pointing to the state's $4 billion deficit.
The new tax rules will cost the state an estimated $69.4 million this year, and $132.2 million next year, said Department of Revenue spokeswoman Elizabeth Brassell.
"It is unconscionable that Gov. Corbett is giving tax breaks to corporations while proposing huge cuts to programs that directly affect working people," said Eileen Connolly, chair of Keystone Progress, which bills itself as a progressive advocacy organization.
Corbett this week ended state funding for adultBasic, an insurance program for the working poor that provided more than 41,000 people with health coverage.
The state could have used the money going for corporate tax breaks to fund the adultBasic program, said Sen. Jay Costa of Forest Hills, ranking Democrat on the Senate Appropriations Committee.
"Given the context of our budget and the talk about a 'day of reckoning,' how can we put in nearly a quarter of a billion in tax cuts for corporations?" Costa said.
Costa said that although some business tax cuts are warranted, "it needs to be in balance."
Corbett will present a 2011-12 state budget Tuesday to a joint session of the General Assembly.
"We are paying for it," Corbett's spokesman Kevin Harley said of the tax break. "That will be part of the budget."
"This allows Pennsylvania to remain competitive with other states," he said. "We're in competition with other states for jobs. It's important to create a climate for business to prosper and to create jobs."
After two years - the rule change applies only to 2011 and the last quarter of 2010 - the state will recoup the money it loses this year. Businesses that write off their entire purchases this year won't be able to deduct anything in later years; therefore, over the long term, the state will take in the same amount of money.
But "timing is important," said Michael Morrill, executive director of Keystone Progress.
He said Corbett wanted to get this out ahead of the budget "so it'll get lost in the whole budget discussion" next week.
Corbett's spokesman disagreed. "The timing had nothing to do with the budget," Harley said. "The timing had everything to do with businesses who have to file tax returns."
Morrill said he doesn't challenge Corbett's right to make the move unilaterally. Ward, of the Pennsylvania Budget and Policy Center, contends that it's not clear Corbett can do so.
Harley said there's no question that Corbett has the power to make the move.
The issue has remained largely under the radar.
"I've talked to a lot of legislators who don't know anything about it," Morrill said.
The same is true for many in the business community.
The Greater Pittsburgh Chamber of Commerce of Commerce declined to comment because it hadn't reviewed the new rule.

This is the best interview by far that Palin has done.
I attribute this to the fact that the interviewer was excellent and created an interesting dialogue between herself and Palin. Her questions were just right and Sarah was succint in her answers and right on the money.
Sarah shows herself to be very knowledgeble and informed. Her answers were excellent. She also went on at great length on Israel.
She was very confident and assured.

Tell your liberal friend that it's growing so fast there's a danger that within a few decades it might reach the southern borders of the United States, menacing our great-grandchildren with its evil leafy tendrils and its deadly population of jaguars, bullet ants, snakes, killer bees, and such like. Quote: "I believe in American exceptionalism, just as I suspect the Brits believe in British exceptionalism and the Greeks believe in Greek exceptionalism." In other words: everybody's special. Tell your friend that, with his Barney the Dinosaur egalitarian worldview of everybody being special, Obama ought to be a kindergarten teacher, leading the kids in non-competitive, non-judgmental songs, not the leader of the free world.

On Fryday's Program
Unemployment drops to 8.9%: The economy added 192,000 jobs last month, and the unemployment rate has dipped to its lowest level in at least 2 years, dropping for the third straight month and standing at 8.9% for February. It's a good sign but not great, as detailed in The Washington Post today. And reports of another massive drop in the housing market predicted to come soon are keeping the recovery celebrations from beginning. Details HERE.
Solidarity? AFL-CIO funds cop haters
Last night on TV Glenn exposed how the AFL-CIO (who is supposedly standing in solidarity with the police officers, firefighters and teachers who are protesting budget cuts) supports several anti-police organizations. It's pretty amazing how each and every one of these 'grassroots' movements all end up being sponsored and supported by the same radical leftist wackos. Not what Jesus would do
Glenn responded on radio today to the awful counter protests held by 'Christians' in response to the Shariah4America rally that was postponed. The counter protesters still showed up, and ended up taunting a Muslim man while he prayed on the street. They shouted him down with high school chants of 'Jesus! Hillary Clinton pimps Al Jazeera over American news
Hillary Clinton has produced some pretty outrageous sounds bites over the years, but she outdid herself recently when she declared that America is losing to Al Jazeera because they are up in the ratings and we can't compete with 'real' news like them. Her solution? Have a stronger government TV news operation - just like they do in China and Russia. How many times has that thought crossed your mind: 'if only we had a media more like China - THEN we'd be set'. Check out Hillary's Al Jazeera love on radio today.

Matt Damon ditches Obama
Matt Damon, one of the early Obama followers, has now said in an interview that he's changed his mind on Obama. Damon, a guy who is videotaped pretending to be other people for a living, said he and his friends joke that they 'no longer hope for audacity' - incidentally, that joke took them 3 weeks to craft, as evidenced by its hilarity.
