 On Tuesday evening, I joined residents, community leaders, and elected officials in communities throughout Baltimore at events to celebrate the 28th annual National Night Out. These important annual events heighten crime prevention awareness, increase community participation in local crime prevention programs, and strengthen police and community partnerships. It was an honor to see thousands of committed residents gathering together in the spirit of community, connecting with each other, and recommitting themselves to improving public safety. These are our streets, and we need to work cooperatively with police, our faith communities, community leaders, and residents to make our city better, safer, and stronger. On Thursday, I announced the expansion along Pennsylvania Avenue of CitiWatch, Baltimore's actively-monitored crime camera program. I installed one of the twelve new cameras myself. The expansion builds on my administration's continued investment in public safety. With the Pennsylvania Avenue expansion, 60 new crime cameras have been added to the CitiWatch network during my first 18 months in office, increasing the total number of cameras to 538. Our CitiWatch program has been instrumental in supporting the work of the men and women of the Baltimore Police Department to reduce violent crime. The cameras are a force multiplier that enables us to do more to protect the citizens of Baltimore. I want to thank our state, federal, and local partners for their support of this vital crime prevention tool. In 2010, CitiWatch participated in over 1,282 arrests. CitiWatch initiated over 125 arrests for violent crimes including robberies, assaults, and illegal gun possession. Despite a difficult budget deficit, my budget fully funds the operation of the crime camera program, which has been shown to reduce crime by 25% in covered areas. The budget also funds an aggressive plan to hire 300 new police officers. By making tough choices and smart investments, and by continually working to make our streets safer, we are building stronger neighborhoods. With the help of committed residents and our dedicated police officers, I know we can and will accomplish great things for Baltimore.
